IntroductionThe name of the article is Responsible Government, Statutory Authorities, and theAustralian Constitution. It is written by Benjamin B Saunders and was published on 28th November 2019. It was published on March 1st, 2020, online. This article has been chosen for the following essay that will give an understanding of the powers that the Senate has and can exercise over the other wings of the government, especially the executive.

Critical Analysis of the ArticleThe article is based on the compatibility of the executive powers within the governmental system of Australia. The formation of responsible government can be correctly done when there is some limitation exercised by the governing bodies. The prediction power of the senate and the modifications of the power that the senate is entitled to by the government have been outlined in a good manner (Saunders 2019 p. 4-7). These governing powers can be exercised by the Commonwealth. The role of the Senate in participating in the formation of the government and the extent to which they can be held accountable has been provided in the article. The main use of the Senate in for getting rid of the other parties which are small parties can be argued. They also imply that the presence of good relationships among the entities and the ministers that are present in the parliament. The article has focused on the point which emphasises that the use of limitations in the power of the executive has caused derogation in the creation and functioning of responsible government (Saunders 2019 p. 8-12). The insistence of the Senate on the sued of their power that will be dependent upon the opinion of the public has been identified in the article. However, the government has gone through different evolutions that have made the government flexible and free from any rigidity. It can be seen that the responsible party is dominant in the government. Whenever there is a dispute, the favour goes towards the responsible government rather than the Senate. Thus, the article talks a great deal about the Senate as well as the responsibility of the government but lacks mentioning its hold over the executive authority (Saunders 2019 p. 13-16).

The powers that the Senate possesses can be exercised only when it is pertaining to the matters of the subjects of the responsible government. The article has focused on the powers of the representative government rather than the powers that should be used by the senate (Saunders 2019 p. 17-19). It has captured the need for primacy that is normal that is used by the government as directed by the commentators. This is not the main point that is argued in the article. The conception of the government also shows how the powers are focused on the lower house is seen in the article which is completely irrelevant. However, the article has clearly justified the enforceability of the conventions of the responsible government. The argument about the constitutional status and the willingness of the High Court to give some of the powers to the responsible government has been supported with the help of works from other writers (Saunders 2019, p. 20-25). The freedom that the High Court has imposed in the use of communication in terms of politics has been outlined in the journal article. The powers of the senate are not mentioned in detail and the article has shown the devolution of the power to the responsible government. The statutory authorities and the powers are clearly mentioned in the article which will help in providing the different sort of power that is exercised by the parliamentary authorities in the Australian government. The check on the powers of the public bodies by the parliamentary and the government interference has been mentioned by the author (Saunders 2019 p. 26-29).

ConclusionThus, it can be concluded that the powers of the Senate are varied and different. They have certain powers to hold the executives accountable in certain cases. The article has embodied the various functions of the senate and how they interact and work along with the different powers present in the government. The article contains arguments about how the powers are different from the powers exercised by the government and the role played by the High Court in dealing with the separation of powers.
