1. The Scenario
A renewable energy developer (WindWorks Ltd) has commissioned your company to undertake a preliminary study which will develop a methodology for the monetary assessment of the environmental costs and benefits associated with a wind energy development.Wind Works would like to develop a wind farm (see project description). WindWorks realizes that the project has potential to be controversial. In an attempt to gather evidence in support its planning application Wind Works would like to examine the environmental costs and benefits of the development. It is hoped that these can be compared with the more conventional economic benefits of the project.
You have been asked to develop a strategy for the assessment of the environmental costs of the development. It is anticipated that a Contingent Valuation (or similar technique) will be a major element of the strategy you propose. However, you are free to suggest any additional work that would help inform your client.Your client already has a good understanding of the engineering tasks and you are not advising on engineering issues. However, your client has limited understanding of environmental or social impacts of the project. This is why your company has been hired to provide advice. You cannot assume that your client has specialist knowledge in the field.
2. The assignment and exam
The main part of the assignment will be the production of a report. The report must be written as if it were for your client (i.e., a report for WindWorks). The report must be submitted prior to the exam. The report itself is unassessed. However, Section C of the exam will ask questions based upon the report. The exam marker will cross check your exam answers with the submitted report. You will not be able to complete section C of the exam without doing this work. 3. The Report (maximum 4,000 words)

Explain the rationale behind the methodology, how it will be implemented and how the data would be interpreted and used by WindWorks in support of its planning application.discussion of the limitations, advantages, and disadvantages of your approach in the context of this study.
