2: Requirements identification

The need to design a national integrated healthcare information system in Australia comprises various issues and challenges concerning the requirements elicitation and analysis process. One significant attribute is the traditional apprehension among federal government stakeholders for migrating from traditional systems to a state-of-the-art integrated system. Such hesitance can result from a variety of factors that involve the integrity and reliability of new systems, thereby creating issues relating to the determination of an all-inclusive set of requirements for the new system (Bestaieva & Altynpara, 2024). Moreover, dealing with a highly diverse healthcare sphere in Australia, with the different states' regulations and infrastructures in place, it is difficult to gather all the requirements.

One key factor in addressing the needs of different stakeholders, such as healthcare providers, patients, and the government, is the need for extensive consultations. Each organization has its own unique needs, and it is crucial to gather good input from stakeholders to ensure their needs are met (National Academies Press, 2010). This is particularly challenging for Health Net Solutions, which has no prior direct experience in the Australian market and the healthcare sector.
However, potential problems, namely data compatibility and protection, have to be taken into account during the requirements analysis stage. This is important for the sharing of data between the different healthcare entities because it will lead to efficient patient care but might be of concern due to privacy compliance issues (J et al., 2023). These features must be fully understood to fit the stakeholders' demands and comply with the legal norms, as well as Health Nets specialization in healthcare technology.

3: Approach the project scoping to meet the stakeholder

Concerning the project scoping for the national integrated healthcare information system, considering the following will be essential; hence, undertaking the project strategically would be critical. Much of it has to do with deciding where the project's boundaries are or should be; this is then coupled with the level of need that other stakeholders, such as governmental organizations, hospitals, and patients, have (Lalani et al., 2023). Getting a network of these groups is essential to extract their perception of the event and make necessary adjustments.

One risk may be Change Resistance, where key influential members of society resist change and prefer to stick to the old-fashioned ways (Mirza et al., 2024). To this, some approaches will have to be outlined as follows: This will imply that top management has to communicate effectively, especially when presenting issues in an integrated system, and explain how these will improve the quality of patient care and organization of work (Adbheadhoncho, 2024).

It is another issue where a specific project's goals must match HealthNet Solutions' potential and strategic directions. Since HealthNet is a relatively new player in the Australian market, such factors as regulations and operational practices will dictate the scope of activities for further investigation. This includes factors such as data privacy laws and compatibility standards, which could vary widely. Moreover, the issue of resources will have to be addressed; ensuring adequate funding for stakeholders' cooperation and management of the project will be crucial here. Thus, the problems mentioned above can be prevented from arising when the project is planned and executed with careful attention to communication with the stakeholders.

D: Reflection

In this connection, I employed Gibbs model of reflection to ensure that I think systematically when considering how parts 1) and 2) have been developed.

  • First and foremost, I focused on identifying and analyzing the national integrated healthcare information system project requirements. I recognized the crucial role of the project team in identifying the stakeholders requirements, especially in the face of opposition to moving from traditional systems.
  • As I delved into the topic of stakeholder engagement, I was filled with excitement and a touch of apprehension. The potential benefits for patients are immense, but the discussion also revealed the diverse demands and regulations of various stakeholders.
  • I assessed the need for effective communication and ongoing interaction and involvement with the stakeholders. I understood that I had to deal with their concerns regarding the new technology in order to obtain the correct requirements. Moreover, I understood HealthNet Solutions inexperience in the Australian market might challenge this scenario.
  • This led me to conclude that it is essential to adopt a strategic outlook when scoping projects. Consulting the critical stakeholders initially and implementing a sound change management process would defeat resistance to change and define the project scope.
  • My extensive project management experience helped me realize that those challenges could be effectively managed. At the same time, I realized that more research is required regarding local rules and standards to better match stakeholders expectations.
  • For the further action plan, it is necessary to focus on effective communication with all the stakeholders and investigate Australian legislation in the healthcare sphere. This self-reflection has helped me gain knowledge that will help me in the next steps of the project as I build the rest of the project outputs.
