Assessment for this unit/unit cluster is presented in two (2) Assessment Booklets. The following instructions apply to both Assessment Booklet 1 and Assessment Booklet 2

There are 6 Assessment Tasks to be completed satisfactorily by the participant in order to be deemed competent in this unit of competency:

Feedback on your completion of these tasks will assist you in identifying areas where you may need to continue to develop skills and knowledge prior to completing the Assessment Tasks in Booklet 2.

What do I have to do to be marked competent?
These assessment tasks are designed to demonstrate competency against the requirements as stated in the unit(s) of competency from the respective unit of competency documents. The requirements are outlined in the participant guide. These documents are available from training.gov.au or upon request to HIA.
Unless otherwise noted, all assessment tasks are open book.
Specific requirements for individual tasks are provided at the beginning of each assessment task.
All assessment tasks must be completed satisfactorily
All questions must be answered correctly
All project tasks must be completed
All responses, unless specified, should refer to the legal requirements in your State or Territory.
HIA has a strict policy about submitting work that is not the participants own work (plagiarism). Please refer to the HIA Participant Handbook for further information about the HIA Plagiarism, Collusion and Cheating Policy.
How much time will I be given to complete these assessments?
Assessment Task 1 is to be submitted at the conclusion of the final training session for this short course. It is a supervised assessment and work must be completed individually.
Assessment Task 2 will be conducted no later than 14 days from the final training session.
Assessment Tasks 3 to 6 must be submitted no later than 28 days from the final training session.
If additional time is required for submission, this may be negotiated by contacting the training co-ordinator no less than 3 days before the final submission date.
How will I know if Ive done it right?
All responses provided by the participant will be assessed by a qualified assessor with current industry expertise.
Feedback on each completed assessment task will be provided by the assessor.
What happens if I dont get it right?
In the following situations a participant will be given the opportunity to re-submit their assessment:
Incorrect, insufficient or missing answers to questions
Project tasks are incorrect or incomplete or do not address the requirements of the project
Where re-submissions have been requested, the final date for completion of the unit or cluster of units will be extended. The extra time allowed will be negotiated between the participant and trainer/assessor.
A maximum of two re-submissions will be allowed before the participant will be required to attend further training. Any further training required may incur additional costs to the participant.
How do I submit my assessment tasks?
The Participant Declaration must be read and signed prior to commencing any assessment tasks.
Assessment Task 1 Written Questions
Assessment Booklet 1 is to be submitted to the trainer/assessor at the completion of Assessment Task 1.
Assessment Task 2 Verbal Questions
The participant is not required to submit any documentation for Assessment Task 2 as this assessment task is conducted and results recorded by the trainer/assessor.
Assessment Task 3 Short Answer Questions
Assessment Task 3 is to be completed and submitted in one of the following ways:
Answers written in Assessment Booklet 2 provided
Answers written in a separate document and hard copy sent via post/fax or electronic copy sent via email.
If submitted electronically the format must be one of the following: MS Word, MS Excel or Adobe PDF
If submitted separately:

Prior to sending any assessment work, make and keep a copy of your work as HIA will not accept responsibility for work lost in transmission.

What if I dont agree with the assessors decision?
Where the participant does not agree with an assessment decision they are able to lodge and appeal. Please refer to the HIA Participant Handbook for further information about the HIA Assessment Appeals Policy.

Questions 2.1 to 2.8 are verbal questions relating to Project Planning for Medium Rise Construction that will be asked individually of each participant.
The assessment task will be either face to face or telephone.

Assessment Task 4 ON-SITE CONSTRUCTION WORK
Participant Instructions
Tasks 4.1 to 4.7 are project tasks relating to Project Planning for Medium Rise Construction that are to be completed outside the learning delivery environment.
This assessment task will require you to write a report detailing what is involved in the planning strategy for the HIA Student Accommodation project.
Your report needs to cover all aspects of the planning process, including the appraisal of contractual documentation, the initiation of strategies and the delegation of operations, what is involved in a project schedule, procedures for amending the plan, provisions of all resources, and the review of existing on-site structures and how to create an effective work environment.
Participants should provide their submission in a separate document either electronic or hard copy.
Documents should be formatted neatly and presented in a clear and sequenced manner consummate to requirements of construction professionals.
Participants must include in the submission:

ScenArio
The HIA Student Accommodation project is a two storey commercial building of reinforced concrete column and slab structural frame. The building is clad with tilt panels and has a living roof membrane roof and ballast system on the structural slab. The building consists of student accommodation, retail areas and underground parking.
Note: Refer to Working Drawings Sheets A01 to A10 and S01 to S08 for the relevant areas of site establishment, footings, foundations, walls, floors and roof, retaining walls and access. Temporary structures may also be included in your site management strategy.
Appraise the contractual documentation.
Determine what initial approvals were required for the project.
List the Contracts available and recommend a suitable choice for the works.
Identify the changes between the architectural drawings Issue A and Issue C and the difference between the two Structural S drawings Design and Construction. Suggest reasons why these changes were made.
Nominate what construction specialists are likely to have been consulted.
List any regulatory authorities that may have to give new approvals for the changes.
Research the internet for suitable contractors for the additional work (name two possible contractors).
Research where the materials for the additional work could be sourced (name one supplier).
Use the Site Plan provided to show the access points and location of temporary site accommodation listed: offices and crib rooms, on-site communications, portable generators and lighting, power poles, and toilets.
List the statutory authorities relevant to the Project, and their contact details
Initiate strategies and delegate operations.
Create a WBS for the project.
Identify what resources will be required to carry out the project.
How will these be controlled when they arrive and leave the site?
How will OHS/WHS compliance be ensured, in particular risk and hazard management?
What return to work policies and procedures will be in place before work on site starts?
How will exist services to the site be identified and how will they be removed?
What procedures will be in place if the organisation is controlling multiple sites?
Prepare a project schedule from the from the previously created WBS indicting the work tasks required, work task sequence, duration of the tasks, task dependencies. Create a Gantt chart for the schedule and identify the critical path of the project schedule.
Identify the procedure for amending the project schedule if other projects are undertaken and Identify strategies for avoiding and overcoming delays in the Project.
Ensure provisions of all resources for the Project.
Create a time line for identifying on-site plant requirements, possible location, and any installation lead-times that will need to be considered.
Create a site personnel register indicating roles and responsibilities for all site staff and personnel identify any gaps that may be filled from external sources.
The review of existing on-site structures.
Provide a dilapidation report for the project site which identifies the condition of all structures which are to be retained and which are adjacent to the site.
Create a list of relevant stakeholders who should receive a copy of the dilapidation report prior to work starting on site.
Supervise staff to create an effective work environment.
Provide a diagram showing your organisations structure of control, and which identifies the organisations hierarchy

You are required to develop a Safety Management Plan for the Student Accommodation Project.
You will need to determine appropriate information and data and how that information is used, demonstrate knowledge of the various steps of a Safety Management system, including stakeholder input, application of standards, effective communication and consultation procedures, obligations of various duty holders and analysis of workplace structure including treatment and control measures of WHS/OHS policies and procedures.
ScenArio
Determine what information and data will be required to ensure a systematic approach is being developed.
You will need to identify the legal framework for your jurisdiction.
List Standards (Australian and International) that will be used and relied upon and state how these will be used.
Nominate any other sources of information (external and internal) which may assist in the development of the plan.

How can it be changed if needed?
Demonstrate knowledge of the development of a Safety Management System and the application of AS 4801:2001 Occupational health and safety management systems. Identification of the various steps in the process.
Identify stakeholder input for hazard and risk identification and how will effective communication and consultation be achieved with the various individuals and parties on the project. Demonstrate your knowledge of stakeholder perception and how it could impact on the project.
Apply Standards (Australian and International), Handbooks, and the Codes of Practice to determine the context for the site specific safety management system.
Develop an effective communication and consultation plan identifying stakeholders, their needs, the frequency of communication, and the type of communication.
Identify the various duty holders (identified in the legislation in your area) and what are their various duties and obligation under the safety legislation in your jurisdiction.
Analyze workplace structure and any site specific factors which should be considered.
Identify any treatment and control measures for risks and hazards including what treatment options will be considered with reference to the relevant Standards, Handbooks, and Codes of Practice. How will the WHS (OHS) MS be applied?
Review and monitor WHS/OHS policies and procedures you will need to identify how the Plan will be implemented and recorded, how will success or failure be recorded.
Identify any areas of concern within the Student Accommodation Project regarding working at heights.
Identify any areas of concern within the Student Accommodation Project regarding plant and equipment e.g. Mobile cranes etc.

Assessment Task 6 Manage The Project Risk
Participant Instructions
Tasks 6.1.to 6.6 Are project tasks relating to Project Planning for Medium Rise Construction that is to be completed outside the learning delivery environment.
Develop a Risk Management Strategy for the supply, delivery, storage and installation of the concrete panels for all external faces of the complex.
The Risk Management Strategy will be completed as a report format with both construction elements and personnel duties included.
Points of Note
Site Planning Schedule will be followed:
Tilt panels will be delivered to site as per the construction schedule and the WBS.
Tilt panels will be stacked where applicable in readiness for lifting.
Mobile crane driver and dogman will be required for all lifts.
Traffic management will be enforced during deliveries.
All panels will be connected to the structure by trained personnel working from mobile scissor lift scaffolding platforms.
Establish the project context by determining what the project risk is, what methods are used to identify, categorise and classify the project risks and what standards will be used to later identify project risks.
Create a planning matrix which will identify the role of leading stakeholders and include their responsibilities, method of communication, how they will be consulted, frequency of communication, and when (phase) will communication and consultation be required
Analyse the project risks by determining the potential risk criteria and what risk ranking system will be used. Explain how the principal of delegated authority will be planned into the analysis procedure and how stakeholder expectations will be used to determine risk priorities. Prepare a risk register and explain its use in the risk management plan.
Establish risk treatments and controls by identifying and documenting any existing risk controls in the project plan, and determine and record what risk treatment options may be available within the project context. Nominate any stakeholders who may be consulted for treatment options and record any input they can make. Identify project team members and their planned responsibilities. What research tool would help identify any trends in the success or failure in the implementation which would indicate further areas for improvement.
Monitor and control project risks by monitoring the implementation of your plan and develop an ongoing risk review process that will identify new risks and trends in the dynamic construction environment. How will the project respond to these new risks? Identify areas for improvement and suggest a process to modify your plan in a changing environment. Nominate a time frame and process for review of your plan.
Assess the risk management outcomes by reviewing the plan and determine how lessons learned will be captured and recorded, how records will be kept and transmitted to future projects, and develop a template that will be used to record team comments and feed-back.
