Exercise 1 Community Health Fair Organization (20 Marks)

Suppose that Scarborough Community Health Association (SCHA) is organising a Community Health Fair. It is
now March 19, 2024, and the festival will run on June 17, 2024. More details about this event are as follows:

The Event

This event aims to promote health and wellness awareness among residents by offering access to medical
screenings, educational seminars, and resources from local healthcare providers and organizations.
Anticipating attendance from hundreds of residents, the health fair promises to be a cornerstone event for
community health promotion.

Scarborough Community Health Association (SCHA)

As a community organizer at the Scarborough Community Health Association (SCHA), Sarah spearheads
initiatives to enhance community well-being. The SCHA, supported by local healthcare professionals and
volunteers, aims to foster a culture of proactive health management and prevention. Sarah seeks assistance
in planning and coordinating the upcoming health fair.

The skills of the team are as follows:

  • Sarah: Community organizer with event planning experience.
  • Mark: Healthcare professional specializing in health education and promotion.
  • Emily: Volunteer coordinator with expertise in recruiting and managing volunteers for community
    events.

Sarah has approached you and has asked you to create a detailed plan for the Community Health Fair
project.

Schedule Planning Activities

Prepare a written plan in Microsoft Word and associated technical scheduling plans (you are strongly
advised to use Microsoft Project) for the Executive Board. You must:

  1. Establish the project objective and make a list of your assumptions about the project.
  2. Prepare a list of the specific activities (at least 30 activities) that need to be performed to accomplish
    the project objective.
  3. Develop a work breakdown structure. This can be done in MS Project by cascading from the
    project to activities and assigning WBS codes. Include a few milestones.
  4. For each activity, assign resources.
  5. Create a network diagram that shows the sequence and dependent relationships of all the activities.
  6. Develop an estimated duration for each activity.
  7. Using a project start time of 0 and a required project completion time of 90 days (or 17 June 2024), calculate the earliest start, earliest finish, latest start, and latest finish times and total slack/float for each activity. If your calculations result in a project schedule with negative total slack/float, revise the project scope, activity estimated durations, and/or sequence or dependent relationships among activities to arrive at an acceptable baseline schedule for completing the project within 90 calendar days (or by 17 June 2024).Describe any revisions you make in the written report.
  8. Determine the critical path and identify the activities that make up the critical path.
  9. Using the responsibility assignments outlined in item 4 and the baseline schedule you developed in item develop a resource requirements table.
  10. Using the schedule above, estimate the cost for each activity.
  11. Determine the total budgeted cost for the project. Save this initial plan as Baseline
  12. Prepare a budgeted cost by period table and a cumulative budgeted cost curve for the project and present it in Microsoft Word.
  13. Assume that it is May 06, 2024. Three activities (you can identify them arbitrarily) are 70%, 80%, and
    60% complete while Baseline 0 indicates that they must have been completed. Some of the earlier
    activities (you can identify them arbitrarily) have been finished later or earlier than the initial plan. The
    actual cost of the project is $ 1700 higher than the Baseline 0. Create this situation in MS Project and save
    it Baseline 1.
  14. Create a tracking Gantt chart.
  15. Calculate CV, SV, CPI, SPI, PCIB, and TCPI.
  16. What is your forecast of the project cost at completion?

Exercise 2 Reducing Project Duration (10 Marks)

Choose a current (in progress) Australian project in the information systems sector. Otherwise, consider HGIT
project. Assume that you have been appointed as the project manager for your chosen project. Reviewing
the baselined project schedule, you notice that the project must be shortened by 5 months from what was
originally planned. (Your answer to the questions a-b should be at most 750 words combined).

  1. Review at least two possible methods for shortening your project (e.g., crashing, fast-tracking,
    overtime...) and propose the best method to use where you will keep costs to a minimum. What are
    the implications (advantages and disadvantages) of each method?
  2. Is agile project management suitable for managing this project and shortening its duration? Why or
    why not?

Case Study of Exercise 2: Hardening Government IT (HGIT) Initiative

The Australian Government will strengthen defences of its networks by centralising their management and
operation, including considering secure hubs.

Australias Cyber Security Strategy 2020

In August 2020, the government released Australias Cyber Security Strategy 2020 (the Strategy), which
invests $1.67 billion in cyber security. The Strategy sharpens Australias focus on protecting government
networks from the growing threat of malicious cyber activity. The Strategy outlines a large number of
initiatives to improve cyber security across government, business and the community. The HGIT Initiative
has been established under the Strategy to strengthen the defence of government networks. This includes
the development of the Cyber Hubs model to centralise the management and operations of government
agencies cyber monitoring, detection, and response capabilities.

Hardening Government IT (HGIT) initiative

The Australian Governments vision is to create a secure online world for Australians, their businesses and
the essential services on which we all depend. Under the HGIT initiative of the Strategy, cyber security
resilience is the focus as we transition to a digital society. We want Australian citizens to have confidence
that their data is safe and the systems they depend on are secure.

The DTA leads the coordination of the whole-of-government HGIT initiative in collaboration with partner
agencies including the:

  • Department of Home Affairs, which is responsible for cyber security policy co-coordination
  • Australian Signals Directorates Australian Cyber Security Centre, which provides cyber security
    technical advice
  • Attorney-Generals Department, as the owner of the Protective Security Policy Framework and
    privacy policy.

Cyber Hubs Pilot

As part of the HGIT initiative, a Cyber Hubs Pilot (Pilot) commenced in July 2021 and will be completed by
30 June 2023. The Department of Home Affairs, the Department of Defence, Services Australia and the Australian Taxation Office are pilot Cyber Hub provider agencies. They are each responsible for the design and implementation of their Cyber Hub. Pilot Cyber Hubs are testing services and an operating model necessary to improve the cyber security defences of agencies. The findings from the pilot will inform the design of a future whole-of-government Cyber Hubs operating model, subject to government consideration. The DTA leads the Cyber Hubs pilot in collaboration with Cyber Hub agencies and partner agencies.

Exercise 3 Explain scheduling on Video (10 Marks)

Create a Panopto video lasting no more than 5 minutes in which you explain to new project management
students time-constrained and resource-constrained scheduling techniques and compare them in terms of
project delivery performance domain and project planning performance domain by explaining their impacts
on the physical resources, procurement, delivery of value, quality, and suboptimal outcomes [10 Marks- 5
minutes long]. No script is required.
