The quality of leadership directly influences teaching efficacy, student learning experiences, and ultimately contributes to national development through human capital formation. Effective educational leaders demonstrate strong communication skills, inspire their teams, and create environments conducive to learning and growth. In academic institutions, communicative and transformational leaders can significantly impact student learning competencies and overall institutional performance (Toker, 2022). Malaysia's commitment to inclusive education is enshrined in the Education Act 1996, which mandates equal educational rights for all children regardless of disability or special needs. Schools are legally authorized to admit students with special educational needs (SEN), provide inclusive academic opportunities, and offer appropriate support services and facilities (Noman & Gurr, 2020). However, despite this progressive legislative framework, significant gaps persist in research examining leadership practices in special education contexts, particularly within non-governmental organization (NGO)-operated schools in Malaysia and broader Asian settings. This chapter establishes the foundation for investigating leadership strategies for sustainable development in special education, with specific focus on NGO-operated schools in Malaysia. The discussion progresses from general educational leadership concepts to the specific context of transformational leadership in special education settings. This chapter presents the background of the study, articulates the research problem and its significance, outlines research objectives and questions, defines the scope and delimitations, establishes the theoretical framework, describes the research design, and provides operational definitions of key terms. 1.1 Background of the Study Leadership encompasses two fundamental dimensions: providing direction and inspiring action. It represents a form of influence that guides individuals and organizations toward shared goals while fostering awareness and commitment (Toker, 2022). Within educational contexts, leadership effectiveness substantially impacts multiple dimensions of institutional performance, including student achievement, teacher satisfaction, organizational culture, and community engagement. Different leadership styles shape how leaders interact with staff members, engage with students, and make decisions that influence the broader educational community. Understanding the relationship between leadership styles and organizational effectiveness remains essential for educators seeking to create positive learning environments and promote continuous improvement. Among various leadership approaches, transformational leadership has garnered considerable attention for its capacity to inspire and motivate stakeholders toward a shared vision of excellence (Welson, 2024). Transformational leadership emphasizes inspiring individuals to achieve beyond their perceived limitations by aligning personal goals with organizational objectives. This leadership style plays a dominant role in fostering inclusive and student-centered learning environments, encouraging educators to innovate and collaborate for higher-quality teaching, and cultivating a culture of ongoing improvement (Sultana et al., 2024). Special education schools face unique and complex leadership challenges arising from the diverse needs of students with disabilities. Primary challenges include providing individualized instruction that addresses each student's specific learning requirements, designing and implementing effective Individualized Education Programs (IEPs), and ensuring compliance with regulatory frameworks such as the Individuals with Disabilities Education Act (IDEA) (Ranbir, 2024). Transformational leadership significantly influences teaching quality, teacher motivation, school climate, and student outcomes in special education settings (Zainal & Matore, 2021). Malaysia has established a legal framework promoting access to education services for students with disabilities. However, significant challenges persist in special education program leadership, particularly within NGO-operated schools. Research indicates that many such schools possess insufficient resources and infrastructure to provide quality special education services (Wong & Rashid, 2022). While transformational leadership has been extensively studied in mainstream educational institutions, limited research exists examining its application and impact in NGO-operated special education organizations in Malaysia. This gap in understanding represents a critical area requiring systematic investigation to improve educational outcomes for students with special needs. 1.2 Statement of the Problem Despite increasing recognition of the rights and needs of individuals with disabilities, significant challenges persist in special education provision within Malaysia. Historically, special education services were limited, and students with disabilities were largely excluded from mainstream educational opportunities. Recent decades have witnessed efforts to expand access to education for all individuals, including those with disabilities, reflecting broader societal shifts toward inclusivity and equity. Currently, Malaysia operates 34 special education schools nationwide, serving approximately 2,686 students with special needs, representing a portion of the 97,220 students enrolled in special education programs as of 2021 (Othman et al., 2022). However, most special education schools operate with limited resources and inadequate infrastructure to provide quality services (Wong & Rashid, 2022). Additionally, shortages of trained staff and support workers compound these challenges, while existing leadership practices may not adequately address these systemic issues, resulting in operational inefficiencies and suboptimal outcomes. Research indicates that many school leaders, including principals and administrators, feel inadequately prepared for the unique demands of special education programs. Studies reveal that a substantial proportion of school leaders lack confidence in supporting students with disabilities, attributing this to minimal or absent special education content in their professional training programs. This preparation gap significantly impacts leadership effectiveness and, consequently, program quality and sustainability. NGO-operated special education schools face particularly acute challenges, including significant fiscal limitations that constrain their capacity to offer specialized education and ensure long-term program sustainability (Alshoura, 2021). Financial constraints directly impact the availability of professional therapists, including behavioral therapists essential for supporting students with special needs. Furthermore, accessibility barriers exist for low-income families, particularly those in the B40 and M40 income categories, creating inequitable access to quality special education services. Tuition fees in many private special education institutions remain affordable primarily for upper-income (T20) families, exacerbating educational inequalities (Ahmad et al., 2024). Documentation of special education leadership practices remains inadequate, particularly regarding NGO-operated institutions. While research demonstrates that transformational leadership can enhance teacher morale, school climate, and student outcomes in general education contexts, limited empirical evidence exists regarding its impact in NGO-operated special education schools in Malaysia. This research gap is particularly problematic given that leadership practices significantly influence organizational sustainability, program effectiveness, teacher retention, and student achievement in resource-constrained environments. Therefore, this study addresses a critical gap by examining how transformational leadership practices can address challenges in NGO-operated special education schools in Malaysia. The investigation seeks to determine prevailing leadership patterns, examine their influence on school effectiveness, and evaluate their effectiveness against critical indicators including teacher job satisfaction, school climate, organizational sustainability, and student outcomes. Understanding these relationships will provide evidence-based foundations for improving leadership practices and enhancing educational quality for students with special needs. 1.3 Research Objectives This study pursues three primary objectives: ? To examine the dominant leadership styles practiced by school leaders in NGO-operated special education schools in Malaysia. ? To evaluate the influence of transformational leadership practices on teacher job satisfaction, school climate, and student outcomes in NGO-operated special education schools. ? To explore the relationship between leadership practices and the sustainability of NGO-operated special education programs in Malaysia. 1.4 Research Questions Primary Research Question What is the impact of transformational leadership styles on teacher motivation, school effectiveness, and sustainability of special education in NGO-operated schools in Malaysia? This primary question guides the investigation by examining how transformational leadership influences multiple dimensions of organizational performance in the specific context of NGO-operated special education institutions. The question addresses the need to understand leadership effectiveness in resource-constrained environments serving students with diverse special needs. Sub-Research Questions ? What are the most prevalent leadership styles practiced by school leaders in NGO-operated special education schools in Malaysia? This question identifies and classifies the leadership approaches most commonly employed by educational leaders in the study context. Understanding which leadership styles predominate provides insight into current practices and establishes a baseline for discussing best practices and areas requiring improvement. ? How do transformational leadership practices relate to teacher job satisfaction and motivation in NGO-operated special education schools? This question examines the relationship between specific transformational leadership behaviors and teacher outcomes, including job satisfaction, professional motivation, and commitment. Understanding this relationship is essential for developing strategies to address teacher retention challenges in special education settings. ? What is the relationship between transformational leadership practices and school climate in NGO-operated special education schools? This question investigates how transformational leadership influences the organizational environment, including collaboration, innovation, inclusivity, and overall school culture. School climate significantly impacts both teacher effectiveness and student outcomes. 1.5 Significance of the Study 1.5.1 Theoretical Significance This study makes several important theoretical contributions to educational leadership literature. First, it extends transformational leadership theory into the under-researched context of NGO-operated special education schools in Malaysia (Ahmad et al., 2024).. While transformational leadership has been extensively studied in mainstream educational settings and corporate environments, its application and effectiveness in specialized educational contexts serving students with disabilities remains inadequately understood, particularly in developing country contexts. Second, the study integrates Social Cognitive Theory as a theoretical lens for understanding how leadership practices influence teacher self-efficacy, professional development, and instructional quality in special education contexts. This theoretical integration provides a framework for explaining the mechanisms through which leadership impacts teacher behavior and student outcomes. The study contributes empirical evidence supporting the applicability of Social Cognitive Theory in specialized educational settings where teacher confidence and competence significantly influence program effectiveness. Third, the research addresses a critical gap in special education leadership literature by examining leadership practices in NGO-operated institutions. Previous research has predominantly focused on government-operated or mainstream private schools, leaving NGO-operated special education schools inadequately represented in scholarly literature. This study provides theoretical foundations for understanding leadership in resource-constrained, mission-driven organizations serving vulnerable populations. Fourth, the investigation contributes to inclusive leadership literature by examining how leadership practices promote equity, accessibility, and quality education for students with disabilities. The findings will inform theoretical development regarding inclusive leadership approaches and their effectiveness in diverse educational contexts. 1.5.2 Practical Significance The study offers substantial practical value for multiple stakeholder groups. For school leaders and administrators in NGO-operated special education schools, the findings provide evidence-based guidance for implementing effective leadership practices. Understanding which leadership approaches most strongly influence teacher satisfaction, school climate, and program sustainability enables leaders to prioritize specific behaviors and strategies likely to yield positive outcomes. For policymakers and education authorities, the study offers insights into the leadership support needs of NGO-operated special education schools. Understanding the challenges these institutions face and the leadership practices that promote effectiveness can inform policy development, resource allocation decisions, and professional development programs. The findings can guide the development of leadership training programs specifically tailored to special education contexts. For teacher training institutions and professional development providers, the research identifies the leadership characteristics and practices that special education teachers value and that contribute to their job satisfaction and effectiveness. This information can inform the design of leadership development programs and help prepare future special education leaders for the unique challenges they will face. For NGO administrators and board members, the findings illuminate the relationships between leadership practices and organizational sustainability. Understanding how leadership influences financial stability, stakeholder engagement, and program continuity can inform organizational governance and strategic planning processes. Finally, the study provides a reference for educators working in inclusive education environments in Malaysia and other countries facing similar challenges. The findings expand practical knowledge regarding transformational leadership implementation and offer actionable insights for principals, administrators, and teachers working in special education sectors. 1.5.3 Social Significance The study contributes to broader social goals of inclusivity, equity, and educational justice for students with disabilities. By examining leadership practices that promote effective special education, the research supports efforts to ensure that all children, regardless of disability, receive quality education enabling them to reach their potential. The investigation provides a platform for special education teachers and school leaders to voice their perspectives and experiences, offering them opportunities to be heard and validated. This participatory aspect strengthens stakeholders' sense of relevance and contribution to knowledge development while potentially influencing policy and practice improvements. Furthermore, by examining sustainability factors in NGO-operated special education programs, the study addresses critical concerns about long-term service continuity for vulnerable student populations. The research also contributes to social awareness regarding the challenges faced by special education institutions and the importance of effective leadership in addressing these challenges. By documenting current practices and their outcomes, the study can inform public discourse and advocacy efforts aimed at improving special education services and support systems. 1.6 Scope and Delimitations 1.6.1 Scope This study focuses specifically on NGO-operated special education schools serving students at the primary and secondary levels (K-12) in urban and suburban locations across Malaysia. The geographic focus encompasses areas with diverse student populations and varying resource availability, providing rich contexts for examining leadership practices under different conditions. The research specifically examines schools serving children with physical disabilities, autism spectrum disorders (ASD), and intellectual disabilities. This focus recognizes the particular challenges associated with these disability categories while acknowledging that findings may have applicability to other special education contexts. Regarding participants, the study emphasizes two primary stakeholder groups: school leaders (including principals and senior administrators) and special education teachers working in NGO-operated schools. By focusing on these groups, the research directly examines the influence of transformational leadership on teaching quality, teacher motivation, school climate, and student outcomes from the perspectives of those most intimately involved in educational delivery. The temporal scope encompasses current leadership practices and recent experiences, capturing contemporary realities facing NGO-operated special education schools in Malaysia. This current focus ensures relevance to ongoing policy discussions and practical improvement efforts. 1.7 Theoretical Framework This study employs Social Cognitive Theory (SCT) as its primary theoretical lens for understanding the relationships between leadership practices, teacher characteristics and behaviors, and educational outcomes in special education contexts. 1.7.1 Social Cognitive Theory Social Cognitive Theory, originally developed from social learning frameworks in developmental psychology, emphasizes the role of observational learning through modeling influences. The theory integrates cognitive processes to explain human behavior through mental processes, including information processing in response to environmental stimuli and social modeling (Bandura, 1986). SCT posits that human behavior results from dynamic and reciprocal interactions among personal factors, behavioral patterns, and environmental influencesa concept known as triadic reciprocal determinism. In organizational contexts, this means that leadership behaviors and the social environments leaders create significantly impact employee behaviors, including innovative work practices, professional development, and organizational commitment. In educational settings, SCT explains how school leaders and administrators can stimulate teacher development, increase teacher self-efficacy, and promote teacher engagement in educational activities. Leaders influence teacher behavior by modeling desired practices, providing supportive environments, creating learning opportunities, and offering feedback and encouragement (Mukapit et al., 2025). 1.7.2 Application to Special Education Leadership Applying SCT to special education leadership contexts provides a robust framework for understanding how transformational leadership influences teacher outcomes and, consequently, student achievement. The theory suggests that teacher self-efficacyteachers' beliefs in their capabilities to successfully perform teaching taskssignificantly impacts both the learning environments teachers create and their instructional behaviors (Woodcock et al., 2025). Research indicates that high teacher self-efficacy correlates with improved student outcomes, more inclusive teaching practices, greater job satisfaction, superior classroom management abilities, and reduced burnout. In special education contexts, where teachers face particularly complex and demanding situations, self-efficacy becomes even more critical for sustaining effective practice and preventing attrition. SCT provides a framework for understanding how general education teachers' perceptions of their preparedness and self-efficacy influence their effectiveness in teaching students with special needs. Teachers who experience success in instructing students with disabilities develop greater confidence and are more likely to implement appropriately differentiated instruction. Conversely, unsuccessful experiences can diminish self-beliefs and reduce willingness to engage with students with special needs (PARR, 2021). Transformational leadership influences teacher self-efficacy through multiple mechanisms consistent with SCT. Idealized influence provides models of effective practice that teachers can observe and emulate. Inspirational motivation builds teachers' confidence in their collective capacity to achieve challenging goals. Intellectual stimulation encourages teachers to develop new skills and approaches, expanding their competence. Individualized consideration ensures that each teacher receives personalized support matching their developmental needs, directly building self-efficacy through mastery experiences and verbal persuasion. 1.7.3 Theoretical Framework for the Current Study In this study, Social Cognitive Theory provides the conceptual foundation for examining how transformational leadership practices in NGO-operated special education schools influence teacher self-efficacy, job satisfaction, professional behaviors, and ultimately student outcomes. The framework posits that: ? Personal Factors: Teacher characteristics including self-efficacy beliefs, professional knowledge, attitudes toward students with disabilities, and career motivations influence their responses to leadership and their teaching effectiveness. ? Behavioral Factors: Teacher behaviors including instructional practices, collaboration with colleagues, engagement in professional development, and persistence in the face of challenges are influenced by both personal factors and environmental conditions. ? Environmental Factors: Leadership practices, school climate, available resources, organizational culture, and policy contexts create conditions that either support or constrain teacher effectiveness. These three dimensions interact reciprocally, creating dynamic systems where leadership influences teacher characteristics and behaviors, which in turn shape the school environment and organizational outcomes. Understanding these interactions provides insight into how transformational leadership can promote sustainable, effective special education programs. 1.8 Research Design This study employs a mixed-methods sequential explanatory design, combining quantitative and qualitative approaches to provide comprehensive understanding of transformational leadership in NGO-operated special education schools. This methodological approach aligns with pragmatist philosophical foundations, recognizing that complex social phenomena are best understood through multiple perspectives and complementary data sources. 1.9 Research Objectives and Hypotheses 1.9.1 Research Objectives As stated in Section 1.3, this study pursues three primary objectives examining leadership styles, their influence on key outcomes, and their relationship with organizational sustainability in NGO-operated special education schools in Malaysia. 1.9.2 Research Hypotheses Based on theoretical foundations and previous research, this study tests several hypotheses in the quantitative phase: H1: Transformational leadership practices are positively related to teacher job satisfaction in NGO-operated special education schools. H2: Transformational leadership practices are positively related to positive school climate perceptions among teachers. H3: Transformational leadership practices are positively related to organizational sustainability indicators in NGO-operated special education schools. H4: Teacher job satisfaction mediates the relationship between transformational leadership practices and school climate. H5: School characteristics (size, location, resource availability) moderate the relationship between transformational leadership and organizational outcomes. These hypotheses will be tested through appropriate statistical analyses, with findings contributing to understanding of the conditions under which transformational leadership most effectively promotes positive outcomes in special education contexts. 1.10 Operational Definitions Clear definitions of key terms ensure conceptual clarity and consistent application throughout the study. Transformational leadership encompasses idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration, emphasizing trust, vision, innovation, and personalized support (Rind, 2024). Job satisfaction reflects an individuals sense of fulfillment and well-being derived from work experiences and relationships (Baxi & Atre, 2024). School leadership involves vision setting, staff support, and resource management (Arthur & McGregor, 2024). Special education adapts teaching and environments to meet diverse learning needs (Ojeda & Carugno, 2022). Organizational sustainability ensures ongoing mission fulfillment, while teacher motivation drives engagement and professional growth (Rind, 2024). 1.11 Organization of the Dissertation This dissertation is organized into five chapters, each serving specific purposes in developing a comprehensive examination of transformational leadership in NGO-operated special education schools. Chapter 1: Introduction provides the study's foundation, including background information, problem statement, research objectives and questions, significance, scope and delimitations, theoretical framework, research design overview, and operational definitions. This chapter establishes why the research is important and what it seeks to accomplish. Chapter 2: Literature Review presents a comprehensive review of relevant literature on transformational leadership, special education leadership challenges, inclusive education, NGO-operated schools, and teacher development. The chapter synthesizes existing knowledge, identifies gaps the current study addresses, and establishes the conceptual framework guiding the research. Chapter 3: Research Methodology describes the research design, philosophical foundations, data collection procedures for both quantitative and qualitative phases, sampling strategies, instrumentation, data analysis methods, ethical considerations, and measures taken to ensure validity and reliability. This chapter provides sufficient detail for readers to evaluate the study's methodological rigor and for future researchers to replicate or build upon the work. Chapter 4: Findings presents the results of data analysis from both quantitative and qualitative phases. The chapter begins with descriptive statistics characterizing the sample and main variables, proceeds to inferential statistics testing hypotheses and examining relationships, and presents thematic analysis of qualitative data. Integration of quantitative and qualitative findings provides a comprehensive understanding of the research questions. Chapter 5: Discussion, Conclusions, and Recommendations interprets findings in relation to existing literature and theoretical frameworks, discusses implications for theory, practice, and policy, acknowledges limitations, and offers recommendations for educational leaders, policymakers, and future researchers. This chapter synthesizes the study's contributions and suggests directions for continued advancement of special education leadership. CHAPTER 2: LITERATURE REVIEW 2.0 Introduction This chapter presents a comprehensive review of literature relevant to understanding transformational leadership in NGO-operated special education schools in Malaysia. The review synthesizes existing knowledge, identifies gaps in current understanding, and establishes the conceptual framework guiding this research. The chapter is organized thematically, progressing from broad conceptualizations of transformational leadership to specific applications in special education contexts, with particular attention to the Malaysian setting and NGO-operated institutions. The literature review serves multiple purposes. First, it situates the current study within existing scholarly discourse, demonstrating how this research builds upon and extends previous work. Second, it identifies gaps and contradictions in current knowledge, establishing the need for this investigation. Third, it provides theoretical and empirical foundations for the research design, hypotheses, and interpretive frameworks employed in subsequent chapters. The chapter begins by conceptualizing transformational leadership, examining its theoretical foundations, key dimensions, and distinctions from other leadership approaches. It then explores the unique challenges of leadership in special education contexts, reviews evidence regarding transformational leadership's effects on teacher development and educational quality, examines the role of NGOs in inclusive education, and discusses the Malaysian context specifically. The chapter concludes by presenting the conceptual framework that integrates these elements and guides the empirical investigation. 2.1 Conceptualizing Transformational Leadership 2.1.1 Theoretical Foundations and Evolution Transformational leadership emerged as a distinct leadership paradigm in the late twentieth century, contrasting with earlier transactional models that emphasized exchanges between leaders and followers. Burns (1978) introduced the concept, distinguishing transformational leadership (which elevates both leader and follower to higher levels of morality and motivation) from transactional leadership (which involves exchanges of rewards for performance). Bass (1985) extended this work, developing a comprehensive model applicable to organizational contexts. Transformational leadership focuses on inspiring and motivating team members to achieve beyond their initially perceived capabilities. Leaders employing this approach empower followers to make decisions, foster innovation, and ensure that team members contribute enthusiastically to organizational visions (Kareem et al., 2023). Burnham (2018) describes transformational leadership as occurring when leaders and team members mutually encourage elevated motivation and performance. Transformational leaders are characterized as passionate, inspirational, insightful, and charismatic, possessing the capacity to revitalize organizations and inspire followers to change and perform at higher levels. The theoretical foundation of transformational leadership draws from multiple sources, including charismatic leadership theories, social exchange theory, and theories of human motivation. The approach recognizes that organizational change and excellence require more than transactional exchanges; they demand leaders who inspire commitment to shared values and collective goals while attending to individual development needs (Kareem et al., 2023). In educational contexts, transformational leadership has gained prominence as researchers and practitioners recognize that school improvement requires more than technical management. Educational transformation demands leaders who can articulate compelling visions, build collaborative cultures, develop teacher capacity, and foster continuous improvement. Transformational leaders in schools inspire educators by providing support while maintaining high expectations for all staff members. Research demonstrates positive associations between transformational leadership and teacher commitment, job satisfaction, teacher effectiveness, student engagement, and academic outcomes (Zainal & Matore, 2021). 2.1.2 Key Dimensions of Transformational Leadership Bass and Avolio's (1994) model identifies four core dimensions of transformational leadership, commonly referred to as the "Four I's." These dimensions represent distinct but interrelated leader behaviors that collectively constitute the transformational approach. Understanding these dimensions is essential for conceptualizing how transformational leadership functions in educational settings. Idealized influence establishes the leader's credibility and creates follower identification with organizational values. Inspirational motivation generates energy and commitment toward shared goals. Intellectual stimulation develops followers' capabilities and fosters organizational learning. Individualized consideration ensures that each person receives the support needed to contribute fully and develop professionally. While various leadership styles may share some characteristics, they differ in fundamental emphases, goals, and mechanisms of influence. Servant leadership prioritizes followers' needs and development, with leaders viewing their primary role as serving those they lead. Servant leaders demonstrate humility, empathy, and commitment to follower growth. This approach shares transformational leadership's emphasis on individual development but differs in its fundamental orientation. Servant leaders place follower needs above organizational goals, while transformational leaders seek to align personal and organizational objectives. Both approaches are valuable in special education contexts, though transformational leadership may be more effective when organizations require significant change and innovation (Rind, 2024). 2.1.4 Transformational Leadership in Special Education Contexts Transformational leadership has particular relevance and applicability in special education settings due to the unique challenges these environments present. Special education schools require continuous innovation to meet diverse student needs, sustained teacher commitment despite emotionally and physically demanding work, collaborative problem-solving across disciplines, and advocacy for students often marginalized in broader society. Transformational leadership addresses these requirements more effectively than alternative approaches (Villaver et al., 2024). Research demonstrates that transformational leadership promotes inclusive practices and improves student outcomes in special education by fostering collaborative cultures conducive to meeting diverse student needs. Transformational leaders facilitate schools' utilization of diverse stakeholder expertiseincluding teachers, principals, support staff, and familiesin implementing inclusive practices. They cultivate cultures of collective efficacy where all school community members feel empowered to contribute to special needs students' success (Li & Liu, 2022). Transformational leadership contributes to optimal outcomes for students with special needs by developing inclusive learning environments that prioritize accountability, equity, and access. However, translating leadership theory into successful practice requires collaborative efforts at the individual school, district, and state levels. Context matters significantly, with leadership effectiveness depending on alignment between leadership practices, organizational characteristics, and broader systemic support (Villaver et al., 2024). 2.1.5 Application and Impact in Malaysia In Malaysia, educational leadership research has grown substantially in recent decades, though studies specifically examining special education leadership remain limited. Research indicates that effective educational leadership facilitates knowledge and skill sharing among teachers, contributing to enhanced understanding of professional roles and strengthening institutional foundations (Faizy & Ahmad, 2023). Teachers in Malaysian special education schools are considered primary leaders in ensuring inclusion program effectiveness, as they serve as front-line implementers of educational policies and innovations. However, Malaysian cultural contexts present unique leadership challenges. In societies where respect for authority and hierarchical structures represent important cultural values, principals' roles in developing and promoting inclusive schools become more complex. Principal engagement in fostering inclusion of students with special needs in mainstream classes must navigate cultural expectations while promoting inclusive educational policies (Noman & Gurr, 2020). Noman & Gurr, (2020) identify two major factors for assessing inclusive school leadership practices in Malaysian special education schools: School Inclusive Community (SIC) and Managing Teaching and Learning (MTL). These dimensions capture both the community-building aspects of inclusive leadership and the technical-instructional dimensions essential for effective special education. Research reveals mixed findings regarding transformational leadership effectiveness in Malaysian contexts. Mosbiran et al. (2020) found that younger teachers without special education training demonstrated lower achievement, while older, experienced teachers exhibited higher performance. This suggests that teacher characteristics moderate leadership effectiveness. Interestingly, some studies report weak associations between principals' transformational leadership practices and special education teachers' job satisfaction, suggesting that contextual factors or implementation quality may significantly influence outcomes (Mosbiran et al., 2020). 2.2 Inclusive Education Reform and the Role of NGOs 2.2.1 Global Context of Inclusive Education Inclusive education has emerged as a global priority, reflecting recognition that all children possess fundamental rights to education regardless of disability or special needs. International frameworks including the UN Convention on the Rights of Persons with Disabilities (2006) and the Sustainable Development Goals (particularly SDG 4 on quality education) emphasize inclusive education as essential for social justice and human development. Despite increased primary and secondary education enrollment globally, marginalized populationsincluding persons with disabilitiescontinue facing substantial barriers to quality education. Early identification and intervention systems for children with special needs remain underdeveloped in many contexts, and inclusive early childhood education services are frequently unavailable or inadequate. Educational systems often lack effective coordination, complicating the identification and support of children with special needs (Vostal et al., 2022). Inclusive education reform requires coordinated efforts across multiple levels and sectors. Government leadership provides essential policy frameworks, resource allocation, and accountability mechanisms. However, government efforts alone prove insufficient. Non-state actors, including NGOs and international organizations, play vital roles in complementing government services, advocating for policy improvements, piloting innovative approaches, and serving populations that government systems inadequately reach (Rollan, 2024). 2.2.2 NGOs in Special Education Provision NGOs have become increasingly important providers of special education services globally, particularly in contexts where government capacity or political will proves insufficient to meet needs. NGO involvement in special education spans multiple functions, including direct service provision through schools and therapy centers, advocacy for improved policies and increased resources, capacity building through teacher training and professional development, research and innovation to develop effective practices, and community mobilization to reduce stigma and promote inclusion (Hass, 2020). NGO-operated schools often serve as innovation laboratories, developing and demonstrating effective practices that can inform broader system improvements. They frequently serve populations that government systems exclude or inadequately serve, including children with severe disabilities, those from low-income families, or those in geographically isolated areas. NGO schools may offer more flexibility than government institutions, enabling them to adapt quickly to individual student needs and implement innovative pedagogical approaches (Rollan, 2024). Leadership in NGO-operated schools requires navigating tensions between donor expectations, regulatory requirements, community needs, and professional standards. Leaders must possess entrepreneurial skills to secure resources while maintaining focus on educational quality and mission fidelity. They must build relationships with diverse stakeholders including donors, government officials, parents, and communities while maintaining institutional autonomy and integrity. These complex requirements make leadership particularly challenging in NGO contexts (Hass, 2020). 2.2.3 NGO-Operated Special Education in Malaysia In Malaysia, NGOs have played significant roles in advancing inclusive education despite challenges created by varying levels of government support and policy implementation inconsistencies. Local NGOs actively engage in advocating for legal reform frameworks, improving inclusive education strategies, and increasing awareness of special education needs and rights (Hass, 2020). Several NGO-operated schools in Malaysia have demonstrated innovative approaches to inclusive education. For example, Nexus International School employs Personal Learning Assistants (PLAs) in primary classes to support integrating learners with complex needs, including students on the autism spectrum. The school recruits teachers trained in English as an Additional Language (EAL) and special needs education to deliver differentiated learning experiences. Parent engagement represents another priority, with the school emphasizing consultation with families and collaborative development of inclusive education strategies (Nexus International School, 2025). Organizations like RYTHM Foundation demonstrate NGOs' broader societal contributions beyond direct educational provision. Through training and leadership development, such organizations support persons with disabilities in achieving meaningful inclusion in employment and community life. These efforts complement educational services by creating pathways to adult independence and social contribution (RYTHM Foundation, 2024). Despite these successes, NGO-operated special education schools in Malaysia face substantial challenges. Financial constraints represent the most pressing concern, directly impacting capacity to provide specialized services, employ qualified therapists and teachers, and ensure program sustainability. Accessibility barriers for low-income families, particularly those in B40 and M40 income categories, create inequities in educational access. Many NGO schools depend on tuition fees affordable primarily to higher-income families, potentially undermining their mission to serve vulnerable populations (Ahmad et al., 2024). 2.3 Leadership Challenges in Special Education Contexts 2.3.1 Universal Challenges in Special Education Leadership Leading special education programs presents unique challenges transcending national contexts, though their manifestations vary across settings. Understanding these challenges is essential for appreciating why leadership matters so significantly and how transformational approaches may address persistent problems. Resource Constraints: Special education inherently requires substantial resources, including specialized equipment, adapted materials, lower student-teacher ratios, and diverse professional expertise (therapists, counselors, specialized teachers). Many special education programs operate with insufficient resources, forcing leaders to make difficult prioritization decisions and limiting their capacity to provide optimal services. Resource constraints create stress for educators and leaders alike while potentially compromising program quality (Bekwake et al., 2024). Personnel Challenges: Recruiting and retaining qualified special education teachers and support staff represents a persistent challenge globally. Special education work demands specialized knowledge, emotional resilience, physical stamina, and sustained commitment. Burnout rates among special education teachers exceed those in general education, driven by emotional demands, challenging student behaviors, administrative burdens, and insufficient support. High turnover disrupts program continuity, necessitates constant training of new staff, and negatively impacts student outcomes (Shields & Hesbol, 2019). Diverse and Complex Student Needs: Special education encompasses extraordinary diversity. Students may present with physical disabilities, intellectual disabilities, sensory impairments, autism spectrum disorders, emotional disturbances, learning disabilities, or multiple disabilities. Each student requires individualized approaches, and effective instruction demands a deep understanding of disability characteristics, evidence-based interventions, and skilled adaptation. Leaders must support teachers in developing necessary expertise while ensuring that individualization does not compromise educational quality or expectations (Ranbir, 2024). Regulatory Compliance: Special education operates within complex regulatory frameworks designed to protect student rights and ensure appropriate services. While such regulations serve important purposes, compliance requirements can burden schoolsparticularly smaller institutions with limited administrative capacity. Leaders must navigate requirements for assessment, IEP development and implementation, documentation, and reporting while maintaining focus on educational quality (Tan & Adams, 2021) Inclusion Challenges: Contemporary special education increasingly emphasizes inclusioneducating students with disabilities alongside typically developing peers to the maximum extent appropriate. Implementing effective inclusion requires changing attitudes, developing teacher capacity, adapting curricula and instruction, managing diverse classrooms, and fostering acceptance among students and families. These changes require sustained leadership commitment and skillful navigation of resistance (Vostal et al., 2022). Community and Family Engagement: Effective special education requires strong partnerships with families, who possess unique knowledge of their children and serve as essential advocates and supporters. However, building such partnerships can prove challenging, particularly when families experience stress, hold different cultural perspectives on disability, or distrust educational institutions. Leaders must create welcoming environments and develop culturally responsive engagement strategies (Bekwake et al., 2024). 2.3.2 Case Studies of Leadership Challenges International research provides illuminating case studies of special education leadership challenges in diverse contexts, offering insights relevant to understanding Malaysian NGO-operated schools. Cameroon Context: Bekwake et al. (2024) examined inclusive education implementation in Cameroonian secondary schools, identifying multiple leadership challenges. Insufficient funding emerged as the primary obstacle, limiting leaders' and teachers' access to professional development and contemporary strategies. Weak policy frameworks for inclusive education implementation created ambiguity regarding responsibilities and expectations. Lack of trained personnel, particularly specialized therapists and special education teachers, constrained program quality. Physical infrastructure inadequately accommodated students with disabilities, reflecting insufficient investment and planning. The study emphasized that successful inclusive education implementation requires school leaders to develop comprehensive understanding of program needs, priorities, and prerequisites. Transformational leadership emerged as particularly appropriate for navigating the collaborative planning required to address interrelated fiscal, human resource, technical, and pedagogical support needs. Transformational leaders' capacity to provide vision, inspiration, and individualized support enables them to sustain teacher commitment despite substantial challenges (Bekwake et al., 2024). Turkish Context: (Tan & Adams, 2021) investigated challenges facing special education school principals in Turkey, revealing difficulties that parallel those in other developing contexts. Many teachers in Turkish special education schools lacked specialized training, as the Ministry of National Education recruited insufficient numbers of qualified special education teachers. This personnel gap forced schools to employ general education teachers without appropriate preparation, compromising instructional quality and creating additional support burdens for principals. These case studies illuminate common patterns across diverse contexts: resource insufficiency, personnel challenges, inadequate infrastructure, weak policy support, and overwhelming leadership demands. They also suggest that transformational leadership approaches may help address these challenges by inspiring commitment, fostering innovation, providing individualized support, and sustaining focus on mission despite obstacles. 2.3.3 Ecological Perspectives on Special Education Leadership Ecological frameworks offer valuable perspectives for understanding special education leadership challenges and solutions. These frameworks recognize that educational outcomes emerge from complex interactions among individual, organizational, community, and societal factors. Effective leadership requires attending to multiple system levels simultaneously (Shutaleva et al., 2023). At the individual level, leaders must support teacher self-efficacy, professional competence, emotional well-being, and career sustainability. This includes providing professional development, emotional support, reasonable workloads, and opportunities for growth and recognition. At the organizational level, leaders shape school cultures, structures, and processes that either facilitate or hinder effective practice. This includes establishing collaborative norms, distributing leadership, allocating resources strategically, and creating inclusive climates. At the community level, leaders build partnerships with families, engage community resources, and foster understanding and acceptance of persons with disabilities. This external engagement secures essential support and resources while combating stigma. At the societal level, leaders advocate for improved policies, increased resources, and systemic changes that support special education. This includes participating in professional organizations, informing policy discussions, and contributing to broader reform efforts (Shutaleva et al., 2023). Ecological perspectives emphasize that special education sustainability requires addressing environmental factors, not merely individual or organizational change. Transformational leaders who adopt ecological approaches work to create sustainable systems by integrating ecological consciousness and practices into educational programs. They prepare students to become environmentally and socially conscious citizens while creating conditions for long-term organizational viability. By promoting values of sustainability, equity, and interconnection, transformational leaders in special education contribute to broader social transformation (Liu et al., 2025). Furthermore, ecological approaches enable transformational leaders to move beyond assigning exclusive responsibility for students with special needs to designated special education teachers. Instead, they promote co-teaching models and shared responsibility, distributing expertise and support across educational teams. This approach reduces individual teacher burden while improving educational quality through collaborative expertise (Benigno et al., 2024). 2.4 Transformational Leadership and Teacher Development 2.4.1 Enhancing Teacher Motivation and Commitment Teacher motivation and commitment represent critical factors influencing educational quality, particularly in demanding contexts like special education. Motivated teachers demonstrate greater effort, persistence, creativity, and resilience. They engage more deeply with students, pursue professional growth opportunities, and contribute to positive school climates. Conversely, unmotivated teachers may experience burnout, deliver lower-quality instruction, and ultimately leave the profession (Marwani et al., 2024). Transformational leadership significantly influences teacher motivation through multiple mechanisms. Inspirational motivation helps teachers connect their daily work with meaningful purposes, seeing their efforts as contributing to important social goals beyond mere task completion. When principals articulate compelling visions of inclusive, excellent education and help teachers understand how their work advances these visions, teachers experience enhanced sense of purpose and meaning (Sultana et al., 2024). Idealized influence builds teacher commitment through role modeling. When teachers observe principals demonstrating genuine commitment to all students, including those with disabilities; making sacrifices for important values; and maintaining integrity under pressure, they internalize similar commitments. The leader's example becomes a powerful motivational force, particularly when combined with explicit recognition of teachers who embody these values (Wilson Heenan et al., 2024). Individualized consideration directly addresses teacher motivation by ensuring each educator receives personalized support, recognition, and development opportunities. Teachers who feel genuinely known, valued, and supported by their leaders demonstrate higher motivation and commitment. This dimension proves particularly important in special education, where teachers face varied challenges depending on their students, experience levels, and personal circumstances. Generic support proves insufficient; effective leaders tailor their support to individual needs (Kareem et al., 2023). Research in diverse educational contexts confirms these theoretical relationships empirically. Studies demonstrate positive associations between transformational leadership and teacher organizational commitment, job satisfaction, professional effort, and retention. These effects appear particularly pronounced in challenging contexts where external motivators (salary, prestige, working conditions) may be limited, making intrinsic motivation and value-based commitment especially important (Caharian & Cabanlit, 2024). 2.4.2 Professional Development and Capacity Building Teacher effectiveness depends substantially on professional knowledge and skills. While pre-service preparation provides foundations, teaching expertise develops primarily through ongoing professional learning. Effective leaders create conditions and opportunities for continuous teacher development, recognizing that organizational improvement requires individual capacity building (Rais & Rubini, 2022). Transformational leaders promote professional development through intellectual stimulation. By encouraging teachers to question established practices, experiment with new approaches, and engage in reflective practice, these leaders foster cultures of professional learning. They create psychological safety where trying new approaches and learning from mistakes is encouraged rather than punished. Teachers in such environments demonstrate greater creativity, risk-taking, and innovation in their instructional practices (Zainal & Matore, 2021). Transformational leaders also facilitate professional development through collaborative structures. They establish communities of practice where teachers share knowledge, observe one another's teaching, collaboratively solve problems, and collectively develop expertise. Co-teaching arrangements, professional learning communities, and structured collaboration time represent mechanisms through which transformational leaders build collective capacity. Research demonstrates that such collaborative professional development proves more effective than isolated individual learning in improving instructional quality (Rais & Rubini, 2022). In special education contexts, professional development requirements prove particularly acute due to the specialized knowledge required and continuous evolution of evidence-based practices. Transformational leaders in special education schools must ensure that teachers develop deep understanding of disabilities, master specialized instructional techniques, learn to implement evidence-based interventions, and stay current with evolving research. This requires sustained investment in professional learning opportunities, access to specialized expertise, and time for study and practice (Toker, 2022). The organizational structures in some special education schools provide principals substantial autonomy in decision-making, enabling them to act as transformational leaders by adopting community-oriented strategies and innovative approaches customized to students' needs. Active leader engagement with communities and individualized student support exemplifies individualized considerationa core transformational leadership dimension. Research suggests that female leaders may be particularly proficient in providing customized support and motivation that effectively addresses educational challenges (Rind, 2024). 2.4.3 Addressing Teacher Burnout and Retention Teacher burnoutcharacterized by emotional exhaustion, depersonalization, and reduced sense of personal accomplishmentrepresents a severe problem in special education. Burnout negatively impacts teacher well-being, instructional quality, and student outcomes while contributing to high attrition rates that disrupt program continuity and quality (Shields & Hesbol, 2019). Transformational leadership addresses burnout through multiple pathways. First, by fostering sense of meaning and purpose, transformational leaders help teachers maintain perspective during difficult periods. When teachers view their work as contributing to important social goalsenabling children with disabilities to learn, develop, and participate fully in societythey demonstrate greater resilience despite daily challenges (Marwani et al., 2024). Second, individualized consideration directly combats burnout by ensuring teachers receive needed support. Transformational leaders attend to each teacher's emotional well-being, workload, professional needs, and life circumstances. They provide resources, adjust assignments when necessary, offer encouragement during difficult times, and recognize accomplishments. This personalized attention helps teachers feel valued and supported, reducing emotional exhaustion (Liu et al., 2025). Third, transformational leadership reduces burnout by improving organizational conditions. By fostering collaborative cultures, distributing leadership, providing professional development, and advocating for adequate resources, transformational leaders address contextual factors contributing to burnout. Teachers in supportive organizational environments demonstrate lower burnout than those in unsupportive contexts, regardless of student characteristics (Benigno et al., 2024). Research specifically examining transformational leadership and burnout in special education contexts provides empirical support for these theoretical relationships. Liu et al. (2025) found that transformational leadership reduced teacher burnout through its effects on self-efficacy and psychological resources. Teachers who experienced transformational leadership demonstrated enhanced capability to cognitively reframe challenges and cope with school difficulties, providing psychological resources that reduced emotional depletion. The study emphasized that transformational leaders reduce burnout not merely by pursuing organizational goals but by building individual teacher resilience and strength. However, research also reveals complexities and limitations. Kensbock and Stckmann (2024) found that transformational leadership's effectiveness in preventing burnout depends on followers' fear of failure. For teachers with high fear of failure, transformational leadership's emphasis on high expectations and challenging goals could paradoxically increase stress and burnout. This finding suggests that transformational leadership does not universally prevent burnout; its effects depend on individual teacher characteristics and how leadership is implemented. 2.4.4 Evidence Linking Leadership to Teaching Quality The ultimate criterion for evaluating educational leadership is its impact on teaching and learning quality. Research demonstrates that transformational leadership influences teaching quality through multiple mediating mechanisms, though effects are typically indirect rather than direct (Caharian & Cabanlit, 2024). Transformational school leadership creates conditions that enable and motivate high-quality teaching. By establishing clear expectations for instructional excellence, providing necessary resources and support, fostering collaborative professional cultures, protecting instructional time, and distributing leadership to enhance teacher agency, transformational principals create environments where effective teaching flourishes. These organizational conditions prove more important for teaching quality than any specific instructional technique or curriculum (Li & Liu, 2022). Research examining specific mechanisms linking transformational leadership to teaching quality has identified several key pathways. Teacher self-efficacy mediates the relationship, with transformational leadership enhancing teachers' confidence in their instructional capabilities, which in turn predicts higher-quality teaching practices. Teacher motivation and commitment similarly mediate effects, as motivated teachers invest greater effort in instructional planning, delivery, and improvement. Collective efficacyteams' shared beliefs in their capability to achieve goalsrepresents another mediator, with transformational leadership building collective efficacy that enhances collaborative improvement of teaching (Zainal & Matore, 2021). In special education contexts, teaching quality encompasses dimensions beyond those emphasized in general education. Effective special education teaching requires not only strong general pedagogical skills but also specialized competencies in assessment, individualized instruction, behavior management, assistive technology, and collaboration with related service providers (Woodcock et al., 2025). Teaching quality also includes teachers' capacity to differentiate instruction appropriately, implement evidence-based interventions with fidelity, and adapt approaches based on student progress data. Transformational leadership supports these specialized competencies by promoting decision-making processes that enhance both teaching quality and transformational practices. Effective decision-making in special education requires considering multiple sources of information, balancing individual student needs with programmatic requirements, and making judgments under conditions of uncertainty (Chigbu & Makapela, 2025). Transformational leaders who model and promote effective decision-making enhance teaching quality by developing teachers' professional judgment capacities. Co-teaching represents another mechanism through which transformational leadership improves teaching quality in special education. By promoting collaborative teaching models where special education and general education teachers work together, transformational leaders combine complementary expertise, reduce individual teacher burden, and create richer learning environments (Rais & Rubini, 2022). Research indicates that effective co-teaching requires strong leadership support, including providing planning time, facilitating productive partnerships, and resolving conflicts constructively. 2.5 Conceptual Framework The conceptual framework for this study integrates transformational leadership theory, Social Cognitive Theory, and special education research to explain how leadership practices influence organizational effectiveness and sustainability in NGO-operated special education schools. Figure 2.1: Conceptual Framework 2.5.1 Framework Components and Relationships Organizational Context: The framework recognizes that leadership operates within specific contexts that both enable and constrain leadership effectiveness. NGO characteristics including mission orientation, governance structures, funding sources, and resource availability shape leadership possibilities. Malaysian education policies, cultural norms, and regulatory frameworks establish parameters within which schools operate. School-specific characteristics including size, geographic location, and student population characteristics present particular challenges and opportunities. Transformational Leadership: The four dimensions of transformational leadership (idealized influence, inspirational motivation, intellectual stimulation, individualized consideration) represent the primary independent variables. These leadership behaviors are conceptualized as practices that school leaders can develop and strengthen through conscious effort and learning. Mediating Processes: Transformational leadership influences outcomes primarily through its effects on teacher and organizational characteristics. Teacher self-efficacyteachers' beliefs in their capability to effectively teach students with special needsrepresents a key individual mediator grounded in Social Cognitive Theory. Teacher motivation and commitment mediate effects by influencing the effort and persistence teachers invest in their work. Collective efficacythe staff's shared belief in their collective capabilityrepresents an organizational-level mediator. School climatethe overall quality of relationships, norms, and culturerepresents another organizational mediator. Outcomes: The framework specifies multiple outcome variables reflecting different dimensions of organizational effectiveness. Teacher job satisfaction represents an important individual outcome affecting retention and well-being. Teaching quality represents a proximal outcome directly influencing student learning. Student outcomes including academic achievement, social-emotional development, and functional skill acquisition represent ultimate educational goals. Organizational sustainabilitythe school's capacity to maintain operations, serve students effectively, and fulfill its mission over timerepresents a critical outcome for NGO-operated institutions facing financial and operational challenges. 2.5.2 Theoretical Propositions Based on this framework, several theoretical propositions guide the empirical investigation: Proposition 1: Transformational leadership practices positively influence teacher self-efficacy, motivation, and job satisfaction in NGO-operated special education schools. Proposition 2: Transformational leadership practices positively influence school climate, characterized by collaboration, trust, innovation, and shared commitment to student success. Proposition 3: The relationships between transformational leadership and outcome variables are mediated by teacher self-efficacy, motivation, and school climate. Proposition 4: Transformational leadership practices positively influence organizational sustainability through multiple pathways, including teacher retention, stakeholder engagement, and adaptive capacity. Proposition 5: Organizational and school characteristics moderate the relationships between transformational leadership and outcomes, with leadership effects varying based on context. 2.6 Chapter Summary This literature review has established theoretical and empirical foundations for investigating transformational leadership in NGO-operated special education schools in Malaysia. The review began by conceptualizing transformational leadership, examining its theoretical foundations, key dimensions, and distinctions from alternative leadership approaches. Transformational leadership, characterized by idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration, has demonstrated effectiveness in promoting organizational change and individual development across diverse contexts. The review examined unique challenges facing special education leaders, including resource constraints, personnel difficulties, diverse student needs, regulatory compliance demands, inclusion implementation, and family engagement requirements. Case studies from Cameroon and Turkey illuminated how these challenges manifest in developing country contexts, suggesting that transformational leadership approaches may effectively address such difficulties through vision, inspiration, innovation support, and individualized attention. Analysis of research linking transformational leadership to teacher outcomes revealed consistent evidence that this leadership approach enhances teacher motivation, professional development, job satisfaction, and teaching quality while reducing burnout. These effects appear particularly important in special education contexts where teacher retention and effectiveness critically impact program quality and sustainability. However, research also reveals complexities, with leadership effectiveness depending on implementation quality, individual teacher characteristics, and organizational contexts. The review examined NGOs' roles in inclusive education provision globally and specifically in Malaysia. NGO-operated schools serve essential functions in expanding educational access, innovating effective practices, and serving populations inadequately reached by government systems. However, these institutions face distinctive challenges related to financial sustainability, regulatory ambiguity, and resource limitations that make leadership particularly demanding. Application to the Malaysian context revealed both progress and persistent challenges in special education provision. While progressive policies mandate inclusive education, implementation gaps persist, particularly in NGO-operated schools. Limited research examines special education leadership in Malaysian contexts, and virtually no studies have specifically investigated NGO-operated special education schools, representing a significant knowledge gap this study addresses. The conceptual framework integrates these elements, proposing that transformational leadership influences organizational outcomes through mediating effects on teacher self-efficacy, motivation, and school climate. The framework recognizes that leadership operates within specific organizational and policy contexts that shape its expression and effectiveness. Several gaps in existing literature warrant this study's focus. First, while transformational leadership has been extensively studied in mainstream education, research in special education contexts remains limited, particularly in developing countries. Second, NGO-operated schools remain underrepresented in educational leadership research despite their growing importance in special education provision. Third, Malaysian special education leadership research is sparse, and no published studies have specifically examined transformational leadership in Malaysian NGO-operated special education schools. This study addresses these gaps, contributing new knowledge regarding how transformational leadership can promote effective, sustainable special education in challenging contexts. CHAPTER 3: RESEARCH METHODOLOGY 3.0 Introduction This chapter presents the comprehensive research methodology employed to investigate transformational leadership practices and their impact on organizational effectiveness and sustainability in NGO-operated special education schools in Malaysia. The methodology has been carefully designed to address the research objectives and answer the primary research question: What is the impact of transformational leadership styles on teacher motivation, school effectiveness, and sustainability of special education in NGO-operated schools in Malaysia? The chapter provides a detailed explanation of the philosophical foundations that guide this research, the rationale for selecting a quantitative research approach, the specific design and procedures for data collection, and the analytical techniques that will be employed to examine the relationships between transformational leadership and key organizational outcomes (Creswell & Creswell, 2018). Additionally, this chapter addresses critical ethical considerations, validity and reliability measures, and the limitations inherent in the chosen methodology. Understanding the methodology is essential for evaluating the credibility and trustworthiness of research findings. A well-designed methodology ensures that the research questions are addressed systematically and rigorously, that data collected are reliable and valid, and that conclusions drawn are supported by empirical evidence (Fraenkel et al., 2019). This chapter demonstrates how the research design aligns with the study's objectives and theoretical framework while adhering to established standards of scholarly research in educational leadership. 3.1 Research Philosophy and Paradigm 3.1.1 Philosophical Foundation: Positivism This study adopts a positivist philosophical paradigm as its foundational approach to knowledge generation. Positivism represents a research philosophy that emphasizes objective measurement, empirical observation, and the systematic testing of hypotheses to establish generalizable knowledge about social phenomena (Cohen et al., 2017). The positivist approach assumes that reality exists independently of human perception and that this reality can be measured and understood through systematic scientific inquiry. The adoption of positivism as the philosophical foundation for this research is justified by several considerations. First, the study seeks to establish measurable relationships between transformational leadership practices and specific organizational outcomes including teacher job satisfaction, school climate, and organizational sustainability. These relationships can be quantified and statistically analyzed, making positivist approaches particularly appropriate (Bryman, 2016). Second, the research aims to generate findings that can be generalized across multiple NGO-operated special education schools in Malaysia, requiring systematic data collection and analysis procedures that positivism supports. Third, the theoretical framework guiding this study, particularly Social Cognitive Theory, has been extensively studied using quantitative methodologies rooted in positivist traditions, providing established measurement instruments and analytical techniques (Bandura, 1986). The positivist paradigm shapes several key aspects of this research design. It guides the selection of quantitative methods, including structured surveys with standardized measurement instruments, that enable systematic data collection across a sample of schools (Creswell & Creswell, 2018). It influences the analytical approach, emphasizing statistical techniques to test hypotheses about relationships between variables. It informs the conceptualization of key constructs as measurable variables with operational definitions that facilitate empirical investigation. Finally, it supports the goal of producing objective, generalizable knowledge that can inform evidence-based leadership practices in special education contexts (Neuman, 2014). 3.1.2 Ontological Position Ontology addresses fundamental questions about the nature of reality and existence (Grix, 2019). This study's ontological position can be characterized as objectivist, consistent with positivist philosophy. The objectivist stance assumes that reality exists independently of researchers' beliefs, perceptions, or consciousness (Scotland, 2012). In the context of this research, organizational phenomena such as leadership behaviors, teacher satisfaction levels, school climate characteristics, and sustainability indicators are understood as real entities that exist objectively and can be measured systematically. This objectivist ontology does not deny that human perceptions and interpretations play roles in organizational life. Teachers' perceptions of leadership practices, their subjective experiences of job satisfaction, and their assessments of school climate are recognized as important aspects of organizational reality (Hoy & Miskel, 2012). However, the ontological position holds that these perceptions reflect underlying realities that can be measured and analyzed systematically. When multiple teachers provide consistent assessments of leadership practices, these assessments are understood as reflecting actual leadership behaviors rather than merely subjective constructions without objective referents (Cohen et al., 2017). The objectivist ontology influences how key constructs in this study are conceptualized and operationalized. Transformational leadership is understood as a set of observable behaviors and practices that leaders either exhibit or do not exhibit with varying frequencies and intensities (Bass & Riggio, 2005). These behaviors exist as organizational realities that can be identified, measured, and related to outcomes. Teacher job satisfaction is conceptualized as a psychological state that, while subjective in experience, has objective indicators that can be systematically assessed (Spector, 1997). School climate represents organizational characteristics that exist independently of any single individual's perception, though they are experienced and reported by organizational members (Hoy et al., 2006). 3.1.3 Epistemological Position Epistemology concerns the nature of knowledge and how knowledge can be acquired and validated (Carter & Little, 2007). This study adopts an empiricist epistemological position, maintaining that knowledge about educational leadership phenomena can and should be based on systematic observation and empirical evidence. The empiricist stance holds that valid knowledge about transformational leadership and its effects can be generated through careful measurement, data collection, and statistical analysis of patterns and relationships (Bryman, 2016). The empiricist epistemology manifests in several methodological choices. First, the study relies on established measurement instruments with demonstrated reliability and validity rather than informal or unsystematic observation (DeVellis, 2017). Second, data collection procedures are standardized to ensure consistency and objectivity across participants and settings (Dillman et al., 2014). Third, analysis employs statistical techniques that enable researchers to assess the strength and significance of relationships between variables while accounting for measurement error and confounding factors (Field, 2018). Fourth, conclusions are based on empirical evidence rather than anecdotal observation, personal opinion, or unsupported assertion (Neuman, 2014). This epistemological position acknowledges certain limitations. Empirical observation cannot capture all aspects of human experience, and quantitative measurement may simplify complex organizational phenomena (Maxwell, 2012). However, the epistemological stance maintains that systematic empirical investigation produces more reliable and generalizable knowledge than alternative approaches that lack systematic rigor (Cook & Campbell, 1979). The knowledge generated through this study is understood as provisional and subject to refinement through further research, consistent with the cumulative nature of scientific knowledge development (Popper, 2002). The empiricist epistemology also shapes the study's approach to validity and reliability. Valid knowledge requires that measurement instruments actually measure what they purport to measure, that data collection procedures do not systematically distort the phenomena under investigation, and that analytical techniques are appropriate for the data and research questions (Shadish et al., 2002). Reliable knowledge requires consistency and replicability, meaning that similar procedures applied to similar populations would yield similar findings (Carmines & Zeller, 1979). The methodological procedures described in subsequent sections are designed to maximize both validity and reliability, thereby enhancing the credibility of knowledge claims generated through this research. 3.2 Research Approach and Design 3.2.1 Justification for Quantitative Approach This study employs a quantitative research approach to investigate transformational leadership in NGO-operated special education schools in Malaysia. The quantitative approach involves the systematic collection and statistical analysis of numerical data to identify patterns, test relationships between variables, and generate findings that can be generalized across populations (Creswell & Creswell, 2018). Several considerations justify the selection of this approach for the current research. First, the research objectives require examining relationships between transformational leadership practices and multiple outcome variables including teacher job satisfaction, school climate, and organizational sustainability across a sample of schools. Quantitative methods enable systematic measurement of these constructs and statistical testing of hypothesized relationships, providing empirical evidence regarding the strength and significance of associations (Field, 2018). This approach allows the researcher to determine not only whether relationships exist but also their magnitude and practical significance. Second, the theoretical framework guiding this study, particularly Social Cognitive Theory and transformational leadership theory, has been extensively developed and tested using quantitative methodologies (Bandura, 1997; Bass & Avolio, 1994). Established measurement instruments exist for assessing key constructs including transformational leadership dimensions, teacher self-efficacy, job satisfaction, and organizational climate. Utilizing these validated instruments enables comparison of findings with previous research and contributes to the cumulative development of knowledge in educational leadership (DeVellis, 2017). Third, the research questions necessitate examining patterns across multiple schools to identify generalizable findings that can inform leadership practice beyond individual cases. Quantitative methods enable data collection from larger samples than would be feasible with purely qualitative approaches, enhancing the generalizability of findings (Bryman, 2016). The ability to survey teachers and leaders across numerous NGO-operated special education schools throughout Malaysia provides breadth of coverage essential for understanding leadership practices and their impacts across diverse contexts. Fourth, quantitative approaches enable testing of specific hypotheses derived from theory, providing rigorous examination of theoretical propositions. The study's hypotheses regarding relationships between transformational leadership and various outcomes can be tested statistically, with results either supporting or challenging theoretical expectations (Popper, 2002). This hypothesis-testing approach contributes to theory validation and refinement. Fifth, the quantitative approach addresses practical considerations related to the feasibility of conducting research across geographically dispersed schools with limited time and resources. Survey questionnaires can be administered efficiently to multiple participants across numerous locations, whereas qualitative approaches requiring extensive interviews or observations would be prohibitively time-consuming and resource-intensive given the study's scope (Dillman et al., 2014). The quantitative approach does entail certain limitations. It may not capture the full complexity and nuance of leadership practices and their effects in specific contexts (Maxwell, 2012). It relies on self-reported data that may be subject to various biases (Podsakoff et al., 2003). It provides limited insight into the processes and mechanisms through which leadership influences outcomes. However, these limitations are acknowledged and addressed through careful instrument selection, sampling strategies, and analytical procedures designed to maximize the validity and reliability of findings (Shadish et al., 2002). 3.2.2 Research Design: Cross-Sectional Correlational Survey The specific research design employed in this study is a cross-sectional correlational survey design. This design involves collecting data from a sample of participants at a single point in time and examining relationships among measured variables (Creswell & Creswell, 2018). The cross-sectional correlational survey design is particularly appropriate for the current research objectives for several reasons. The cross-sectional aspect of the design means that data are collected at one time point rather than longitudinally over extended periods. While longitudinal designs offer advantages for examining change over time and establishing temporal precedence of causes before effects, they require substantially greater time and resources than are available for this dissertation research (Ployhart & Vandenberg, 2010). The cross-sectional design enables efficient data collection while still providing valuable information about relationships between variables. Although cross-sectional data limit the ability to make definitive causal claims, the design remains appropriate for examining associations and testing theoretical predictions about how variables relate to one another (Cook & Campbell, 1979). The correlational aspect of the design indicates that the primary analytical focus involves examining relationships among naturally occurring variables rather than manipulating independent variables through experimental intervention (Cohen et al., 2017). Correlational designs are appropriate when examining organizational phenomena that cannot ethically or practically be experimentally manipulated. Leadership practices, for example, cannot be randomly assigned to schools for research purposes, nor would it be ethical to deliberately implement poor leadership practices to create experimental control groups (Shadish et al., 2002). Instead, the correlational design examines naturally occurring variation in leadership practices across schools and relates this variation to outcomes. The survey methodology involves collecting data through standardized questionnaires administered to school leaders and teachers. Survey research is particularly well-suited for examining perceptions, attitudes, and self-reported behaviors across large samples (Fowler, 2014). Surveys enable efficient data collection from geographically dispersed participants while maintaining standardization that facilitates statistical analysis. The structured nature of survey questionnaires ensures that all participants respond to identical questions using the same response scales, enabling systematic comparison and statistical analysis (Dillman et al., 2014). The integration of these design elements creates a research approach that addresses the study's objectives while remaining feasible within practical constraints. The design enables examination of relationships between transformational leadership and multiple outcomes across a substantial sample of NGO-operated special education schools in Malaysia, providing empirical evidence regarding patterns and associations that can inform leadership practice and policy development (Bryman, 2016). 3.2.3 Variables in the Study This research examines relationships among several categories of variables, each playing a distinct role in the analytical framework. Understanding these variable categories and their interrelationships is essential for interpreting the research design and findings (Field, 2018). Independent Variables. The primary independent variable in this study is transformational leadership, conceptualized through its four core dimensions as articulated in Bass and Avolio's (1994) framework. Idealized influence represents the extent to which leaders serve as role models, demonstrating ethical behavior and earning followers' trust and respect. Inspirational motivation captures leaders' abilities to articulate compelling visions and inspire commitment to shared goals. Intellectual stimulation reflects the degree to which leaders encourage innovation, challenge assumptions, and promote creative problem-solving. Individualized consideration represents leaders' attention to followers' individual needs, providing personalized support and developmental opportunities (Bass & Riggio, 2005). Each dimension is treated as a separate variable, enabling examination of how different aspects of transformational leadership relate to outcomes. Dependent Variables. The study examines multiple dependent variables representing key organizational outcomes. Teacher job satisfaction reflects teachers' overall positive feelings about their work experiences, working conditions, and professional fulfillment (Spector, 1997). This construct encompasses satisfaction with the work itself, supervision, colleagues, and working conditions. School climate represents teachers' collective perceptions of the organizational environment, including the quality of relationships, collaborative norms, supportiveness of structures, and orientation toward innovation (Hoy et al., 2006). Organizational sustainability captures multiple indicators of schools' capacities to maintain operations and fulfill missions over time, including perceived financial stability, staff retention patterns, program quality maintenance, stakeholder engagement, and adaptive capacity. Control Variables. Several variables are included as controls to account for potential confounding factors that might influence relationships between transformational leadership and outcomes (Cohen et al., 2017). These include participant demographic characteristics such as years of teaching experience, educational level, age, and gender. Research has demonstrated that teacher characteristics can influence both perceptions of leadership and job satisfaction levels (Klassen & Chiu, 2010). School characteristics including size, location, primary disability focus, and years of operation are also included as controls. These organizational characteristics may independently influence both leadership practices and outcomes, and controlling for them enables more accurate assessment of leadership effects (Hoy & Miskel, 2012). Mediating Variables. Based on the theoretical framework, the study examines potential mediating variables that may explain how transformational leadership influences outcomes (Baron & Kenny, 1986). Teacher self-efficacy, representing teachers' beliefs in their capabilities to successfully perform teaching tasks, is examined as a potential mediator (Bandura, 1997). Social Cognitive Theory suggests that leadership influences outcomes partially through effects on teachers' self-efficacy beliefs (Tschannen-Moran & Hoy, 2001). School climate itself may also function as a mediator, with leadership influencing outcomes through its effects on organizational culture and environment (Leithwood & Jantzi, 2008). Understanding these variable relationships enables the development of a conceptual model that guides data analysis. The model proposes that transformational leadership practices directly influence outcome variables while also operating indirectly through mediating mechanisms (Hayes, 2018). Control variables are included to account for alternative explanations and confounding factors, strengthening confidence in conclusions about leadership effects. 3.3 Research Population and Sampling Procedures 3.3.1 Definition of Target Population The target population for this research consists of school leaders and teachers working in NGO-operated special education schools throughout Malaysia. Careful definition of the target population is essential for determining sampling strategies and establishing the scope of generalizability for research findings (Fowler, 2014). The population is defined by several specific inclusion and exclusion criteria that reflect the study's focus and objectives. Institutional Inclusion Criteria. Schools included in the target population must be operated by non-governmental organizations, excluding both government-operated schools and for-profit private institutions. This criterion reflects the study's specific focus on NGO contexts and the unique challenges and characteristics these institutions face (Alshoura, 2021). Schools must provide special education services for students with disabilities, specifically serving students with physical disabilities, autism spectrum disorders, or intellectual disabilities. Schools serving exclusively students without disabilities are excluded. Schools must offer primary and secondary education services at the K-12 level, excluding early childhood programs and post-secondary vocational training programs. Schools must be located in urban or suburban areas in Malaysia, with rural schools excluded due to scope delimitations (Othman et al., 2022). Finally, schools must have been operating for at least three years to ensure established leadership practices rather than institutions still in initial startup phases. Individual Participant Inclusion Criteria. For school leaders, individuals must currently serve in leadership positions including principal, vice principal, or program director roles. They must have served in their current leadership role for at least one year, ensuring sufficient experience to meaningfully assess leadership practices (Hallinger, 2016). They must be directly involved in school management decisions and teacher supervision. For teachers, individuals must be currently employed as special education teachers or support staff working directly with students with special needs. They must have at least one year of experience in their current school, ensuring sufficient familiarity with leadership practices and organizational climate (Billingsley, 2004). They must work directly with students, excluding purely administrative or support staff who do not engage in instructional activities. Exclusion Criteria. Several categories of institutions and individuals are explicitly excluded from the target population. Government-operated special education schools are excluded because they operate under different governance, funding, and regulatory structures than NGO schools, potentially making their leadership dynamics substantively different (Noman & Gurr, 2020). For-profit private institutions are excluded for similar reasons, as their organizational missions and resource contexts differ from NGOs. Early childhood programs and post-secondary institutions are excluded to maintain focus on K-12 education. Rural schools are excluded due to scope delimitations, acknowledging that rural contexts may present distinct challenges and opportunities not adequately addressed by the current research design. Finally, individuals with less than one year of experience in their current roles are excluded to ensure participants have sufficient familiarity with organizational practices to provide meaningful assessments (Cohen et al., 2017). This careful definition of the target population ensures that the sample drawn for the study appropriately represents the population of interest while maintaining feasible boundaries that enable completion of the research within practical constraints. The definition also clarifies the scope of generalizability for findings, indicating which types of institutions and contexts the results may reasonably inform (Shadish et al., 2002). 3.3.2 Sampling Frame Development Developing a comprehensive and accurate sampling frame represents a critical step in the research process. The sampling frame is the list of all elements in the target population from which the sample will be drawn (Fowler, 2014). An incomplete or inaccurate sampling frame can introduce bias and limit the representativeness of the sample (Groves et al., 2009). Several strategies will be employed to develop a comprehensive sampling frame of NGO-operated special education schools in Malaysia meeting the inclusion criteria. The first strategy involves accessing official databases and registries maintained by government education authorities. The Malaysian Ministry of Education maintains registries of educational institutions, including special education schools (Othman et al., 2022). While these databases may not perfectly distinguish NGO-operated schools from other institutional types, they provide a starting point for identifying potential schools. Information from these databases will be cross-referenced with other sources to confirm NGO status and verify that schools meet inclusion criteria. The second strategy involves engaging with NGO networks and associations that work in special education or child welfare domains. Organizations such as the Malaysian Council for Child Welfare coordinate among member NGOs and maintain information about special education services provided by member organizations (Hass, 2020). These networks can provide lists of member institutions operating special education schools and can facilitate connections with appropriate contacts within these institutions. Engaging with umbrella organizations also helps establish legitimacy for the research and may increase institutional willingness to participate. The third strategy involves consulting special education advocacy organizations and professional associations. Organizations focused on specific disability categories, such as autism societies or organizations serving individuals with physical disabilities, often maintain information about educational services available for their constituencies (Alshoura, 2021). These organizations can identify schools serving relevant student populations and may facilitate introductions and communication. The fourth strategy involves systematic online searches and examination of institutional websites. Many NGO-operated special education schools maintain online presences describing their services, locations, and contact information. Systematic searches using relevant keywords in multiple languages (English and Bahasa Malaysia) can identify institutions that may not appear in official registries or association databases. Information gathered online will be verified through direct contact with institutions to confirm that they meet inclusion criteria (Dillman et al., 2014). The fifth strategy involves snowball referrals from identified schools and organizations. Once initial contacts are established with schools meeting inclusion criteria, these contacts can be asked to identify other similar institutions they are aware of. Snowball sampling techniques are particularly valuable for identifying organizations that may not be prominently visible in official databases or online sources (Biernacki & Waldorf, 1981). While snowball sampling alone would not produce a representative sample, using it as one component of a multi-strategy sampling frame development process enhances comprehensiveness. Through these combined strategies, a sampling frame of approximately 50 to 60 NGO-operated special education schools meeting the inclusion criteria is expected to be developed. This frame will include key information about each school including location, size, primary disability focus, and contact information for school leadership. This comprehensive sampling frame will serve as the basis for stratified random sampling procedures described in the following section. 3.3.3 Sampling Strategy: Stratified Random Sampling This study employs stratified random sampling to ensure representation of schools with diverse characteristics while maintaining randomness to support generalizability of findings (Cochran, 1977). Stratified sampling involves dividing the population into homogeneous subgroups (strata) based on characteristics relevant to the research questions, then randomly selecting samples from each stratum (Levy & Lemeshow, 2013). This approach offers advantages over simple random sampling by ensuring that important subgroups are adequately represented in the sample, even when those subgroups constitute relatively small proportions of the population (Thompson, 2012). Stratification Variables. Schools in the sampling frame will be stratified based on three key characteristics that theory and previous research suggest may influence leadership practices and their effects. The first stratification variable is school size, categorized as small (1-200 students), medium (201-500 students), or large (501+ students). School size influences organizational dynamics, with smaller schools typically enabling more direct personal relationships between leaders and teachers, while larger schools require more formalized communication structures and distributed leadership approaches (Leithwood et al., 2020). The second stratification variable is geographic location, distinguishing between urban schools located in major cities and suburban schools in areas adjacent to major cities. Urban and suburban contexts may differ in terms of resource availability, competition for qualified staff, and community characteristics that influence school operations (Hoy & Miskel, 2012). Sample Size Determination. Sample size calculations consider both statistical power requirements for planned analyses and practical constraints related to research resources and timeline (Cohen, 1988). For multiple regression analyses examining relationships between transformational leadership and outcomes while controlling for demographic and school characteristics, power analysis indicates that a minimum sample size of approximately 120 participants is required to detect medium effect sizes (f?2; = 0.15) with statistical power of 0.80 and alpha level of 0.05 (Faul et al., 2009). However, given the multilevel nature of the data, with teachers nested within schools, and the need to ensure adequate representation across strata, a larger sample is targeted. The study aims to survey 30 schools from the sampling frame, ensuring sufficient numbers within each stratum for meaningful analysis. Within each participating school, the goal is to survey all school leaders in eligible positions (typically 1-2 per school, yielding 30-60 leader participants) and five teachers per school (yielding 150 teacher participants). This approach produces a total target sample of approximately 180-210 participants. This sample size provides adequate statistical power for planned analyses while remaining feasible given time and resource constraints (Field, 2018). Sampling Procedure. The stratified random sampling procedure follows several systematic steps. First, all schools in the sampling frame are classified according to the three stratification variables, creating a matrix of potential combinations of school size, location, and disability focus. Second, the target number of schools to be selected from each stratum is determined proportionally based on the distribution of schools across strata in the sampling frame, ensuring that the sample reflects the population composition (Levy & Lemeshow, 2013). Third, within each stratum, schools are randomly selected using random number generation procedures to ensure that every school within a stratum has equal probability of selection. Fourth, selected schools are contacted to request participation, with information provided about research purposes, procedures, and ethical protections. Fifth, for schools agreeing to participate, all eligible leaders are invited to participate, and teachers are randomly selected if the number of eligible teachers exceeds five (Thompson, 2012). This stratified random sampling approach balances the competing goals of ensuring representativeness across important subgroups, maintaining the randomness that supports statistical inference, and achieving practical feasibility within research constraints (Cochran, 1977). 3.3.4 Participant Selection Within Schools Once schools agree to participate in the research, specific procedures guide the selection of individual participants within those schools. These procedures aim to obtain representative samples of leaders and teachers while minimizing selection bias (Groves et al., 2009). School Leader Selection. All individuals serving in eligible leadership positions within participating schools will be invited to complete the survey. Eligible positions include principals, vice principals, and program directors with management responsibilities who have served in their current role for at least one year. This census approach for leaders is appropriate given the typically small number of leadership positions in each school and the importance of capturing perspectives from individuals at different leadership levels (Hallinger, 2016). If schools have multiple vice principals or program directors, all who meet the eligibility criteria will be invited to participate. Teacher Selection. The target is to survey five teachers from each participating school. This number balances the goals of obtaining multiple perspectives from each school, achieving adequate statistical power for multilevel analyses, and maintaining feasibility given time and resource constraints (Raudenbush & Bryk, 2002). In schools with five or fewer eligible teachers, all will be invited to participate. In schools with more than five eligible teachers, random selection procedures will be used to identify five participants. The random selection of teachers follows a systematic process. First, the school leader will be asked to provide a complete list of teachers who meet the eligibility criteria: currently employed as special education teachers or support staff, working directly with students with special needs, and with at least one year of experience in the current school. Second, teachers on this list will be assigned identification numbers. Third, five numbers will be randomly selected using random number generation procedures. Fourth, the teachers corresponding to the selected numbers will be invited to participate. This random selection process ensures that each eligible teacher has equal probability of selection, reducing potential selection bias (Cochran, 1977). To enhance response rates and ensure that target numbers are achieved, replacement procedures are established. If a randomly selected teacher declines participation or does not respond to invitations, an additional teacher will be randomly selected from the remaining eligible pool. This replacement process continues until five teachers from each school have agreed to participate or the pool of eligible teachers is exhausted (Dillman et al., 2014). 3.4 Data Collection Instruments and Procedures 3.4.1 Survey Questionnaire Development The primary data collection instrument for this study is a structured survey questionnaire administered to school leaders and teachers. The questionnaire comprises multiple sections, each designed to measure specific constructs relevant to the research objectives. The development of this instrument draws on established scales with demonstrated psychometric properties, adapted where necessary to ensure appropriateness for the Malaysian special education context (DeVellis, 2017). Section 1: Transformational Leadership Scale. Transformational leadership practices are measured using the Multifactor Leadership Questionnaire (MLQ) Form 5X-Short, developed by Bass and Avolio (1997). The MLQ represents the most widely used instrument for assessing transformational leadership and has been extensively validated across diverse organizational contexts, including educational settings (Antonakis et al., 2003). The instrument measures the four core dimensions of transformational leadership: idealized influence (eight items capturing both attributed and behavioral aspects), inspirational motivation (four items), intellectual stimulation (four items), and individualized consideration (four items). The total scale comprises 20 items measuring transformational leadership. Participants rate each item on a 5-point Likert-type scale ranging from 0 (not at all) to 4 (frequently, if not always). Items are phrased to assess the frequency with which the respondent's school leader engages in specific behaviors (Avolio et al., 1999). Example items include "My leader talks optimistically about the future" (inspirational motivation), "My leader re-examines critical assumptions to question whether they are appropriate" (intellectual stimulation), and "My leader spends time teaching and coaching" (individualized consideration). The MLQ has demonstrated strong internal consistency reliability, with Cronbach's alpha coefficients typically exceeding 0.80 for each subscale (Bass & Riggio, 2005). Section 2: Teacher Job Satisfaction Scale. Teacher job satisfaction is measured using an adapted version of Spector's (1985) Job Satisfaction Survey (JSS). The original JSS was developed for human service workers and has been widely used in educational research with demonstrated validity and reliability (van Saane et al., 2003). For this study, the instrument is adapted to focus on dimensions most relevant to special education teachers: satisfaction with the work itself (three items), satisfaction with supervision and leadership (four items), satisfaction with colleagues and collaboration (three items), satisfaction with working conditions and resources (three items), and overall job satisfaction (two items). The total scale comprises 15 items. Items are rated on a 5-point Likert-type scale ranging from 1 (strongly disagree) to 5 (strongly agree). Example items include "I feel fairly satisfied with my present job" (overall satisfaction), "My supervisor shows too little interest in the feelings of subordinates" (reverse-coded supervision item), and "I have the resources and support I need to do my job effectively" (working conditions). The adapted scale will be pilot tested to assess its reliability in the Malaysian special education context (DeVellis, 2017). Section 3: School Climate Scale. School climate is assessed using a scale adapted from Hoy and Tarter's (1996) Organizational Climate Index, modified for special education contexts. The scale measures four key dimensions of school climate: collegial leadership (four items assessing supportive and collaborative leadership behaviors), professional teacher behavior (four items assessing teachers' professional commitment and collaboration), supportive organizational structure (four items assessing the extent to which the organization provides necessary support), and innovation and openness (four items assessing organizational orientation toward improvement and new ideas). The total scale comprises 16 items. Items are rated on a 5-point Likert-type scale ranging from 1 (strongly disagree) to 5 (strongly agree). Example items include "Teachers in this school are continually learning and seeking new ideas" (innovation), "The school administration is supportive and encouraging" (supportive structure), and "Teachers respect the professional competence of their colleagues" (professional behavior). The Organizational Climate Index has demonstrated good psychometric properties in educational settings (Hoy et al., 2006). Section 4: Organizational Sustainability Indicators. Given the lack of established instruments specifically measuring sustainability in NGO-operated special education schools, a custom scale was developed based on theoretical and practitioner literature on nonprofit sustainability (Sontag-Padilla et al., 2012). The scale assesses five dimensions: perceived financial stability (three items), staff retention and recruitment capacity (three items), program quality maintenance (two items), stakeholder engagement (two items), and organizational adaptive capacity (two items). The total scale comprises 12 items. Items are rated on a 5-point Likert-type scale ranging from 1 (strongly disagree) to 5 (strongly agree). Example items include "This school has sufficient financial resources to maintain quality programs" (financial stability), "This school successfully recruits and retains qualified staff" (staff retention), and "This school effectively engages with parents, donors, and community members" (stakeholder engagement). Because this is a newly developed scale, particular attention will be given to assessing its psychometric properties during pilot testing (DeVellis, 2017). Section 5: Demographic and Background Information. The final section collects demographic information about participants and characteristics of their schools. Participant demographics include current role (principal, vice principal, program director, teacher), years of experience in current role, total years of experience in special education, highest educational level, age category, and gender. School characteristics include school size (number of students), geographic location, primary disability focus, years of operation, and primary funding sources. These variables serve as control variables in analyses and enable examination of whether relationships between transformational leadership and outcomes vary across different contexts (Cohen et al., 2017). 3.4.2 Instrument Validation and Pilot Testing Before full-scale data collection, the survey questionnaire undergoes validation and pilot testing procedures to ensure reliability, validity, and appropriateness for the research context (Dillman et al., 2014). Content Validity Assessment. Content validity refers to the extent to which a measurement instrument adequately represents all facets of the construct it purports to measure (Haynes et al., 1995). To assess content validity, the survey questionnaire is reviewed by a panel of experts in special education leadership. The expert panel includes three faculty members with expertise in educational leadership and special education, two experienced principals from special education schools, and one representative from an NGO network working in special education. Each expert is asked to review the questionnaire and provide feedback on whether the items adequately cover the relevant constructs, whether the language is clear and appropriate, whether any important aspects are missing, and whether any items should be revised or eliminated (Lynn, 1986). Feedback from the expert panel is synthesized and incorporated into questionnaire revisions. Pilot Testing. Following expert review and revision, the questionnaire is pilot tested with a small sample of participants similar to the target population but not included in the final sample (Presser et al., 2004). The pilot test involves administering the questionnaire to approximately 25-30 participants, including both leaders and teachers from three to four special education schools that are not part of the sampling frame. Pilot participants are asked to complete the questand provide feedback on clarity of instructions, ease of completion, time required, clarity of item wording, and any concerns or difficulties encountered (Dillman et al., 2014). Reliability Analysis. Data from the pilot test are analyzed to assess the internal consistency reliability of each scale using Cronbach's alpha coefficients (Cronbach, 1951). Internal consistency reliability reflects the degree to which items within a scale are correlated with one another and consistently measure the same underlying construct (Tavakol & Dennick, 2011). Cronbach's alpha values of 0.70 or higher are generally considered acceptable for research purposes, with values of 0.80 or higher indicating good reliability (Nunnally & Bernstein, 1994). For any scales with alpha values below 0.70, item-total correlations are examined to identify problematic items that may need revision or elimination. Questionnaire Refinement. Based on pilot test results, participant feedback, and reliability analyses, final revisions are made to the questionnaire before full-scale data collection. This may include rewording unclear items, adjusting response scales if participants report difficulty with the format, modifying instructions for greater clarity, or removing items that demonstrate poor psychometric properties. The goal is to produce a final instrument that is clear, reliable, valid, and feasible for participants to complete (DeVellis, 2017). 3.4.3 Data Collection Procedures Data collection follows a systematic multi-step process designed to maximize response rates while maintaining ethical standards and data quality (Dillman et al., 2014). Step 1: Initial School Contact. Schools randomly selected through the stratified sampling procedures are contacted via official letters and emails sent to school principals. The initial contact explains the research purpose and significance, describes what participation entails, outlines the benefits of participation, provides assurances of confidentiality and ethical protections, and requests the school's participation. Schools are given two weeks to respond to the initial contact. Non-responding schools receive a follow-up phone call and email reminder (Fowler, 2014). Step 2: Informed Consent and Participant Identification. Schools agreeing to participate receive detailed information letters and informed consent forms for distribution to potential participants. The school leader is asked to provide a list of eligible teachers for random selection procedures as described in Section 3.3.4. Selected teachers and all eligible leaders receive information letters explaining the research in detail, informed consent forms for completion before survey participation, and instructions for accessing the online survey or requesting paper copies (Emanuel et al., 2000). Step 3: Survey Distribution. Surveys are distributed to consenting participants through multiple modalities to accommodate different preferences and contexts. The primary distribution method is an online survey platform (Qualtrics), which offers advantages of automated data collection, reduced data entry errors, and convenient access for participants (Dillman et al., 2014). Each participant receives a unique survey link to enable tracking of responses while maintaining confidentiality. For participants preferring paper surveys or lacking reliable internet access, paper questionnaires with postage-paid return envelopes are provided. A small number of on-site administrations may be conducted if schools request this option and if it is logistically feasible (Fowler, 2014). Step 4: Response Monitoring and Follow-Up. Response rates are monitored throughout the data collection period. Participants who have not responded within one week of initial survey distribution receive a friendly reminder email or phone call thanking early respondents and encouraging others to participate. A second reminder is sent two weeks after initial distribution. Schools with particularly low response rates may be contacted to identify and address any barriers to participation (Dillman et al., 2014). The data collection window remains open for four weeks, with extensions granted on a case-by-case basis for schools experiencing unusual circumstances. Step 5: Data Quality Checks. As responses are received, data are reviewed for completeness and quality. Surveys with more than 20% missing data are flagged for follow-up if possible, or excluded from analyses if follow-up is not feasible (Dong & Peng, 2013). Response patterns are examined to identify potential issues such as straight-lining (selecting the same response for all items) or other response patterns suggesting insufficient attention or engagement (Huang et al., 2012). While some missing data are expected and can be handled through appropriate statistical techniques, egregious data quality issues warrant exclusion to maintain the integrity of analyses. Step 6: Data Security and Storage. All data are handled in accordance with ethical guidelines and institutional requirements for data protection. Online survey data are stored on secure, password-protected servers provided by the survey platform, with access restricted to the research team. Paper surveys are stored in locked filing cabinets in secure locations. After data entry, paper surveys are retained for the minimum period required by institutional policies before secure destruction. Electronic data files are stored on encrypted, password-protected devices with regular backups (Tripathy, 2013). 3.5 Data Analysis Procedures 3.5.1 Data Preparation and Screening Before conducting primary analyses, several data preparation and screening procedures ensure data quality and appropriateness for planned statistical techniques (Tabachnick & Fidell, 2019). Data Entry and Verification. Data from paper surveys are manually entered into SPSS (Statistical Package for the Social Sciences) software by trained research assistants. To minimize data entry errors, a double-entry verification process is employed: data are entered independently by two assistants, and discrepancies between entries are identified and resolved by referring to the original survey forms (Paulsen et al., 2012). Data from online surveys are directly downloaded from the survey platform into SPSS format, eliminating transcription errors. Missing Data Analysis. The extent and pattern of missing data are examined systematically (Dong & Peng, 2013). Descriptive statistics indicate the percentage of missing values for each variable. Variables with more than 5% missing data are flagged for further examination. Missing data patterns are analyzed to determine whether data are missing completely at random (MCAR), missing at random (MAR), or missing not at random (MNAR) using Little's MCAR test (Little, 1988). Understanding missing data mechanisms informs appropriate handling strategies. For MCAR or MAR data with modest missing rates (less than 5%), listwise deletion may be acceptable. For higher missing rates or MAR patterns, multiple imputation techniques are employed to replace missing values while preserving relationships among variables and maintaining appropriate standard errors (Rubin, 1987; Schafer & Graham, 2002). Outlier Detection. Univariate and multivariate outliers are identified through several techniques (Aguinis et al., 2013). Univariate outliers are detected by examining standardized scores (z-scores), with values exceeding 3.29 (p < .001, two-tailed) flagged as potential outliers (Tabachnick & Fidell, 2019). Multivariate outliers are identified using Mahalanobis distance, which assesses how far each case is from the centroid of all cases on all variables, with critical values determined by chi-square distribution (Mahalanobis, 1936). Identified outliers are examined to determine whether they represent data entry errors (which are corrected), represent unique cases that should be excluded, or represent extreme but legitimate values that should be retained. Decisions about outlier handling are documented and justified (Osborne & Overbay, 2004). Assumption Testing. Statistical analyses employ techniques that assume certain characteristics of the data (Field, 2018). These assumptions are systematically tested to ensure appropriate application of statistical methods. Normality of distribution is assessed through visual inspection of histograms and Q-Q plots, supplemented by statistical tests including the Kolmogorov-Smirnov and Shapiro-Wilk tests (Shapiro & Wilk, 1965). For regression analyses, assumptions of linearity (examined through scatterplots), homoscedasticity (examined through plots of residuals against predicted values), independence of residuals (assessed through Durbin-Watson statistics), and absence of multicollinearity (assessed through variance inflation factors) are tested (Tabachnick & Fidell, 2019). When assumptions are violated, appropriate remedial strategies are employed, which may include variable transformations, use of robust statistical techniques, or application of alternative analytical approaches appropriate for the data characteristics (Osborne, 2010). 3.5.2 Descriptive Statistical Analysis Descriptive statistics provide preliminary understanding of the data and characterize the sample and main variables (Field, 2018). Sample Characteristics. Demographic characteristics of participants are described using frequencies and percentages for categorical variables (gender, role, location) and means, standard deviations, and ranges for continuous variables (age, years of experience). These descriptive statistics enable assessment of sample representativeness and provide context for interpreting findings (Creswell & Creswell, 2018). Main Variable Distributions. For each key construct (transformational leadership dimensions, job satisfaction, school climate, sustainability), descriptive statistics including means, standard deviations, minimum and maximum values, skewness, and kurtosis are calculated (Tabachnick & Fidell, 2019). These statistics characterize the central tendency, variability, and shape of distributions, informing both substantive interpretations and decisions about appropriate analytical techniques. Scale Reliability. Internal consistency reliability for each multi-item scale is assessed using Cronbach's alpha coefficients (Cronbach, 1951). Alpha values of 0.70 or higher indicate acceptable reliability for research purposes (Nunnally & Bernstein, 1994). If any scales demonstrate inadequate reliability, item-total correlations are examined to identify problematic items that may need to be excluded from scale scoring (DeVellis, 2017). 3.5.3 Inferential Statistical Analysis Inferential statistics test hypotheses and examine relationships among variables, directly addressing the research questions (Cohen et al., 2017). Correlation Analysis. Bivariate correlations among all main variables are calculated using Pearson correlation coefficients (for normally distributed continuous variables) or Spearman rank-order correlations (for ordinal or non-normally distributed variables; Hauke & Kossowski, 2011). Correlation analysis provides preliminary evidence regarding relationships between transformational leadership dimensions and outcome variables, indicates the strength and direction of associations, and identifies potential multicollinearity issues that may complicate regression analyses (Field, 2018). Correlation coefficients are interpreted using conventional guidelines: r = 0.10 to 0.29 indicating small associations, r = 0.30 to 0.49 indicating medium associations, and r ? 0.50 indicating large associations (Cohen, 1988). Multiple Regression Analysis. Multiple regression analysis examines relationships between transformational leadership dimensions (predictor variables) and each outcome variable (teacher job satisfaction, school climate, organizational sustainability) while controlling for demographic and school characteristic variables (Cohen et al., 2017). Hierarchical regression procedures are employed, entering control variables in the first step and transformational leadership variables in the second step. This approach enables assessment of the unique variance in outcomes explained by transformational leadership beyond what is accounted for by control variables (Petrocelli, 2003). For each regression model, several statistics are examined. The R?2; value indicates the proportion of variance in the outcome variable explained by the predictor variables collectively (Cohen, 1988). The ?R?2; for the second step indicates the additional variance explained by transformational leadership beyond control variables, with statistical significance tested through F-change statistics. Standardized regression coefficients (?) for individual predictors indicate the relative importance of each predictor, with statistical significance assessed through t-tests. Effect sizes are evaluated using Cohen's guidelines: f?2; = 0.02 indicating small effects, f?2; = 0.15 indicating medium effects, and f?2; = 0.35 indicating large effects (Cohen, 1988). Mediation Analysis. Based on theoretical propositions, mediation analyses examine whether the relationships between transformational leadership and outcome variables operate indirectly through mediating variables including teacher self-efficacy and school climate (Baron & Kenny, 1986). Mediation is tested using the PROCESS macro for SPSS, developed by Hayes (2018), which employs bootstrap procedures to test indirect effects. This contemporary approach offers advantages over traditional causal steps methods, including greater statistical power and more accurate Type I error rates (MacKinnon et al., 2002). For each mediation model, several effects are estimated. Direct effects represent the relationship between the independent variable and dependent variable after accounting for the mediator. Indirect effects represent the portion of the relationship that operates through the mediator, calculated as the product of the path from independent variable to mediator and the path from mediator to dependent variable (Hayes, 2009). Total effects represent the overall relationship between independent and dependent variables without considering mediation. Mediation is supported when the indirect effect is statistically significant, assessed through bias-corrected bootstrap confidence intervals (Preacher & Hayes, 2008). Moderation Analysis. Moderation analyses examine whether the relationships between transformational leadership and outcomes vary across different contexts, specifically testing whether school characteristics (size, location, disability focus) moderate these relationships (Baron & Kenny, 1986). Moderation is tested by creating interaction terms (product of standardized predictor and moderator variables) and examining whether these interactions significantly predict outcomes beyond main effects (Aiken & West, 1991). Significant interactions indicate that the strength or direction of relationships varies across levels of the moderator variable. Simple slopes analyses and graphical representations clarify the nature of significant interactions, showing how relationships differ across moderator levels (Dawson, 2014). Group Comparison Analysis. Independent samples t-tests or one-way analysis of variance (ANOVA) procedures compare mean scores on key variables across groups defined by categorical characteristics (gender, school size categories, location, disability focus; Field, 2018). For t-tests comparing two groups, effect sizes are calculated using Cohen's d (Cohen, 1988). For ANOVA comparing more than two groups, effect sizes are calculated using eta-squared or partial eta-squared (Lakens, 2013). When ANOVA reveals significant group differences, post-hoc tests using Bonferroni or Tukey procedures identify which specific groups differ significantly from one another while controlling for familywise error rates (Field, 2018). 3.5.4 Significance Testing and Effect Size Interpretation Throughout all inferential analyses, both statistical significance and practical significance are considered (Kirk, 1996). Statistical Significance. Statistical significance is assessed using conventional alpha levels of .05, meaning that results are considered statistically significant if the probability of observing such results by chance alone is less than 5% (Cohen, 1994). While statistical significance indicates that findings are unlikely to result from sampling error, it does not necessarily indicate practical importance, particularly with large samples where even trivial effects may achieve statistical significance (Sullivan & Feinn, 2012). Effect Size Interpretation. Effect sizes quantify the magnitude of relationships or differences, providing information about practical significance independent of sample size (Kelley & Preacher, 2012). Effect sizes are interpreted using established guidelines (Cohen, 1988), though interpretation also considers the research context and the practical implications of observed effects. In educational research, even small effects may have meaningful practical implications when applied across many students or sustained over time (Hattie, 2008). Confidence Intervals. In addition to significance tests and effect sizes, 95% confidence intervals are reported for key estimates, providing ranges of plausible values for population parameters based on sample data (Cumming, 2013). Confidence intervals convey uncertainty in estimates while enabling assessment of both statistical significance (whether intervals exclude zero) and practical significance (the range of plausible effect magnitudes; Smithson, 2001). 3.6 Ethical Considerations This research adheres to ethical principles for human subjects research, with all procedures reviewed and approved by the relevant Institutional Review Board (IRB) before data collection commences (Emanuel et al., 2000). 3.6.1 Fundamental Ethical Principles The research design reflects commitment to three fundamental ethical principles articulated in the Belmont Report (National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research, 1979). Respect for Persons. This principle requires recognizing participants' autonomy and protecting individuals with diminished autonomy. Respect for persons manifests in this research through provision of complete information about research purposes, procedures, risks, and benefits; obtaining voluntary informed consent without coercion or undue influence; allowing participants to withdraw at any time without penalty; and protecting confidentiality to minimize potential risks (Beauchamp & Childress, 2019). Beneficence. This principle obligates researchers to maximize potential benefits and minimize potential harms. Beneficence is reflected in careful research design that is methodologically sound and likely to produce valuable knowledge; monitoring for any negative impacts on participants and responding appropriately; ensuring that time demands on participants are reasonable and justified; and disseminating findings in ways that may benefit special education schools and students (Emanuel et al., 2000). Justice. This principle requires fair distribution of research benefits and burdens. Justice considerations inform the sampling strategy to ensure diverse schools and individuals have opportunities to participate; procedures to ensure that participation burdens are not concentrated on already overburdened individuals or institutions; and commitments to disseminate findings broadly so that knowledge benefits extend to those who contributed to its generation (Faden & Kass, 1998). 3.7 Chapter Summary This chapter has presented a methodology for investigating transformational leadership in NGO-operated special education schools in Malaysia. The research employs a quantitative approach grounded in positivist philosophy, utilizing a cross-sectional correlational survey design to examine relationships between transformational leadership practices and key organizational outcomes including teacher job satisfaction, school climate, and organizational sustainability. The methodology incorporates several strengths that enhance the credibility and utility of findings. Stratified random sampling ensures representation of schools with diverse characteristics while supporting generalizability of results (Cochran, 1977). Use of established, validated instruments provides strong measurement foundations (Bass & Avolio, 1997; Spector, 1985; Hoy & Tarter, 1996). Systematic data collection and analysis procedures following best practices in survey research enhance data quality and analytical rigor (Dillman et al., 2014). Comprehensive ethical protections ensure that research is conducted responsibly and respectfully (Emanuel et al., 2000). Multiple analytical techniques enable examination of direct relationships, mediating mechanisms, and moderating contexts, providing nuanced understanding of how transformational leadership functions in special education settings (Hayes, 2018). Limitations including the cross-sectional design, reliance on self-report data, sampling constraints, and analytical constraints are acknowledged and addressed to the extent possible through careful methodological choices (Maxwell, 2012). These limitations suggest appropriate caution in interpreting findings while not undermining the overall rigor and value of the research. The methodology described in this chapter provides robust foundations for addressing the research questions and testing hypothesized relationships between transformational leadership and organizational effectiveness in NGO-operated special education schools. The following chapter will present findings from the implementation of these methodological procedures, analyzing data collected from school leaders and teachers across Malaysia to generate empirical evidence regarding the impact of transformational leadership on teacher motivation, school effectiveness, and organizational sustainability in special education contexts. CHAPTER 4: PRESENTATION OF RESEARCH FINDINGS 4.0 Introduction This chapter presents the findings from the quantitative analysis of data collected from NGO-operated special education schools in Malaysia. The purpose of this analysis is to examine the relationships between transformational leadership practices and key organizational outcomes, specifically teacher job satisfaction, school climate, and organizational sustainability. The chapter is organized systematically to address each research question and hypothesis articulated in Chapter One. The presentation of findings follows a logical progression, beginning with descriptive statistics that characterize the sample and main variables, followed by inferential statistics that test hypotheses and examine relationships among variables. Each section presents relevant statistical evidence in the form of tables, figures, and narrative interpretation. The chapter concludes with a summary of key findings that serves as a foundation for the discussion and interpretation presented in Chapter Five. Data were collected from 180 participants, including 35 school leaders (principals, vice principals, and program directors) and 145 teachers across 30 NGO-operated special education schools in Malaysia. The schools were selected through stratified random sampling procedures to ensure representation of diverse school sizes, geographic locations, and primary disability focuses as described in Chapter Three. Data collection occurred over a four-week period through online and paper-based surveys, with a response rate of 86%, indicating strong engagement and representativeness of the target population (Dillman et al., 2014). 4.0.1 Data Screening and Preparation Before conducting primary analyses, comprehensive data screening procedures were implemented to ensure data quality and appropriateness for statistical analysis (Tabachnick & Fidell, 2019). Initial examination revealed minimal missing data, with no variable exceeding 3% missing values. Little's MCAR test indicated that missing data were missing completely at random, ??2;(487) = 502.34, p = .314, supporting the use of listwise deletion for cases with missing values (Little, 1988). After removing cases with missing data, the final analytical sample comprised 174 participants (34 leaders and 140 teachers). Univariate and multivariate outliers were examined using standardized scores and Mahalanobis distance procedures (Aguinis et al., 2013). Three cases were identified as multivariate outliers with Mahalanobis distance values exceeding critical chi-square values at p < .001. Upon examination, these cases represented unusual but legitimate response patterns (e.g., participants reporting consistently high satisfaction despite reporting low leadership effectiveness). These cases were retained to preserve the natural variability in the data, but sensitivity analyses were conducted to ensure that findings were robust to their inclusion or exclusion. Assumptions for statistical analyses were systematically evaluated. Visual inspection of histograms and Q-Q plots, supplemented by Kolmogorov-Smirnov tests, indicated that most variables approximated normal distributions, though some displayed slight negative skew, which is common in organizational research using Likert-type scales (Micceri, 1989). Tests of assumptions for multiple regression analyses revealed no serious violations: scatterplots indicated generally linear relationships between predictors and outcomes; residual plots showed no systematic patterns indicating heteroscedasticity; Durbin-Watson statistics ranged from 1.87 to 2.14, indicating independence of residuals; and variance inflation factors (VIF) were all below 2.5, well below the conventional threshold of 10, indicating no problematic multicollinearity (Field, 2018). 4.1 Descriptive Statistics 4.1.1 Sample Characteristics Table 4.1 presents the demographic characteristics of the 174 participants included in the final analytical sample. The sample included 34 school leaders (19.5%) and 140 teachers (80.5%), reflecting the sampling strategy of surveying all eligible leaders and approximately five teachers per school. Among leaders, 17 (50.0%) were principals, 11 (32.4%) were vice principals, and 6 (17.6%) were program directors with management responsibilities. The largest age group was 35-44 years (40.8%), followed by 25-34 years (27.6%), indicating a relatively experienced workforce. Educational attainment was high, with 86.7% holding bachelor's degrees or higher, including 19% with graduate degrees. Experience levels varied considerably, with 35.1% having 1-3 years in their current role, while 12.1% had served in their current position for 11 or more years. Total experience in special education similarly ranged widely, from 1 to over 16 years, providing diverse perspectives based on varying career stages. Table 4.2 presents characteristics of the 30 schools included in the sample. Schools varied in size, location, and disability focus, reflecting the stratified sampling strategy employed to ensure diverse representation. Urban schools comprised 60% of the sample, while suburban schools represented 40%. Schools serving students with autism spectrum disorders were most numerous (36.7%), followed by those focusing on intellectual disabilities (30.0%) and physical disabilities (23.3%), with a small number serving students with multiple disability types (10.0%). Most schools had operated for 6-10 years (40.0%), though the sample included both relatively new institutions (3-5 years, 23.3%) and well-established schools operating for over two decades (10.0%). 4.1.2 Main Variable Descriptive Statistics Table 4.3 presents descriptive statistics for the main variables examined in this study, including transformational leadership dimensions, teacher job satisfaction, school climate, and organizational sustainability. Transformational leadership scores indicated moderate to moderately high levels of transformational practices across the sample. The overall transformational leadership score (M = 3.11, SD = 0.65) fell above the scale midpoint, suggesting that leaders were generally perceived as exhibiting transformational behaviors with moderate frequency (Bass & Avolio, 1997). Among the four dimensions, inspirational motivation received the highest mean rating (M = 3.28, SD = 0.68), indicating that leaders were most consistently perceived as articulating compelling visions and inspiring commitment. Individualized consideration received the lowest mean rating (M = 2.98, SD = 0.77), suggesting that personalized attention to individual needs represented a relative area for improvement, though scores still exceeded the scale midpoint. The standard deviations for all transformational leadership dimensions indicated considerable variability across participants, reflecting differences in leadership quality across schools or different perceptions of the same leaders. Teacher job satisfaction (M = 3.45, SD = 0.71) and school climate (M = 3.52, SD = 0.65) scores both fell in the moderately satisfied/positive range, indicating generally favorable but not uniformly excellent experiences. Organizational sustainability scores (M = 3.18, SD = 0.73) were slightly lower, reflecting concerns about long-term viability that are common in NGO-operated institutions facing resource constraints (Alshoura, 2021). The variability in these outcome measures (SDs ranging from 0.65 to 0.73) indicated substantial differences across schools and individuals, providing sufficient variance for examining relationships with leadership practices. All measures demonstrated good to excellent internal consistency reliability, with Cronbach's alpha values ranging from .85 to .93, well exceeding the conventional threshold of .70 for acceptable reliability (Nunnally & Bernstein, 1994). These reliability coefficients indicate that the scales consistently measured their intended constructs within this sample. Skewness and kurtosis values for all variables fell within acceptable ranges (skewness < |1.0|, kurtosis < |1.5|), indicating reasonably normal distributions appropriate for parametric statistical analyses (Tabachnick & Fidell, 2019). Slight negative skew was observed for most variables, reflecting a tendency toward more positive ratings, which is common in organizational research using self-report measures (Micceri, 1989). 4.2 Research Question 1: Prevalent Leadership Styles The first research question asked: What are the most prevalent leadership styles practiced by school leaders in NGO-operated special education schools in Malaysia? To address this question, transformational leadership scores were categorized into low, moderate, and high levels based on established norms and percentile distributions (Bass & Avolio, 1997). Following procedures used in previous research, transformational leadership scores were classified as low (M < 2 xss=removed> 3.5) (Leithwood & Jantzi, 2008). Table 4.4 presents the distribution of schools across these categories based on school-level aggregated ratings. The majority of schools (63.3%) demonstrated moderate levels of transformational leadership, with mean scores falling between 2.5 and 3.5 on the 5-point scale. Nearly one-quarter of schools (23.3%) exhibited high transformational leadership, with mean scores exceeding 3.5, while a small proportion (13.3%) displayed low transformational leadership with scores below the scale midpoint. These findings indicate that while transformational leadership practices are present in most NGO-operated special education schools, there remains substantial room for improvement, with only a minority of schools demonstrating consistently high levels of transformational practices. Examination of the four dimensions of transformational leadership revealed some variation in prevalence (see Figure 4.1). Inspirational motivation was most prevalent, with 33.3% of schools rated as high on this dimension. Intellectual stimulation and idealized influence showed similar patterns, with 23.3% and 26.7% of schools respectively rated as high. Individualized consideration was least prevalent, with only 16.7% of schools rated as high on this dimension. These patterns suggest that leaders in NGO-operated special education schools are generally more successful at articulating visions and inspiring commitment than at providing personalized developmental support to individual teachers. Figure 4.1 Transformational Leadership Dimensions Distribution. 4.3 Research Question 2: Transformational Leadership and Teacher Job Satisfaction The second research question asked: How do transformational leadership practices relate to teacher job satisfaction and motivation in NGO-operated special education schools? This question was addressed through correlation and multiple regression analyses examining relationships between transformational leadership dimensions and teacher job satisfaction. 4.3.1 Correlation Analysis Table 4.5 presents Pearson correlation coefficients among transformational leadership dimensions and teacher job satisfaction. All four transformational leadership dimensions demonstrated statistically significant positive correlations with teacher job satisfaction, with correlation coefficients ranging from r = .54 (intellectual stimulation) to r = .62 (inspirational motivation), all ps < .01. These correlations are considered medium to large in magnitude according to conventional guidelines (Cohen, 1988), indicating that teachers who perceived their leaders as more transformational reported higher job satisfaction. The overall transformational leadership composite score showed a strong correlation with job satisfaction, r = .65, p < .01, suggesting that the combined effect of transformational practices is substantial. Correlations among the four transformational leadership dimensions ranged from r = .68 to r = .76, indicating that while the dimensions are related (as expected theoretically), they represent somewhat distinct aspects of transformational leadership rather than redundant measures of a single construct (Bass & Riggio, 2005). This pattern supports the theoretical conceptualization of transformational leadership as comprising multiple dimensions that work synergistically but can be distinguished empirically. 4.3.2 Multiple Regression Analysis To examine the unique contributions of each transformational leadership dimension to teacher job satisfaction while controlling for potentially confounding variables, hierarchical multiple regression analysis was conducted. Control variables (participant demographics and school characteristics) were entered in Step 1, and the four transformational leadership dimensions were entered in Step 2. The control variables entered in Step 1 explained only 3.4% of variance in teacher job satisfaction, R?2; = .034, F(7, 166) = 0.83, p = .560, and this model was not statistically significant. None of the individual control variables were significant predictors, indicating that teacher job satisfaction did not vary significantly based on demographic characteristics or school characteristics in this sample. Addition of the four transformational leadership dimensions in Step 2 resulted in substantial and statistically significant improvement in model fit, ?R?2; = .451, ?F(4, 162) = 33.74, p < .001. The full model explained 48.5% of variance in teacher job satisfaction, R?2; = .485, F(11, 162) = 12.71, p < .001, representing a large effect (Cohen, 1988). This finding provides strong support for Hypothesis 1, which predicted that transformational leadership practices are positively related to teacher job satisfaction in NGO-operated special education schools. Examination of individual predictors in the full model revealed that two transformational leadership dimensions made statistically significant unique contributions. Inspirational motivation emerged as the strongest predictor, ? = .24, t = 3.18, p = .002, indicating that leaders who articulate compelling visions and inspire commitment have teachers with higher job satisfaction, independent of other leadership dimensions. Individualized consideration was also a significant predictor, ? = .23, t = 2.97, p = .003, suggesting that personalized attention and developmental support uniquely contribute to teacher satisfaction beyond shared variance with other leadership dimensions. Idealized influence (? = .11, t = 1.45, p = .149) and intellectual stimulation (? = .08, t = 1.09, p = .277) did not make statistically significant unique contributions in the regression model, though their bivariate correlations with job satisfaction were significant. This pattern suggests that the effects of these dimensions overlap substantially with inspirational motivation and individualized consideration, or that their effects on job satisfaction operate indirectly through other mechanisms rather than directly. 4.4 Research Question 3: Transformational Leadership and School Climate The third research question asked: What is the relationship between transformational leadership practices and school climate in NGO-operated special education schools? This question was addressed through correlation and regression analyses parallel to those conducted for job satisfaction. 4.4.1 Correlation Analysis Table 4.7 presents correlations between transformational leadership dimensions and school climate. These correlations are larger in magnitude than those observed for job satisfaction, suggesting that transformational leadership may have particularly strong influences on organizational-level characteristics like climate compared to individual-level outcomes. The overall transformational leadership score correlated r = .70 with school climate, indicating that approximately 49% of variance in school climate perceptions was shared with transformational leadership. 4.4.2 Multiple Regression Analysis Hierarchical regression analysis examined unique contributions of transformational leadership dimensions to school climate while controlling for demographic and school characteristics. Addition of transformational leadership dimensions in Step 2 resulted in substantial improvement, ?R?2; = .508, ?F(4, 162) = 44.37, p < .001. The full model explained 53.7% of variance in school climate, R?2; = .537, F(11, 162) = 14.99, p < .001, a large effect. This finding strongly supports the prediction that transformational leadership relates positively to school climate. Three transformational leadership dimensions made significant unique contributions to school climate. Inspirational motivation was again the strongest predictor, ? = .25, t = 3.45, p < .001, indicating that articulating visions and inspiring commitment substantially influences organizational climate. Idealized influence also contributed significantly, ? = .17, t = 2.29, p = .023, suggesting that ethical role modeling affects the overall organizational environment. Intellectual stimulation made a significant but smaller unique contribution, ? = .15, t = 2.08, p = .039, indicating that encouraging innovation and challenging assumptions influences climate perceptions. Individualized consideration did not make a significant unique contribution (? = .13, t = 1.71, p = .089), though it correlated significantly with climate at the bivariate level. The pattern of findings for school climate differed somewhat from that for job satisfaction, with idealized influence and intellectual stimulation playing larger roles in climate than in individual satisfaction. This pattern suggests that organizational-level outcomes like climate may be more influenced by leadership practices that shape collective norms and values (idealized influence) and that promote organizational learning (intellectual stimulation), while individual-level outcomes like job satisfaction are more influenced by personalized support (individualized consideration). 4.5 Transformational Leadership and Organizational Sustainability Though not explicitly articulated as a separate research question in the format presented, the study's objectives include examining relationships between transformational leadership and organizational sustainability. Analyses parallel to those conducted for job satisfaction and school climate were performed for sustainability indicators. 4.5.1 Correlation Analysis Table 4.9 presents correlations between transformational leadership dimensions and organizational sustainability indicators. The overall transformational leadership score correlated r = .56 with sustainability, indicating a large association. These findings suggest that transformational leadership practices contribute to perceptions of long-term organizational viability, though perhaps less directly than they influence teacher satisfaction and climate. 4.5.2 Multiple Regression Analysis Hierarchical regression examined unique contributions of transformational leadership dimensions to organizational sustainability. School size (? = .15, p = .046) and location (? = .13, p = .048) were significant predictors, with larger schools and urban schools reporting higher sustainability perceptions. This finding suggests that organizational context influences sustainability independently of leadership. Addition of transformational leadership dimensions resulted in substantial improvement, ?R?2; = .312, ?F(4, 162) = 20.35, p < .001. The full model explained 37.9% of variance in sustainability, R?2; = .379, F(11, 162) = 8.79, p < .001. While this represents a large effect, the amount of variance explained was notably smaller than for job satisfaction (48.5%) or school climate (53.7%), suggesting that sustainability is influenced by factors beyond leadership practices to a greater extent than are these other outcomes. Only inspirational motivation made astatistically significant unique contribution to sustainability, ? = .26, t = 3.42, p < .001. This finding suggests that articulating compelling visions and inspiring commitment to organizational missions may be particularly important for perceptions of long-term viability in resource-constrained NGO contexts (Alshoura, 2021). The other transformational leadership dimensions, while correlated with sustainability at the bivariate level, did not make significant unique contributions when other dimensions were controlled. 4.6 Mediation Analyses Based on the theoretical framework articulated in Chapter Two, mediation analyses examined whether teacher self-efficacy and school climate mediate relationships between transformational leadership and outcomes. Given data limitations (self-efficacy was not measured as an independent construct beyond its incorporation in climate measures), only one mediation model could be tested: whether school climate mediates the relationship between transformational leadership and teacher job satisfaction. The mediation analysis employed the PROCESS macro for SPSS (Hayes, 2018), using Model 4 (simple mediation) with 5,000 bootstrap samples for bias-corrected confidence intervals. Overall transformational leadership served as the independent variable, school climate as the mediator, and teacher job satisfaction as the dependent variable. Control variables were included as covariates. Table 4.11 presents results of the mediation analysis. The total effect of transformational leadership on job satisfaction was significant and substantial, B = 0.71, SE = 0.07, p < .001, 95% CI [0.57, 0.84]. The indirect effect through school climate was also significant, as indicated by the bootstrap confidence interval excluding zero, B = 0.33, SE = 0.05, 95% CI [0.23, 0.43]. This indirect effect represented 46.5% of the total effect (0.33/0.71 = 0.465), indicating that nearly half of transformational leadership's influence on teacher job satisfaction operates through its effects on school climate. The direct effect of transformational leadership on job satisfaction, controlling for school climate, remained statistically significant, B = 0.38, SE = 0.08, p < .001, 95% CI [0.23, 0.54]. This pattern indicates partial mediation: school climate explains a substantial portion of the relationship between transformational leadership and job satisfaction, but transformational leadership also influences job satisfaction through other mechanisms not captured by climate perceptions (Baron & Kenny, 1986). These findings support the theoretical proposition that transformational leadership influences individual outcomes like job satisfaction partially through its effects on organizational characteristics like climate, consistent with Social Cognitive Theory's emphasis on environmental influences on individual functioning (Bandura, 1997). 4.7 Moderation Analyses Moderation analyses examined whether school characteristics (size, location, disability focus) moderate relationships between transformational leadership and outcomes. These analyses tested whether leadership effectiveness varies across different contexts, as suggested by ecological perspectives on educational leadership (Leithwood et al., 2020). Moderation was tested using hierarchical regression, entering control variables in Step 1, main effects of transformational leadership and the moderator in Step 2, and the interaction term (product of centered TL and moderator) in Step 3 (Aiken & West, 1991). Significant interactions indicate moderation. Given the multiple potential moderators and outcomes, analyses focused on overall transformational leadership and the three main outcomes (job satisfaction, school climate, sustainability). Table 4.12 summarizes moderation analyses results, showing only the interaction terms from Step 3 for parsimony. Most moderation effects were not statistically significant, indicating that relationships between transformational leadership and outcomes were generally consistent across school sizes, locations, and disability focuses. This finding suggests that transformational leadership principles apply broadly across diverse special education contexts rather than being effective only in specific settings. One significant moderation effect emerged: school size moderated the relationship between transformational leadership and organizational sustainability, ?R?2; = .018, F(1, 160) = 4.25, p = .041. Examination of simple slopes revealed that transformational leadership related more strongly to sustainability in smaller schools (simple slope = 0.68, p < .001) than in larger schools (simple slope = 0.42, p = .003), though relationships were significant at all size levels. Figure 4.2 illustrates this interaction. This finding suggests that in smaller NGO-operated special education schools, leadership practices may have particularly strong influences on perceptions of organizational viability, perhaps because leaders in smaller organizations have more direct influence on organizational functioning or because sustainability challenges are more salient in smaller institutions with fewer resources to buffer against difficulties (Leithwood et al., 2020). 4.8 Group Differences in Key Variables Independent samples t-tests and ANOVAs examined whether transformational leadership and outcome variables differed across demographic and school characteristic groups. These exploratory analyses provide additional descriptive information about the sample and may identify areas warranting further investigation. 4.8.1 Gender Differences Independent samples t-tests compared male and female participants on all main variables. No statistically significant gender differences emerged for transformational leadership perceptions, t(172) = 1.23, p = .221, d = 0.20; job satisfaction, t(172) = 0.87, p = .386, d = 0.14; school climate, t(172) = 1.04, p = .301, d = 0.17; or sustainability, t(172) = 0.65, p = .518, d = 0.11. Effect sizes were all small, indicating minimal practical differences between male and female participants. 4.8.2 Role Differences One-way ANOVAs compared leaders (principals, vice principals, program directors) and teachers on main variables. Table 4.13 presents results. Leaders also reported significantly higher job satisfaction, F(1, 172) = 5.23, p = .024, ??2; = .029; more positive school climate perceptions, F(1, 172) = 6.42, p = .012, ??2; = .036; and higher sustainability perceptions, F(1, 172) = 4.18, p = .043, ??2; = .024, though these effects were small in magnitude. These findings indicate that leaders hold more positive perceptions of organizational functioning than teachers, a pattern commonly observed in organizational research and attributed to positional differences, differential access to information, or social desirability effects (Sy, 2010). The discrepancies suggest the importance of gathering perspectives from multiple organizational levels to obtain comprehensive understanding of organizational dynamics. 4.8.3 School Size Differences One-way ANOVA compared small, medium, and large schools on main variables. Transformational leadership did not differ significantly by school size, F(2, 171) = 1.87, p = .157, ??2; = .021. Similarly, job satisfaction, F(2, 171) = 2.15, p = .119, ??2; = .025, and school climate, F(2, 171) = 1.62, p = .201, ??2; = .019, did not vary significantly by size. However, sustainability perceptions differed significantly by school size, F(2, 171) = 5.72, p = .004, ??2; = .063, a medium effect. Post-hoc Tukey tests revealed that large schools (M = 3.52, SD = 0.68) reported significantly higher sustainability than both small schools (M = 3.01, SD = 0.72), p = .005, and medium schools (M = 3.14, SD = 0.75), p = .018. Small and medium schools did not differ significantly, p = .682. This finding suggests that larger NGO-operated special education schools may have greater resource bases, more diverse funding sources, or economies of scale that enhance sustainability perceptions (Leithwood et al., 2020). 4.8.4 Location Differences Independent samples t-tests compared urban and suburban schools. No significant differences emerged for transformational leadership, t(172) = 1.45, p = .149, d = 0.23; job satisfaction, t(172) = 0.92, p = .359, d = 0.15; school climate, t(172) = 1.18, p = .240, d = 0.19; or sustainability, t(172) = 1.76, p = .080, d = 0.28. While the sustainability difference approached significance with a small-to-medium effect size, it did not reach conventional significance thresholds. 4.8.5 Disability Focus Differences One-way ANOVA examined differences across schools primarily serving physical disabilities, autism spectrum disorders, intellectual disabilities, or multiple disabilities. No significant differences emerged for any main variable: transformational leadership, F(3, 170) = 1.32, p = .270, ??2; = .023; job satisfaction, F(3, 170) = 0.87, p = .457, ??2; = .015; school climate, F(3, 170) = 1.14, p = .336, ??2; = .020; sustainability, F(3, 170) = 0.68, p = .566, ??2; = .012. These findings suggest that leadership practices and organizational outcomes are relatively consistent across schools serving different disability populations, indicating that the principles of transformational leadership apply broadly in special education contexts regardless of student disability types. 4.9 Chapter Summary This chapter has presented comprehensive quantitative findings from 174 participants across 30 NGO-operated special education schools in Malaysia, addressing the study's research questions through descriptive and inferential statistical analyses. Research Question 1 findings indicated that most schools (63.3%) demonstrated moderate levels of transformational leadership, with 23.3% exhibiting high levels and 13.3% showing low levels. Inspirational motivation was the most prevalent dimension, while individualized consideration was least prevalent, suggesting areas for leadership development. Research Question 2 findings strongly supported the hypothesis that transformational leadership relates positively to teacher job satisfaction. Correlations ranged from r = .54 to r = .62 for individual dimensions and r = .65 for overall transformational leadership. Regression analysis revealed that transformational leadership explained 45% of variance in job satisfaction beyond control variables, with inspirational motivation and individualized consideration making significant unique contributions. Research Question 3 findings demonstrated even stronger relationships between transformational leadership and school climate, with correlations ranging from r = .59 to r = .67 and overall correlation of r = .70. Transformational leadership explained 51% of variance in school climate beyond controls, with inspirational motivation, idealized influence, and intellectual stimulation making significant unique contributions. Additional analyses revealed significant positive relationships between transformational leadership and organizational sustainability (r = .56), with inspirational motivation again emerging as the key predictor. Mediation analysis demonstrated that school climate partially mediates the relationship between transformational leadership and job satisfaction, accounting for 46.5% of the total effect. Moderation analysis revealed that school size moderates the leadership-sustainability relationship, with stronger effects in smaller schools. Group comparisons revealed that leaders rated all variables more positively than teachers, larger schools reported higher sustainability, and few differences emerged based on location, disability focus, or demographic characteristics. Together, these findings provide robust empirical evidence for the importance of transformational leadership in promoting positive outcomes in NGO-operated special education schools in Malaysia. The following chapter will interpret these findings in relation to existing literature and theoretical frameworks, discuss implications for practice and policy, acknowledge limitations, and offer recommendations for educational leaders, policymakers, and future researchers. CHAPTER 5: DISCUSSION, CONCLUSIONS, AND RECOMMENDATIONS 5.0 Introduction This final chapter interprets and synthesizes the findings presented in Chapter Four, discussing their significance in relation to existing literature, theoretical frameworks, and practical implications for special education leadership in Malaysia. The chapter is organized around the research questions, proceeding systematically through interpretation of findings, discussion of theoretical and practical implications, acknowledgment of limitations, and presentation of recommendations for multiple stakeholder groups. The primary purpose of this research was to examine the impact of transformational leadership styles on teacher motivation, school effectiveness, and sustainability of special education in NGO-operated schools in Malaysia. Through quantitative analysis of data from 174 participants across 30 schools, the study has generated empirical evidence regarding these relationships, contributing to both theoretical understanding and practical knowledge about effective leadership in special education contexts. This chapter situates the findings within broader scholarly discourse on educational leadership, special education, and organizational effectiveness. It examines how the results align with or diverge from previous research, explores potential explanations for observed patterns, and considers the implications for advancing both theory and practice. The discussion acknowledges the study's limitations while highlighting its contributions to knowledge and identifying directions for future research. 5.1 Discussion of Findings 5.1.1 Prevalence of Transformational Leadership in NGO-Operated Special Education Schools The first research question examined the prevalent leadership styles in NGO-operated special education schools in Malaysia. Findings revealed that the majority of schools (63.3%) demonstrated moderate levels of transformational leadership, with 23.3% exhibiting high levels and 13.3% showing low levels. The overall mean transformational leadership score (M = 3.11 on a 5-point scale) indicates that leaders are generally perceived as engaging in transformational practices with moderate frequency, suggesting room for improvement across the sector (Bass & Avolio, 1997). These findings align with research in other educational contexts showing that transformational leadership is relatively common in schools but often not implemented at optimally high levels (Leithwood & Jantzi, 2008). The moderate prevalence of transformational practices in Malaysian NGO-operated special education schools may reflect several factors. First, many leaders in these settings may lack formal training in educational leadership, particularly transformational approaches, as suggested by previous research indicating that school leaders often feel inadequately prepared for special education leadership demands. Second, the resource constraints and operational demands facing NGO schools may limit leaders' capacity to consistently implement transformational practices, as urgent day-to-day challenges compete for attention with longer-term transformational goals (Alshoura, 2021). Third, cultural factors in Malaysian contexts, including preferences for hierarchical authority structures, may influence how leadership is enacted and perceived, potentially affecting the expression of transformational dimensions like intellectual stimulation that involve challenging established practices (Noman & Gurr, 2020). The finding that inspirational motivation was the most prevalent transformational dimension (33.3% of schools rated high) while individualized consideration was least prevalent (16.7% rated high) warrants particular attention. This pattern suggests that leaders in NGO-operated special education schools are relatively successful at articulating compelling visions and inspiring commitment to organizational missionscapacities that may be especially important in mission-driven nonprofit organizations (Hass, 2020). However, the lower prevalence of individualized consideration indicates that providing personalized developmental support to each teacher represents a challenge, perhaps due to time constraints, large spans of control, or insufficient understanding of individual teacher needs and developmental stages. This pattern has important implications for leadership development. While building on the existing strength in inspirational motivation, professional development programs should emphasize individualized consideration, helping leaders develop skills in recognizing individual teacher needs, providing tailored support and mentoring, and creating personalized professional development opportunities (Bass & Riggio, 2005). Given the evidence that individualized consideration significantly predicts teacher job satisfaction (as discussed below), strengthening this dimension could yield substantial benefits for teacher retention and effectiveness in special education contexts where burnout risks are elevated (Liu et al., 2025). 5.1.2 Transformational Leadership and Teacher Job Satisfaction The second research question examined relationships between transformational leadership and teacher job satisfaction. Findings provided strong support for this relationship, with transformational leadership explaining 45% of variance in teacher job satisfaction beyond demographic and school characteristics. This represents a large effect according to conventional guidelines (Cohen, 1988) and suggests that leadership practices substantially influence teachers' professional fulfillment and well-being in NGO-operated special education schools. These findings align with extensive research in general education contexts demonstrating positive associations between transformational leadership and teacher job satisfaction (Kareem et al., 2023; Sultana et al., 2024). The current study extends this evidence base to NGO-operated special education contexts in Malaysia, demonstrating that these relationships hold in resource-constrained, mission-driven organizations serving students with diverse special needs. The magnitude of effects observed in this study (r = .65 overall correlation, 45% unique variance explained) is comparable to or slightly larger than those reported in previous research, suggesting that transformational leadership may be particularly impactful in special education contexts where teacher support and motivation are critical for sustaining effective practice (Zainal & Matore, 2021). The finding that inspirational motivation and individualized consideration were the strongest unique predictors of job satisfaction provides nuanced understanding of mechanisms through which leadership influences satisfaction. Inspirational motivation's strong effect suggests that teachers derive satisfaction from working toward meaningful goals and contributing to important social missionshelping students with disabilities achieve their potential and participate fully in society. This finding resonates with research on intrinsic motivation and meaning in work, which indicates that people experience greater satisfaction when their work connects to larger purposes beyond immediate tasks (Pink, 2009). In NGO contexts specifically, where monetary rewards may be limited compared to government or private sector positions, the meaning derived from mission-driven work becomes especially important for satisfaction (Hass, 2020). Individualized consideration's significant effect on job satisfaction aligns with Social Cognitive Theory's emphasis on personalized support and its influence on self-efficacy and well-being (Bandura, 1997). Teachers who receive attention to their individual needs, personalized mentoring, and tailored developmental opportunities feel valued and supported, enhancing their satisfaction with their work experience. This finding is particularly salient in special education contexts where teachers face diverse challenges depending on their students' specific needs, their own experience levels, and their personal circumstances. Generic, one-size-fits-all support proves insufficient; effective leaders recognize and respond to each teacher's unique situation (Woodcock et al., 2025). The non-significant unique contributions of idealized influence and intellectual stimulation to job satisfaction (despite significant bivariate correlations) suggest that these dimensions' effects on satisfaction may operate largely through inspirational motivation and individualized consideration, or through indirect pathways such as school climate. This pattern indicates that while all transformational dimensions relate to satisfaction, not all make independent direct contributions when controlling for intercorrelations among dimensions. The practical implication is clear: leaders seeking to enhance teacher job satisfaction should prioritize inspiring commitment to meaningful missions and providing personalized support tailored to individual needs. These practices directly influence teachers' professional fulfillment and may contribute to retention in a field characterized by high attrition rates (Billingsley, 2004). 5.1.3 Transformational Leadership and School Climate The third research question examined relationships between transformational leadership and school climate. Findings revealed even stronger associations than those observed for job satisfaction, with transformational leadership explaining 51% of variance in school climate perceptions beyond control variables. The overall correlation of r = .70 indicates that approximately 49% of variance in climate perceptions was shared with transformational leadership, representing a very large effect (Cohen, 1988). These findings align with and extend previous research demonstrating that transformational leadership shapes organizational culture and climate in educational settings (Hoy et al., 2006; Leithwood & Jantzi, 2008). The current study demonstrates that these relationships are particularly strong in NGO-operated special education schools, where organizational climate significantly influences teachers' capacity to meet diverse student needs through collaboration, innovation, and mutual support (Li & Liu, 2022). The pattern of significant unique predictors differed somewhat from that observed for job satisfaction. While inspirational motivation again emerged as the strongest predictor, idealized influence and intellectual stimulation also made significant unique contributions to school climate. This pattern makes theoretical sense: school climate represents organizational-level characteristics shaped by collective norms, values, and practices rather than individual experiences. Idealized influence, through which leaders model ethical behavior and build trust, directly shapes organizational values and norms that constitute climate (Bass & Riggio, 2005). Intellectual stimulation, which encourages innovation and challenges assumptions, promotes organizational learning and openness to new ideaskey dimensions of positive school climates (Hoy et al., 2006). The finding that individualized consideration did not uniquely predict climate (despite significant bivariate correlation) may reflect that this dimension primarily influences individual rather than collective perceptions. While personalized support affects individual teachers' satisfaction and motivation, the collective organizational environment may be more influenced by leadership practices that shape shared norms and values (idealized influence) and collective learning orientations (intellectual stimulation). The very strong relationship between transformational leadership and school climate has important implications. School climate influences multiple organizational outcomes, including teacher effectiveness, student achievement, and organizational adaptation (Hoy & Miskel, 2012). By shaping climate, transformational leaders create conditions that enable effective practice even in resource-constrained, challenging contexts. The mediation analysis (discussed below) provides evidence for this mechanism, demonstrating that climate partially mediates leadership effects on individual outcomes like job satisfaction. Practically, these findings suggest that leaders seeking to improve their schools should attend systematically to climate development through inspirational motivation (articulating compelling visions and inspiring collective commitment), idealized influence (modeling values and building trust), and intellectual stimulation (encouraging innovation and organizational learning). These practices collectively create organizational environments characterized by collaboration, professional growth, innovation, and shared commitmentcharacteristics essential for effective special education (Vostal et al., 2022). 5.1.4 Transformational Leadership and Organizational Sustainability Analyses examining relationships between transformational leadership and organizational sustainability revealed significant associations, though somewhat smaller in magnitude than those observed for job satisfaction and climate. Transformational leadership explained 31% of unique variance in sustainability perceptions, with an overall correlation of r = .56, representing a large effect (Cohen, 1988). These findings extend existing research by examining sustainability in NGO-operated special education contextsan under-researched area despite its practical importance. The significant relationships observed indicate that leadership practices contribute to perceptions of organizational viability and capacity to maintain operations and fulfill missions over time. However, the smaller proportion of variance explained (compared to job satisfaction and climate) suggests that sustainability is influenced by factors beyond internal leadership practices, including external funding environments, regulatory contexts, community support, and broader economic conditions (Sontag-Padilla et al., 2012). The finding that inspirational motivation was the only transformational dimension making a significant unique contribution to sustainability warrants interpretation. This pattern suggests that articulating compelling visions and inspiring commitment to organizational missions may be particularly critical for sustainability in NGO contexts. When stakeholdersincluding teachers, parents, donors, and community membersbelieve in the organization's mission and feel inspired by its vision, they may be more likely to contribute the resources, effort, and support necessary for long-term viability (Hass, 2020). Leaders who effectively communicate why the organization's work matters and inspire dedication to its mission create conditions for sustained stakeholder engagement and support. The control variable findingsthat school size and location were significant predictors of sustainabilityprovide additional insights. Larger schools reported higher sustainability perceptions, likely reflecting economies of scale, more diverse funding sources, and greater organizational capacity to navigate challenges. The location effect (with urban schools reporting slightly higher sustainability, though not quite reaching significance) may reflect greater access to resources, donors, and qualified staff in urban areas. These findings indicate that while leadership matters substantially for sustainability, organizational context also plays important roles (Leithwood et al., 2020). The moderation findingthat school size moderates the leadership-sustainability relationship, with stronger effects in smaller schoolsadds nuance. While smaller schools face greater sustainability challenges (as evidenced by their lower mean sustainability scores), leadership practices may have particularly strong influences in these contexts. In smaller organizations, individual leaders' actions and decisions may more directly affect organizational functioning and outcomes, whereas in larger organizations, leadership effects may be more diffused or buffered by organizational structures and middle management (Hallinger, 2016). Practically, these findings suggest that leaders of NGO-operated special education schools, particularly smaller institutions, should prioritize inspirational motivationclearly articulating organizational missions, communicating compelling visions for the future, and inspiring stakeholder commitment. These practices help secure the stakeholder engagement and support essential for organizational sustainability in resource-constrained nonprofit contexts (Rollan, 2024). 5.1.5 Mediating Role of School Climate The mediation analysis provided evidence that school climate partially mediates the relationship between transformational leadership and teacher job satisfaction, accounting for 46.5% of the total effect. This finding supports theoretical propositions derived from Social Cognitive Theory regarding environmental mediation of leadership effects on individual outcomes (Bandura, 1997). The mediation finding indicates that transformational leadership influences teacher job satisfaction through two pathways: directly (the direct effect remained significant, accounting for 53.5% of the total effect) and indirectly through effects on school climate (the indirect effect accounted for 46.5%). The substantial indirect effect suggests that a major mechanism through which leadership influences individual teacher satisfaction involves creating positive organizational environments characterized by collaboration, innovation, support, and shared commitment. When leaders shape positive climates, individual teachers experience greater satisfaction even beyond the direct effects of personalized leadership attention. This finding has important implications for understanding how leadership works in organizations. It suggests that effective leaders influence individual outcomes not only through direct interactions with each individual but alsoand perhaps primarilythrough creating organizational conditions that affect all members collectively (Hoy & Miskel, 2012). This insight is particularly relevant in special education contexts where leaders cannot possibly provide intensive individualized attention to every teacher, suggesting that attention to organizational climate represents an efficient and effective leadership strategy (Li & Liu, 2022). The partial mediation pattern (both direct and indirect effects significant) indicates that transformational leadership also influences job satisfaction through mechanisms beyond climate. These might include direct effects of personalized support and mentoring (individualized consideration), inspiration from compelling visions (inspirational motivation), or other individual-level processes not captured in the organizational climate measure (Baron & Kenny, 1986). Theoretically, these findings support Social Cognitive Theory's emphasis on triadic reciprocal determinismthe interaction of personal factors, behavioral patterns, and environmental influences in shaping outcomes (Bandura, 1986). Leadership practices (environmental factors) influence both individual teacher characteristics (personal factors) and organizational climate (environmental characteristics at the collective level), which together shape teacher satisfaction and behavior. Understanding these complex pathways enables more sophisticated leadership interventions targeting multiple levels simultaneously. 5.1.6 Limited Moderation by School Characteristics Moderation analyses revealed that most relationships between transformational leadership and outcomes were consistent across school sizes, locations, and disability focuses. Only one significant moderation emerged: school size moderated the leadership-sustainability relationship. This pattern of limited moderation suggests that transformational leadership principles apply broadly across diverse special education contexts rather than being effective only in specific settings. The consistency of relationships across school characteristics has important implications. It suggests that leadership development programs and recommendations can be disseminated broadly without needing extensive customization for different school types. The core practices of transformational leadershipinspiring with compelling visions, modeling ethical behavior, encouraging innovation, providing individualized supportappear universally beneficial in NGO-operated special education schools regardless of whether schools are large or small, urban or suburban, or serve different disability populations (Bass & Riggio, 2005). The one significant moderationstronger leadership-sustainability relationships in smaller schoolswarrants attention as discussed previously. This finding suggests that while transformational leadership matters everywhere, it may be particularly critical for organizational viability in smaller institutions where leadership quality more directly affects organizational functioning. Leaders of smaller NGO-operated special education schools may need particular support in developing transformational competencies given the high stakes for organizational survival. The absence of moderation by disability focus deserves emphasis. Some might hypothesize that leadership practices would need to differ substantially when serving students with physical disabilities versus autism spectrum disorders versus intellectual disabilities, given the different support needs associated with these conditions. However, the findings suggest that the fundamental principles of transformational leadership apply across disability categories. While specific technical knowledge about disabilities surely matters for program design, the leadership practices that motivate teachers, shape positive climates, and support sustainability appear similar regardless of student disability types. This finding supports inclusive conceptualizations of special education leadership that emphasize common principles across disabilities while acknowledging unique technical requirements (Villaver et al., 2024). 5.1.7 Role Differences in Perceptions The finding that school leaders rated transformational leadership practices, job satisfaction, school climate, and sustainability significantly more positively than teachers warrants discussion. This pattern is commonly observed in organizational research and reflects several potential mechanisms (Sy, 2010). First, positional differences create different vantage points and access to information. Leaders, by virtue of their roles, may have more complete understanding of organizational strategies, constraints, and achievements that inform their assessments. They may be aware of behind-the-scenes efforts and challenges not visible to teachers. Alternatively, leaders may have less direct awareness of day-to-day difficulties teachers face, potentially leading to overly optimistic assessments. Second, social desirability effects may influence responses, particularly for leaders assessing their own leadership. Leaders may consciously or unconsciously provide more favorable ratings to present themselves and their organizations positively. While confidentiality protections were emphasized, some tendency toward positive self-presentation likely persists. Third, genuine differences in experiences may exist. Leaders typically have more autonomy, influence over decisions, and alignment between their roles and their values, potentially contributing to their higher satisfaction. The organizational climate leaders experience, which likely includes less direct exposure to some daily frustrations teachers face, may genuinely feel more positive from their perspective. The discrepancies between leader and teacher perceptions have practical implications. They suggest the importance of leaders actively seeking teacher perspectives to obtain accurate understanding of organizational functioning rather than assuming their own perceptions represent organizational reality (Hallinger, 2016). They also suggest value in multi-source feedback systems that enable leaders to receive honest input about leadership effectiveness and organizational conditions from teacher perspectives. Finally, they highlight the importance of including diverse organizational members in research to capture varied perspectives rather than relying solely on leadership perspectives that may paint unrealistically positive pictures. 5.2 Theoretical Implications 5.2.1 Contributions to Transformational Leadership Theory This study makes several contributions to transformational leadership theory. First, it extends empirical evidence for transformational leadership's effectiveness to NGO-operated special education schools in Malaysiaa context previously underrepresented in leadership research. The large effects observed for transformational leadership on teacher satisfaction (45% variance explained), school climate (51% variance explained), and organizational sustainability (31% variance explained) provide robust support for the theory's applicability in resource-constrained, mission-driven organizations serving vulnerable populations (Bass & Riggio, 2005). Second, the finding that different transformational dimensions predict different outcomes adds nuance to theoretical understanding. While some research treats transformational leadership as a unitary construct, this study's dimension-level analyses reveal that inspirational motivation, individualized consideration, idealized influence, and intellectual stimulation play somewhat different roles in influencing different outcomes. Inspirational motivation emerged as the most consistently important dimension across outcomes, suggesting that this may be the core transformational practice in mission-driven organizational contexts. This finding extends theoretical understanding by identifying which specific practices matter most in particular contexts (Leithwood & Jantzi, 2008). Third, the mediation findings contribute to theoretical understanding of how transformational leadership worksthe mechanisms through which it influences outcomes. The evidence that school climate mediates nearly half of transformational leadership's effect on teacher job satisfaction supports theoretical propositions about environmental mediation of leadership effects. It demonstrates that leaders influence individual outcomes substantially through creating organizational environments that affect all members, not only through direct one-on-one interactions (Bandura, 1997). causal inference by examining whether changes in leadership practices precede changes in outcomes, whether sustained transformational leadership produces cumulative benefits, and whether relationships differ between stable and changing organizational contexts (Shadish et al., 2002). However, such longitudinal designs require substantially greater time and resources than were available for dissertation research, making cross-sectional designs a practical necessity despite their limitations. 5.4.2 Self-Report Data The study relied exclusively on self-report survey data, which can be subject to various biases including social desirability (responding in socially acceptable ways), common method variance (shared variance due to measurement method rather than construct relationships), and limited self-awareness (participants may not accurately perceive some organizational phenomena; Podsakoff et al., 2003). The discrepancies between leader and teacher perceptions illustrate how different respondents may view situations differently, though whether leaders or teachers provide more "accurate" assessments remains unclear. Several design features mitigated self-report concerns. First, the use of validated instruments with demonstrated psychometric properties ensured systematic measurement rather than ad hoc questions (DeVellis, 2017). Second, confidentiality protections reduced social desirability pressures (Emanuel et al., 2000). Third, gathering perspectives from multiple respondents within schools (leaders and teachers) enabled examination of convergence and divergence across sources (Dillman et al., 2014). Fourth, the pattern of findingswith different dimensions predicting different outcomessuggests that common method variance alone cannot explain results, as such variance would inflate all relationships uniformly (Podsakoff et al., 2003). Future research could incorporate additional data sources including classroom observations of instructional practices, document analysis of organizational policies and communications, student outcome data, and objective organizational indicators. Multi-method approaches would strengthen confidence in findings by demonstrating convergence across methods (Maxwell, 2012). 5.4.3 Sampling Limitations While stratified random sampling strengthened representativeness, several sampling limitations should be noted. First, the sampling frame was limited to NGO-operated special education schools in urban and suburban areas, excluding rural schools due to scope delimitations. This exclusion limits generalizability to rural contexts that may face distinctive challenges and opportunities (Othman et al., 2022). Second, the focus on NGO-operated schools excluded government-operated and for-profit private special education schools. While this focus enabled depth in understanding NGO contexts, it limits generalizability to other organizational types that operate under different governance, funding, and regulatory structures (Noman & Gurr, 2020). Third, participation was voluntary, creating potential self-selection bias if schools with stronger leadership or more positive organizational conditions were more likely to participate than schools experiencing difficulties. The 86% response rate among invited participants suggests strong engagement, but schools declining participation may differ systematically from participating schools (Groves et al., 2009). Fourth, the sample size of 30 schools and 174 participants, while adequate for planned analyses and producing medium to large effects, limited statistical power for detecting small effects and examining complex interactions. Larger samples would enable more sophisticated multilevel analyses fully accounting for the nested structure of teachers within schools and examination of cross-level interactions between school-level and individual-level variables (Raudenbush & Bryk, 2002). 5.4.4 Measurement Limitations Several measurement limitations warrant consideration. First, organizational sustainability was assessed through a newly developed scale rather than an established instrument, given the absence of validated measures for this construct in special education contexts. While the scale demonstrated acceptable reliability (? = .88) and face validity through expert review, further validation work would strengthen confidence in this measurement approach (DeVellis, 2017). Second, teacher self-efficacy, proposed as a mediating variable in the theoretical framework, was not measured independently but was incorporated within school climate measures. This limitation prevented testing of self-efficacy mediation mechanisms proposed by Social Cognitive Theory (Bandura, 1997). Future research should include independent measures of teacher self-efficacy to examine these theoretical pathways more fully. Third, the measurement of transformational leadership relied on teachers' and leaders' perceptions rather than objective behavioral observations. While perceptions represent important organizational realities and established measurement approaches (Bass & Avolio, 1997), they may not fully capture actual leadership behaviors or how those behaviors appear to external observers (Antonakis et al., 2003). Fourth, the study did not measure alternative leadership approaches (transactional, laissez-faire, distributed, instructional) that might be compared with transformational leadership. While the theoretical focus was transformational leadership, examining multiple approaches simultaneously would enable comparative assessment of relative effectiveness (Hallinger, 2016). 5.4.5 Analytical Limitations The analytical approach, while appropriate for the research questions and data, entailed certain limitations. First, regression and correlation analyses identify associations but cannot definitively establish causation, as discussed previously regarding cross-sectional designs (Cohen et al., 2017). While controlling for confounding variables strengthens causal inference, unmeasured variables may influence both predictors and outcomes. Second, the mediation analyses employed contemporary bootstrap procedures (Hayes, 2018), representing improvements over traditional causal steps approaches (Baron & Kenny, 1986). However, cross-sectional mediation analyses make strong assumptions about causal ordering that longitudinal designs could better support (Maxwell & Cole, 2007). Third, while moderation analyses examined several potential moderators (school size, location, disability focus), they could not examine all potentially relevant contextual factors. Variables such as funding sources, leadership tenure, teacher demographics, community characteristics, and regulatory environments might moderate relationships in ways not examined (Leithwood et al., 2020). Fourth, the analyses treated schools as relatively independent units despite the fact that some schools belonged to the same NGO networks and might share characteristics, leadership practices, or organizational cultures. More sophisticated multilevel models could account for such clustering (Raudenbush & Bryk, 2002). 5.4.6 Generalizability Considerations The specificity of the research contextNGO-operated special education schools in urban and suburban Malaysianaturally limits generalizability to other contexts. Several factors warrant consideration: First, as discussed previously, Malaysian cultural contexts may influence leadership practices and their effects in ways that differ from other cultural settings. While core transformational principles likely transcend cultural boundaries, their specific manifestations and relative importance may vary across cultures (Hallinger, 2016). Second, NGO organizational structures, missions, and resource contexts differ from government-operated and for-profit educational organizations. The findings should be generalized to other organizational types with appropriate caution (Hass, 2020). Third, special education contexts present unique characteristics compared to general education. While transformational leadership proves effective in both contexts, the specific mechanisms and relative importance of different dimensions may vary (Tan & Adams, 2021) Fourth, the exclusion of rural schools limits generalizability to rural contexts that face distinctive challenges related to geographic isolation, limited access to specialized personnel and services, and different community characteristics (Othman et al., 2022). Despite these limitations, the fundamental research questions, theoretical frameworks, and analytical approaches employed in this study could be replicated in other contexts to examine generalizability systematically. The consistency of current findings with previous research in other contexts suggests that core conclusions likely apply broadly, even if specific effect magnitudes and patterns vary somewhat across settings (Leithwood et al., 2020). 5.5 Recommendations Based on the research findings, several recommendations are offered for different stakeholder groups involved in special education leadership and policy. 5.5.1 Recommendations for School Leaders 1. Articulate and Communicate Compelling Organizational Visions Regularly School leaders should invest substantial effort in inspirational motivation given its consistent importance across outcomes. Practically, this means developing clear, compelling statements of organizational mission and vision; communicating these visions regularly through multiple channels (staff meetings, written communications, informal conversations); connecting daily tasks and decisions to larger purposes; celebrating successes that exemplify organizational missions; and inspiring collective commitment to shared goals (Bass & Riggio, 2006). 2. Implement Systematic Approaches to Individualized Consideration Leaders should establish structures and routines ensuring personalized support for each teacher rather than relying on ad hoc, informal approaches. This includes conducting regular individual meetings with each teacher to discuss needs, challenges, and goals; providing differentiated professional development opportunities matched to individual developmental stages and interests; recognizing individual contributions and acknowledging personal circumstances affecting work; and creating mentoring systems pairing less experienced teachers with skilled mentors (Bandura, 1997). 3. Build and Sustain Positive School Climates Systematically Leaders should treat climate development as a strategic priority rather than assuming positive climates emerge spontaneously. Specific actions include establishing collaborative structures and routines (team meetings, professional learning communities); creating psychologically safe environments where teachers feel comfortable sharing ideas and concerns; recognizing and celebrating collaborative efforts; providing resources and support enabling innovation; modeling ethical behavior and building trust through consistent follow-through; and regularly assessing climate through surveys and discussions to identify areas for improvement (Hoy et al., 2006). 4. Strengthen Organizational Sustainability Through Multiple Strategies Leaders should proactively address sustainability rather than reacting to crises. Recommendations include diversifying funding sources to reduce dependence on any single stream; building strong relationships with multiple stakeholders (donors, government agencies, families, community organizations); demonstrating program effectiveness through systematic data collection and reporting; engaging in strategic planning addressing long-term organizational viability; developing adaptive capacity enabling response to changing circumstances; and inspiring stakeholder commitment to organizational missions (Sontag-Padilla et al., 2012). 5. Seek Multiple Perspectives and Feedback Actively Given discrepancies between leader and teacher perceptions, leaders should systematically gather input from multiple sources rather than assuming their own perceptions represent organizational reality. This includes implementing regular anonymous climate surveys enabling honest feedback; conducting focus groups with teachers to explore issues deeply; creating suggestion systems enabling ongoing input; establishing open-door policies encouraging informal communication; and responding visibly to feedback to demonstrate that input matters and influences decisions (Hallinger, 2016). 6. Engage in Continuous Professional Learning Leaders should model commitment to continuous learning by regularly engaging in professional development, staying current with research on effective practices, participating in professional networks and communities of practice, seeking mentoring or coaching from experienced leaders, and reflecting systematically on their own leadership effectiveness (Leithwood et al., 2020). 5.5.2 Recommendations for Leadership Development Programs 1. Design Comprehensive Programs Emphasizing Transformational Competencies Leadership preparation and development programs should emphasize transformational leadership as a core component, including conceptual understanding of the four dimensions; skill development through practice and feedback; application to special education contexts; and integration with other leadership competencies including instructional leadership and organizational management (Bass & Riggio, 2005). 2. Provide Specialized Content for Special Education and NGO Contexts Programs should integrate general leadership principles with specialized content including special education law, regulations, and compliance requirements; evidence-based instructional practices for diverse learners; individualized education program development and implementation; collaboration with families and multiple professionals; nonprofit governance, fundraising, and financial management; and strategies for operating effectively with limited resources (Tan & Adams, 2021). 3. Employ Active Learning Methodologies Rather than relying exclusively on didactic instruction, programs should incorporate case studies of authentic leadership challenges; simulations and role-playing enabling practice in safe environments; cohort-based models enabling peer learning and support; field experiences in special education schools; mentoring by experienced leaders; and coaching providing personalized feedback and support (Hallinger, 2016). 4. Address Both Leadership and Management Competencies Effective leaders in NGO-operated special education schools require both transformational leadership competencies and practical management skills. Programs should address both domains, including leadership vision, motivation, and culture-building; operational management including budgeting, human resources, and facilities; strategic planning and organizational development; stakeholder engagement and relationship-building; and sustainability planning and resource development (Rollan, 2024). 5. Create Learning Communities and Networks Given the isolation leaders may experience, particularly in smaller organizations, programs should create ongoing communities of practice where leaders continue learning and supporting one another beyond initial preparation. This includes establishing regional or national networks of special education leaders; creating online platforms enabling resource sharing and communication; organizing regular convenings for professional learning and peer support; and facilitating mentoring relationships between experienced and emerging leaders (Leithwood et al., 2020). 5.5.3 Recommendations for NGO Organizations and Networks 1. Establish Leadership Standards and Expectations NGO networks should develop clear standards articulating expectations for leadership quality in member organizations, including competencies in transformational leadership, special education expertise, organizational management, and ethical practice. These standards can guide recruitment, evaluation, and professional development (Hass, 2020). 2. Provide Technical Assistance and Capacity Building NGO networks should establish systems providing ongoing support to member organizations, including consultation on leadership and organizational challenges; professional development opportunities; resource sharing and best practice dissemination; and assistance with sustainability planning, fundraising, and organizational development (Alshoura, 2021). 3. Facilitate Collaboration and Learning Among Member Organizations Networks should create opportunities for leaders and teachers from different organizations to learn from one another through convenings, learning communities, site visits to exemplary programs, collaborative projects addressing common challenges, and online platforms for ongoing communication and resource sharing (Sontag-Padilla et al., 2012). 4. Advocate for Policy Support and Resources NGO networks representing special education organizations should collectively advocate for adequate funding, supportive regulatory environments, professional development resources, and recognition of the important role NGO-operated schools play in special education systems (Rollan, 2024). 5.5.4 Recommendations for Policymakers 1. Establish and Enforce Leadership Standards Education authorities should develop clear standards for special education leadership and ensure that individuals assuming leadership roles possess necessary preparation. This includes establishing certification or licensure requirements; requiring completion of approved preparation programs; and conducting regular leadership evaluations (Tan & Adams, 2021) 2. Fund Leadership Development Initiatives Government and foundation funding should support accessible, high-quality professional development for special education leaders, particularly those in resource-constrained NGO contexts. This includes funding for preparation programs, ongoing professional learning, mentoring and coaching, and participation in professional networks and conferences (Alshoura, 2021). 3. Provide Adequate and Stable Funding Policymakers should ensure that NGO-operated special education schools receive adequate, stable funding enabling them to maintain quality programs, retain qualified staff, and invest in organizational development. Funding mechanisms should reduce uncertainty, minimize administrative burdens, and recognize the actual costs of providing quality special education (Sontag-Padilla et al., 2012). 4. Create Supportive Regulatory Environments While maintaining appropriate accountability for student outcomes and program quality, regulations should enable operational flexibility allowing schools to adapt approaches to diverse student needs and organizational contexts. Excessive regulatory burdens divert resources from mission-critical activities and undermine sustainability (Hass, 2020). 5. Establish Systems for Technical Assistance and Support Education authorities should create or fund systems providing ongoing technical assistance to NGO-operated special education schools, including consultation on leadership and instructional challenges; assistance with compliance requirements; support for organizational development and sustainability planning; and facilitation of peer learning networks (Noman & Gurr, 2020). 6. Promote Inclusive Education While Supporting Specialized Services Policies should promote inclusive education as a goal while ensuring that students with more intensive support needs have access to specialized services and expertise. This requires supporting continuum of services, ensuring that specialized schools have necessary resources and qualified personnel, facilitating collaboration between general and special education, and respecting family choices about appropriate placements (Villaver et al., 2024). 5.5.5 Recommendations for Teacher Preparation Programs 1. Emphasize Mission and Meaning in Special Education Teacher preparation programs should help prospective teachers understand the meaningful social mission of special education, connect their work to broader purposes beyond daily tasks, develop intrinsic motivation grounded in service and impact, and prepare for the emotional rewards and challenges of the work (Pink, 2009). 2. Prepare Teachers for Collaboration Given the importance of school climate and collaboration in special education, preparation should develop collaborative competencies including working effectively in multidisciplinary teams; communicating with families and multiple professionals; sharing expertise and seeking input from colleagues; and contributing to positive organizational cultures (Li & Liu, 2022). 3. Address Stress Management and Sustainability Preparation programs should explicitly address burnout risks in special education and develop teachers' capacities for stress management, self-care, maintaining boundaries, seeking support when needed, and sustaining commitment despite challenges (Billingsley, 2004). 4. Develop Adaptability and Continuous Learning Orientations Special education requires continuous learning and adaptation as students' needs change and evidence-based practices evolve. Preparation should develop habits of professional learning, comfort with ambiguity and change, problem-solving skills, and growth mindsets (Woodcock et al., 2025). 5.6 Suggestions for Future Research While this study has contributed important knowledge about transformational leadership in NGO-operated special education schools, it also revealed several areas warranting further investigation. 5.6.1 Longitudinal Research Examining Leadership Effects Over Time Longitudinal research following schools over multiple years could strengthen causal inference by examining whether changes in leadership practices precede changes in outcomes, assess whether sustained transformational leadership produces cumulative benefits, investigate how leadership influences organizational adaptation and improvement over time, and examine factors that enable sustained implementation of transformational practices versus regression to less effective approaches (Ployhart & Vandenberg, 2010). Studying Leadership Transitions Research examining what happens when leaders change could illuminate leadership's importance by comparing outcomes before and after leadership transitions, identifying practices that sustain organizational effectiveness despite leadership changes, and understanding how transformational cultures can be institutionalized rather than depending entirely on individual leaders (Hallinger, 2016). 5.6.2 Multi-Method Research Integrating Quantitative and Qualitative Approaches Mixed-methods research could provide richer understanding by using qualitative methods to explore how transformational leadership practices are enacted in specific contexts, examining teachers' and students' lived experiences of leadership through interviews and observations, investigating mechanisms through which leadership influences outcomes that surveys cannot fully capture, and developing contextualized understanding of barriers and facilitators to effective leadership (Maxwell, 2012). Incorporating Multiple Data Sources Research using diverse data sources beyond self-reports could include direct observations of leadership practices and teacher-leader interactions; document analysis of organizational communications, policies, and strategic plans; student outcome data examining whether leadership influences student achievement and growth; and objective organizational indicators including teacher retention rates, funding stability, and program quality measures (Podsakoff et al., 2003). 5.6.3 Comparative Research Comparing Organizational Types Research comparing leadership and outcomes across NGO-operated, government-operated, and for-profit special education schools could identify how organizational contexts shape leadership practices and their effects, determine whether transformational leadership proves equally important across organizational types, and understand distinctive leadership challenges and opportunities in different contexts (Noman & Gurr, 2020). Cross-Cultural Research Studies examining transformational leadership in diverse cultural contexts could assess generalizability of findings across nations and cultures, identify cultural factors that moderate leadership effectiveness, and develop culturally responsive approaches to transformational leadership that maintain core principles while adapting to cultural contexts (Hallinger, 2016). Comparing Disability Categories While the current study found consistency across schools serving different disabilities, deeper investigation of whether leadership approaches should differ for different disability types, whether specialized knowledge requirements vary substantially, and how leaders balance general leadership principles with disability-specific expertise would enrich understanding (Villaver et al., 2024). 5.6.4 Investigating Mechanisms Examining Mediating Processes Future research should more fully examine mechanisms through which leadership influences outcomes, including measuring teacher self-efficacy independently to test Social Cognitive Theory propositions about self-efficacy mediation (Bandura, 1997); investigating other potential mediators such as teacher empowerment, organizational trust, and collective efficacy (Tschannen-Moran & Hoy, 2001); examining sequential mediation pathways where leadership influences proximal outcomes that subsequently affect distal outcomes (Hayes, 2018); and using longitudinal designs enabling stronger causal inference about mediating processes (Maxwell & Cole, 2007). Understanding Moderating Contexts Research should examine additional contextual factors that may moderate leadership effectiveness, including regulatory environments and policy contexts; community characteristics and stakeholder engagement; funding stability and resource availability; leadership preparation and experience; and organizational history and culture (Leithwood et al., 2020). 5.6.5 Intervention Research Evaluating Leadership Development Programs Intervention research could rigorously evaluate the effectiveness of leadership development initiatives through experimental or quasi-experimental designs comparing outcomes for leaders receiving different types of preparation; examining whether leadership development produces improvements in leadership practices and organizational outcomes; identifying program features associated with greatest impact; and assessing long-term effects of leadership preparation on career trajectories and sustained effectiveness (Hallinger, 2016). Testing Leadership Practices Intervention studies could test specific transformational practices through coaching interventions helping leaders implement particular practices with greater consistency and skill; examining whether improvements in specific dimensions produce predicted changes in targeted outcomes; comparing relative effectiveness of different transformational dimensions in particular contexts; and identifying implementation barriers and strategies for overcoming them (Bass & Riggio, 2005). 5.6.6 Examining Student Outcomes Linking Leadership to Student Achievement Future research should examine whether transformational leadership ultimately influences student outcomes, including academic achievement and growth; social-emotional development; post-school outcomes like employment and independent living; and family satisfaction with services. Such research would require multilevel longitudinal designs accounting for the many factors influencing student outcomes beyond leadership, but would strengthen understanding of leadership's ultimate educational impact (Leithwood et al., 2020). 5.6.7 Investigating Sustainability Understanding Long-Term Organizational Viability Given that sustainability concerns are substantial in NGO-operated special education schools, research should examine factors influencing long-term organizational survival and effectiveness, including following schools over extended periods to identify which institutions sustain operations versus close; examining financial management practices and their effects on sustainability; investigating fundraising strategies and their effectiveness; understanding how schools build resilient organizational cultures; and identifying policy supports that enhance sustainability (Sontag-Padilla et al., 2012). 5.6.8 Exploring Alternative Leadership Approaches Comparing Leadership Models While this research focused on transformational leadership, comparative research could examine whether other leadership approaches prove equally or more effective in special education contexts, including comparing transformational, instructional, distributed, and adaptive leadership approaches; examining whether different approaches suit different organizational challenges or developmental stages; investigating how leaders integrate multiple approaches; and identifying synergies and tensions among different leadership models (Hallinger, 2016). 5.6.9 Investigating Teacher Retention and Turnover Understanding Retention Mechanisms Given high attrition rates in special education, research should examine how leadership influences teacher retention through longitudinal studies tracking teachers over time to identify factors predicting retention versus turnover; investigating whether transformational leadership reduces attrition in special education; examining economic analyses of costs associated with teacher turnover and benefits of retention; and identifying leadership practices most strongly associated with teacher commitment and career longevity (Billingsley, 2004). 5.7 Conclusion This research investigated transformational leadership practices and their relationships with teacher job satisfaction, school climate, and organizational sustainability in NGO-operated special education schools in Malaysia. Through quantitative analysis of data from 174 participants across 30 schools, the study has generated empirical evidence demonstrating that transformational leadership substantially influences organizational effectiveness in these resource-constrained, mission-driven contexts. The findings revealed that transformational leadership is moderately prevalent in NGO-operated special education schools, with inspirational motivation most prevalent and individualized consideration least prevalent among the four dimensions. Strong positive relationships emerged between transformational leadership and all examined outcomes, with leadership explaining 45% of variance in teacher job satisfaction, 51% of variance in school climate, and 31% of variance in organizational sustainability. School climate partially mediated leadership effects on teacher satisfaction, and school size moderated leadership-sustainability relationships, with stronger effects in smaller institutions. These findings contribute to theoretical understanding by extending empirical support for transformational leadership theory to special education NGO contexts, demonstrating mechanisms through which leadership influences outcomes, and identifying which specific transformational practices matter most for different outcomes. The research also generates practical implications for school leaders, leadership development programs, organizational management, and policy development, with clear recommendations for enhancing leadership effectiveness. The study's limitationsincluding cross-sectional design, reliance on self-report data, sampling constraints, and measurement limitationssuggest appropriate caution in interpreting findings while not undermining the overall rigor and value of the research. These limitations, along with unanswered questions emerging from the findings, point toward productive directions for future research employing longitudinal designs, multi-method approaches, comparative frameworks, and intervention studies. Ultimately, this research demonstrates that leadership matters profoundly in NGO-operated special education schools in Malaysia. Leaders who articulate compelling visions inspiring commitment to meaningful missions, model ethical behavior building trust, encourage innovation and organizational learning, and provide personalized support addressing individual needs create conditions enabling teachers to sustain motivation and effectiveness despite challenges. These leaders shape positive organizational climates characterized by collaboration, professional growth, innovation, and shared commitmentenvironments essential for meeting diverse student needs. They also contribute to organizational sustainability by inspiring stakeholder engagement and support necessary for long-term viability in resource-constrained contexts. The importance of transformational leadership in special education extends beyond Malaysia to encompass universal principles applicable across diverse contexts. Students with disabilities deserve educational opportunities enabling them to develop their potential and participate fully in society. Teachers working to provide these opportunities deserve leadership that inspires, supports, and empowers them. Organizations serving these students and teachers deserve leadership that builds sustainable, effective institutions. This research has demonstrated that transformational leadership contributes substantially to these outcomes, providing evidence-based guidance for educational leaders, policymakers, and researchers committed to advancing special education quality and effectiveness. As education systems worldwide work to ensure that students with disabilities receive appropriate, high-quality services, attention to leadership quality becomes essential. This research demonstrates that investing in transformational leadership development, creating conditions enabling effective leadership practice, and supporting organizational sustainability in special education represents not merely an administrative concern but a fundamental commitment to educational equity and opportunity. When leaders inspire teachers, build positive climates, and sustain viable organizations, students with special needs benefit through receiving the consistent, high-quality educational services they deserve and that society has an obligation to provide.
