Operation Golf Classic

INTRODUCTION

You are a security consultant who has been tasked with providing security risk management advice and costing estimates to your client for a golfing tournament called the Golf Classic. Your client will also engage you to continue planning and ultimately have you run the security operation at this major sporting event.

After completing your report for your client, you will also be required to develop an Operational plan for providing security for the event. So you should consider approaching this assignment in two phases.

Phase one: Security and Risk analysis for the Golf Classic event.

Phase two: Develop Operational Orders for the Golf Classic event your orders should reflect your security and risk analysis by the way you develop your contingency plans for what could go wrong. This is reflected in the Coordinating instructions (3.2) of your Operational Orders (see example).

Briefing:

Your client is the Maylands Golf Club who will be shortly hosting the prestigious Golf Classic tournament. The course manager is Nigel Williams, an experienced golfer and tournament director.

The Golf Classic will be held over four-days from X-X, 200? and with play being underway from 10.00am daily. Your security risk assessment is to include the preceding 24 hours to the event, involving protection of the golf course, clubhouse and surrounding buildings/assets within the site (Bump-in), and also the 24 hours post event (Bump-out).

Nigel's main concern in relation to the tournament is about access control and security to golfers and officials. Specifically, Nigel requests that you address the areas below from an access control perspective. Obviously, these areas below are of concern to your client; however, in your risk assessment do not fail to examine all potential risks. For the purpose of your report please show risk analysis for at least six threats/hazards, but no more than twelve (12).

The budget for security services for the event is $100,000. If you feel you need further funding, then simply prepare your budget and quote for that amount and it will be considered. (Craig Mackellar craig@paragontraining.com.au).

You may use your discretion in terms of staffing but it is expected that you will use your resources efficiently and effectively.

Factors to be considered.This is by no means an exhaustive list but it does cover some of the important factors that would need to be considered in an event such as this.

 

Venue

 

  • The site will be accessible through three entrances;
  • Entry will be available only to valid ticket holders with tickets being on sale prior to the event and from one gate at the venue on the day;
  • No alcohol or video cameras are to be brought into the venue. However, there is no legal or public interest in preventing the public from bring in mobile phones;
  • Security personnel are to be posted at each entrance;
  • The venue will require perimeter fencing to prevent unauthorized access, however this is not a cost to your security budget. Temporary perimeter fencing will be a cost for the Bayswater Shire Council.
  • Car park areas will not require patrols/surveillance as this is not on your scope of works.

 

Pro-Shop

 

  • Pro-shop will be open to members of the public and will require one to two security officers to maintain access and exit control. It will be a condition of entry that all bags are searched on the way in.Although the Pro-shop holds lots of assets; for this operation you will not do any risk assessment on any of the buildings in terms of security alarms, doors, windows, lighting, fire sprinklers, etc.  Just focus on the four-day event.

 

Clubhouse

 

  • Access to clubhouse (tavern) will be for players and event staff only
  • Staff/players must show a valid players pass/ID card
  • Security personnel required in clubhouse to protect property and players equipment

 

Tees

 

  • Access to tees is to be restricted to players and caddies only
  • Players and caddies must possess suitable pass/ID card (for caddies bibs, vest, etc)
  • Security personnel required at tees and exits from the greens

 

Practice areas

 

  • Practice areas consist of chipping and driving ranges
  • These areas will be required to be roped off
  • Guarded?

 

Command post

 

  • Equipment
  • Staffing
  • Communications operators
  • Posting of SOPS, Operational Orders, etc.

 

Sponsors marquees

 

  • Access to marquees is to be controlled via ID pass.
  • 1-2 security personnel will be required to perform this task.

 

First aid

 

  • Access to first aid facilities is to be restricted to first aid/security personnel
  • Levels of medical assistance available to be determined and examined.
  • Security personnel involvement?
  • Who is providing medical attention?

 

High Profile Players and VIP

 

  • 3 high profile players will be competing in the tournament
  • These 3 players will require close personal protection (CPP)
  • CPP personnel will be required to maintain unarmed, relatively close proximity protection
  • CPP is required throughout tournament whilst on fairway, as well as prior to and after play until stood down

 

Communications Logistics

 

  • Radios and mobile telephones (Channels and numbers to use)
  • Staff Rosters (Emergency availability, staff levels, meal breaks)
  • Occupational Health Safety (Sun-cream, protective clothing, uniforms, water, etc)

 

AIM

 

Your aim for Phase One is to conduct a risk assessment of the event and prepare and provide a professional report detailing security and risk management issues as they relate to the preparation for and running of the Golf Classic tournament at the Maylands Golf Club, as requested by your client.

Phase Two of Your Operation will involve you developing an Operational Plan utilizing the SMEAC model for the provision of security duties for the event.
