Continuing Airworthiness Management of Urban Air Mobility (UAM) Operators in Europe.

Background: All Commercial Air Transport (CAT) require to be an approved Continuing Airworthiness Management Organization (CAMO) in accordance with Part M. However, they can sub-contract the continuing airworthiness tasks to the OEMs or any other third- party MRO companies offering sch services. In the past years, large aircraft manufacturers offer a wide range of support including fleet technical management, continuing airworthiness management tasks.

Also, for other category of operators such as Specialized Operations (SPO), Non-commercial Specialized operations with complex aircraft (NCC), Non-commercial Specialized operations with non-complex aircraft (NCO) etc. can delegate the responsibility for continuing airworthiness management to a third-party CAMO through contract.

Urban Air Mobility (UAM) project will enable to offer air taxi operations and soon, they can be operated by manufacturers or any other CAT operators. As per current regulatory framework, any AOC holder which will operate UAM required to be an approved CAMO. Although, it can be argued that for UAM operations, the continuing airworthiness management model of SPO/NCC/NCO can be adopted to allow the manufacturers to take full responsibilities of their products and offer continuing airworthiness management services to the operators.
