ABC Steel Engineering is a steel fabricating company located on the edge of the city. They specialise in the fabrication of steel products for the agricultural, construction and mining sectors as well as for the housing industry. They also make made-to-order pieces of equipment and machinery. They operate from a large purpose-built facility with three factory workshops and employ about 100 workers.
ABC Steel processes include:
Design
Plate rolling & machining.
Hole punching, cropping & drilling.
Sheet and Plate cutting (laser, plasma, oxy-acetylene, bandsaw, guillotine)
Welding
Structural fabrication Industrial metalwork
Stainless steelwork
Light fabrication
Industrial corrosion prevention (abrasive blast cleaning and priming)
Finishing services (galvanising, electroplating, powder coating & architectural paint finishes)
They work with all forms of metal products including beams, columns & lintels, angles, squares & rounds, pipes, SHS (square hollow sections) & RHS (rectangular hollow sections), flat bars & plates, grating & mesh produced from mild steel, stainless steel, and aluminium and are adept at producing high-quality products including large projects (such as hoppers and silos, gantries, platforms, structural steel) or smaller projects (such as security grills, handrails, brackets, ladders, and gates).
Most of the plant and equipment in use at ABC Steel engineering is adequate although some pieces require maintenance. Examples of plant and equipment in use include:
Overhead gantry crane with a 50-tonne lifting capacity.
Guillotine, punches, profile cutters, milling machines.
Folder
250-tonne press brake Forklifts
Heavy-duty rollers
Oxy acetylene cutting equipment.
Grinders, welding equipment
All other equipment needed for steel fabrication
At times the company travels to off-site projects and take their own equipment with them
which can include:
Container for storage
Mobile workshop
Elevated work platform (EWP)
Lifting equipment and rigging equipment Scaffolding
Forklift
Mobile pick and carry crane 11 tonne
ABC Steel has been in business for several years and in that time, they have seen their company grow both professionally and financially. They have a good rapport with most workers and a lot of them are long-standing employees. They have just taken on 10 immigrant workers who are new to the country. These workers tend to stick to themselves and do not speak much English although their job skills are good, and they are quick to learn by watching others.
One area of the business that needs attention is work health and safety. ABC Steel has had its share of incidents both minor and serious over the years and given the nature and hazards associated with the work it is surprising that injury rates have not been higher.
You have been employed at ABC Steel as a WHS assistant to help assist with the establishment of a WHS management system for the company and to evaluate the overall needs in relation to workplace health and safety.
At this point in time, there is an absence of commitment and budget towards WHS and there is also a lack of understanding of WHS legislation. A WHS policy is in place but has not been integrated into work practices, workplace safe operational procedures are few and far between and injuries and incidents are only recorded if a compensation claim is made. They do have a WHS Manual within their document system, but it is not being utilised and there has never been an audit of their WHS systems. There are no regular WHS meetings, no elected HSRs and no established WHS committee. Evacuation and emergency chemical drills are not practised and there is no health monitoring within the workplace.
The Human Resources Manager, Michelle Baxter, has designed a mentorship program around WHS and Factory 2 Supervisor Norm Smith is a certified WHS trainer and assessor but neither of these functions is being utilised.
As well as helping to rectify the problems outlined above, you will also be required to; assist with effective WHS organisation of chemicals; collect and evaluate workplace hazardous conditions; investigate incidents and file reports on any serious injuries that may occur as well as develop workplace safety alerts.
As WHS assistant, your duties also include helping with producing comprehensive action plans, reports that outline major areas of concern as well as recommendations to help get ABC Steel back on track with its health and safety obligations.

Instructions to Candidates
Assessment 3 is related to the concepts of WHS consultation and training requirements. The assessment contains 22 questions and is in two parts.
Part One is dedicated to Consultation and includes a staff meeting role play as well as written questions and comprehensive reports. Part Two is related to training requirements and includes completion of a training matrix, research activities as well as written questions.
The assessment involves the scenario - ABC Steel (on pages 6 - 8)

Scenario- additional information
Management has asked you to help ABC Steel gain an understanding of their obligations surrounding sharing health and safety information and to initiate changes to meet these obligations.
At this point the facility has a general workplace meeting about once a month in the yard, weather permitting, with all employees invited to attend. This meeting is not generally well attended, and it is often not very health and safety-focused as all business items are discussed. Workers generally do not speak up as it is felt that this meeting is holding up production.
When a health and safety issue is found, it is generally reported to a supervisor who sends the issue to management where it is generally lost, misunderstood, or ignored. Because of this, workers are generally disengaged in talking about health and safety as nothing seems to change.
As a health and safety assistant you will be required to contribute to implementing WHS consultation and participation processes by demonstrating your ability to;
Communicate and share WHS information and data
Implement WHS consultation and participation processes
Provide feedback on consultation processes and,
Contribute to improving WHS consultation and participation processes

3.23 Consultation - Training, Coaching and Mentoring Research Report
You have just had an informal meeting with a range of workers from all areas of ABC Steel in the lunchroom. They have raised concerns that the organisation is not consulting correctly with workers and that there is no training or mentoring for WHS. This is leading to confusion and misinformation about WHS processes. They are all concerned someone could be hurt if this is not rectified soon.
You forwarded this information to the WHS Manager and she has asked you to help ABC Steel identify how this situation can be improved and which external training options, as well as any internal coaching options, be available to help establish consultation streams that meet WHS legislation requirements.
With reference to the information above and regarding the Scenario and Organisational chart on pages 6 8, complete a report for the WHS manager that includes your suggestions for;An introduction (what the report is about and why it has been written)
Appropriate WHS consultation external training options (descriptions of what training may be applicable)
Who would be applicable to receive training (identify position titles from within the ABC Steel)
A suitable organization where that training can be obtained (including the name of the organisation, address, web address, cost of training, duration of the training, certificate/accreditation achieved)

Internal coaching options for consultation (the type of coaching as well as who will lead the coaching sessions and typical resources that will be needed for the coaching session)
Finally, describe who could be deployed to organise mentoring for workers at ABC Steel regarding WHS and what mentoring options could lead to.
A conclusion (with your recommendations for establishing training, coaching and mentoring at ABC Steel and why you believe it would be beneficial for the company)
