Assessment for this unit/unit cluster is presented in two (2) Assessment Booklets. The following instructions apply to both Assessment Booklet 1 and Assessment Booklet 2

ASSESSMENT TASKS

The assessment is provided in Assessment Booklet 1 and Assessment Booklet 2. Both Assessment Booklets should be given to the participants at the commencement of the short course so that they are aware of the assessment expectations.

There are six Assessment Tasks to be completed satisfactorily by the participant in order to be deemed competent in this unit of competency:

Feedback on your completion of these tasks will assist you in identifying areas where you may need to continue to develop skills and knowledge prior to completing the Assessment Tasks in Booklet 2.

What do I have to do to be marked competent?

These assessment tasks are designed to demonstrate competency against the requirements as stated in the unit(s) of competency from the respective unit of competency documents. The requirements are outlined in the participant guide. These documents are available from training.gov.au or upon request to HIA.

Unless otherwise noted, all assessment tasks are open book.

Specific requirements for individual tasks are provided at the beginning of each assessment task.

All assessment tasks must be completed satisfactorily:

All questions must be answered correctly.

All project tasks must be completed.

All responses, unless specified, should refer to the legal requirements in your State or Territory.

HIA has a strict policy about submitting work that is not the participants own work (plagiarism). Please refer to the HIA Participant Handbook for further information about the HIA Cheating and Plagiarism Policy.

How much time will I be given to complete these assessments?

Assessment Task 1 is to be submitted at the conclusion of the final training session for this short course. It is a supervised assessment and work must be completed individually.

Assessment Task 2 will be conducted no later than 14 days from the final training session.

Assessment Tasks 3 to 6 must be submitted no later than 28 days from the final training session.

If additional time is required for submission, this may be negotiated by contacting the training co-ordinator no less than 3 days before the final submission date.

How will I know if Ive done it right?

All responses provided by the participant will be assessed by a qualified assessor with current industry expertise.

Feedback on each completed assessment task will be provided by the assessor.

What happens if I dont get it right?

In the following situations a participant will be given the opportunity to re-submit their assessment:

Incorrect, insufficient or missing answers to questions

Project tasks are incorrect or incomplete or do not address the requirements of the project

Where re-submissions have been requested, the final date for completion of the unit or cluster of units will be extended. The extra time allowed will be negotiated between the participant and trainer/assessor.

A maximum of two re-submissions will be allowed before the participant will be required to attend further training. Any further training required may incur additional costs to the participant.

How do I submit my assessment tasks?

The Participant Declaration must be read and signed prior to commencing any assessment tasks.

Assessment Task 1 Written Questions

Assessment Booklet 1 is to be submitted to the trainer/assessor at the completion of Assessment Task 1.

Assessment Task 2 Verbal Questions

The participant is not required to submit any documentation for Assessment Task 2 as this assessment task is conducted and results recorded by the trainer/assessor.

Assessment Task 3 Short Answer Questions

Assessment Task 3 is to be completed and submitted in one of the following ways:

Answers written in Assessment Booklet 2 provided.

Answers written in a separate document and hard copy sent via post/fax or electronic copy sent via email.

If submitted electronically the format must be one of the following: MS Word, MS Excel or Adobe PDF.

If submitted separately:

Each answer must be clearly labelled with the relevant question number.

Each page must be clearly labelled with a page number.

The cover sheet provided for Assessment Task 3 must be completed and attached.

Assessment Task 4 (and subsequent assessment tasks) Project Tasks

Assessment Task 4 (and subsequent assessment tasks) may be completed and submitted in one of the following ways:

Separate written document.

Electronic submission (MS Word, MS Excel or Adobe PDF format only).

Assessment Task 4 (and subsequent assessment tasks) will contain external documents that must all be submitted at the same time in one of the following ways:

Bound.

Corner-stapled.

In a plastic sleeve, envelope or folder.

Secured with a rubber band.

Each response must be clearly labelled with the task number it is responding to.

All pages must be clearly labelled with a page number.

The cover sheet provided for Assessment Task 4 must be completed and attached to all assessment documentation.

4.0ASSESSMENT TASK 4 SITE MANAGEMENT STRATEGY

Participant Instructions

Tasks 4.1 to 4.11 are project tasks relating to Project Management for Medium Rise

Construction that are to be completed outside the learning delivery environment.

Using the following scenario, write a report to the Project Director that describes your proposed site management strategy for the HIA Student Accommodation project. The report should cover all aspects of the site management of the project to enable the Project Director be confident that the project will meet that project KPIs and the companys organisational requirements.

Your report should cover roles and responsibilities of personnel (including an organisational chart), reporting lines and forms of communication. It will also include procedures for site meetings; WHS/OHS management; procedures for purchasing; process and responsibilities for management of on-site operations; creation of a Gantt chart work program; summary of modifications to this program and identification of the involvement of industry professionals to give advice.

SCENARIO

The HIA Student Accommodation project is a two storey commercial building of reinforced concrete column and slab structural frame. The building is clad with tilt panels and has a living roof membrane roof and ballast system on the structural slab. The building consists of student accommodation, retail areas and underground parking.

Note: Refer to the HIA Student Accommodation Plan Packs for the relevant areas of site establishment, footings, foundations, walls, floors and roof, retaining walls and access. Temporary structures may also be included in your site management strategy.

Identify the roles and responsibilities of all personnel that will be working on the project and what their duties will, be including communications with regulatory authorities. This would cover the following activities:

Scheduling of work tasks.

Preparation and implementation of sub-contracts.

Ordering of materials, plant and equipment.

Payments for materials plant and equipment.

Supervision of work quality and production schedule.

WHS/OHS/SOH.

Environmental management.

Dispute resolution.

For the personnel you have listed above, describe whom they would report to and what forms of communications they would use to report.

Draw an organisational chart to provide a visual representation of roles and responsibilities that would be used as a site and organisational communications tool.

Detail the procedures for site meetings including how often they would be held and who would be required to attend. Provide a sample agenda with your response.

Create Gantt chart works program for the project from the commencement on site to the completion of concrete tilt panels using the structural design indicated in revision A of the project drawings. The Gantt chart must include a breakdown of each step of the work tasks indicated.

Describe what modifications would need to be made to this program including identifying an estimated duration of the additional work to deal with the design changes in revision C of the project drawings and what strategies could be used to manage the project timeline. Include a revised Gantt chart to demonstrate the changes you would implement.

Identify which industry professionals would need to be involved to provide advice on the variations to the design drawings and what advice would be required.

5.0ASSESSMENT TASK 5 QUALITY SYSTEM REPORT

Participant Instructions

Tasks 5.1 to 5.5 are project tasks relating to Project Management for Medium Rise Construction that are to be completed outside the learning delivery environment.

This task uses the scenario in assessment task 4, the HIA Student Accommodation project is deemed to be quality assured, so you are required to develop a suitable quality system which utilises quality tools, methods and techniques.

You are required to write a report to the project director that describes your proposed site quality management strategy for the HIA Student Accommodation Project. The report should cover all aspects of quality management of the project to enable the Project Director be confident that the project will meet quality KPIs and the companys organisational requirements.

Your report should cover the differences in the concept of quality perception, quality assurance, and total quality management; identify key documents that define quality requirements; analyse work tasks to identify quality requirements, identify person to conduct the quality inspection, the documentation required, and the role of the higher authority in the process; describe methods to improve quality; and the importance of maintaining quality standards.

6.0ASSESSMENT TASK 6 PROJECT COST MANAGEMENT

Participant Instructions

Tasks 6.1 to 6.7 are project tasks relating to Project Management for Medium Rise Construction that are to be completed outside the learning delivery environment.

Using the scenario in assessment task 4 and following scenario update, the HIA Student Accommodation Project, the scenario update below and the Project Cost Breakdown Schedule and Work Breakdown Schedule found at the end of this assessment task, analyse the HIA Student Accommodation Project and prepare a cost schedule, cash flow forecasts and job completion cost report.

You will need to identify which personnel would prepare cost schedules and the supervision arrangements for this. You should prepare cost calculations; prepare a schedule of costs; analyse the provided work breakdown schedules, cost breakdown schedules and progress claim schedules; produce cash flow forecast schedules for each month; prepare monthly summary of estimates for income and expenditure; and identify project risk with inclement weather and costs for this risk. Finally you should prepare a final cost report which will address variations costs and identify the gross profit for the project in percentage terms.

SCENARIO UPDATE

Payment terms which you will use to create the forecast are as follows:

The Construction Contract allows for payments on completion of Progress Stages in accordance with the Progress Payment Schedule below. Payment terms are 30 days payment terms in accordance with the progress payment schedule.

The sub-contractors invoice at the end of each calendar month on the 28th day of that calendar month with 30 day payment terms. Sub-contract works with a duration less than 30 days will only be paid in a single invoice. Sub-contract works with a duration of more than 30 days will be paid in monthly progress payments based on work completed prior to the 28th day of each month.

The Progress claims are in accordance with the following schedule.

The project estimate includes a risk cost of $5,000 for inclement weather. The project has a liquidated damages clause of $2,000 per week. The original program is very tight and cannot be reduced any further even with the application of additional resources.

Using the organisational structure prepared for the report in Assessment Task 4, identify which personnel would prepare the cost schedules and how they would be supervised in the preparation of the schedules.

Prepare Cost calculations of hourly rate including overhead costs for site staff and sub- contractors.

Prepare a schedule of costs for all work items required to carry out the project including all sub-contract labour and materials contract packages. The Schedule of costs must include the following:

All site staff including employees and subcontract staff required for the duration of the project.

All site costs including site services, such as temporary power, lighting, water and site accommodation hire.

Identification of Cost Centres and Contract packages for each work item.

Inclusion the cost estimate for risk as detailed in the table at the end of this assessment task.

Analyse the Work Breakdown Schedules, Cost Breakdown schedules and progress claim schedule provided.

Produce cash flow forecast schedules for each month including the cost centres and sub-contract packages allocated for the work task items and expenses.

The schedules must identify all monthly expenses including weekly payments to site staff and sub-contractors and all overheads for the site. The costs used for site staff must correlate with the site structure provided in assessment task four and the cost rates calculated in 6.2.

The schedules must also identify the monthly cash surplus or shortfall as well as a cumulative surplus or shortfall.

Prepare a monthly summary of estimates for income and expenditure for the project.

Prepare a schedule of the total income and expenditure on a monthly basis and identify overdraft requirements for each month.

Graph the expenditure into an S curve diagram to demonstrate resource expenditure.

Graph the project payments income onto the expenditure S curve diagram to identify the overdraft requirements. Explain how this graph demonstrates the overdraft requirements.

Identify project risks associated with inclement weather and provide cost calculation for 10 days of weather delays. Compare the cost calculated and comment on the comparison with the risk cost estimate.

Prepare a final cost report for the project using the actual expenditure figures provided below and include the costs for Site labour as calculated in your response to 6.2.

The report will include a comparison between the estimated and actual costs as well as the variations to costs as identified below.

Your report should include an overall project cost summary, comparison of all Labour expense, site costs and charges, risk and sub-contract work package items for the project and comparison for estimated and actual costs for each cost centre.

The concrete formwork contract for the structural frame and core has a rise and fall clause in it allowing for inflation. Inflation has averaged 4.2 % per annum over the contract period.

There has been a second variation at the commencement of the project for revision C of the structural drawings. The estimate for the additional structural concrete works was $37,636.36. This was provided to the client as a firm quotation before the works commenced. When piling works are completed, the actual cost per pile is $1,250. The works have added 4 Weeks to the program.

Identify the gross profit for the project in percentage terms and compare this with the companys business plan to achieve a 10% gross profit on each project. Comment on areas where improvements in financial outcomes may be made.
