BACKGROUND
You are a Project Manager working forMaternity Stream International Pty Ltd(MSI).MSI is a small to medium enterprise based out of Perth in Western Australia (WA), but we have some staff located in Rockingham and Mandurah as well. Up to this point, MSI is focused on health service delivery solutions to WA Health.
AsidentifiedbyCapasso(2024),thereisagrowingtrendinincreasedICTusefortheprovisionofmaternity services.WAiswellplacedfromanetworkandinfrastructureperspectivetoleverage thistrendinsupport ofincreasedpopulationgrowthfromtheminingsector.Also,thepopulationinregionalWAhasincreased and hence varying and diverse health needs. It is the hope of WA country health service that remote communities, Aboriginal and culturally and Linguistically Diverse (CALD) people access various health servicesthatmeet uniqueandculturalneeds.Asmanystakeholdersexplorepossiblesolutions,MSIwants toconsiderasolutionthatenablesvirtualhealthcareforallpeopletoaccessurgentcare,accessspecialised care, and access key maternal services from home, hence reducing the need to travel.
Increasingly,theadoptionofHealthcareSoftwareasaService(HealthcareSaaS)isseeninmanyhealthcare entities as an option for providing services over the Internet. The implementation of a SaaS solution for maternity care can provide expectant mothers an alternative avenue to connect with their treating team. Health organisations use cloud-based software solutions to enhance accessibility to healthcare services across regions. Intended use cases for this solution include:
- Telehealth: enable remote/virtual consultations and remote patient monitoring, expanding access to care and improving patient convenience
- Appointment Scheduling: help healthcare practices manage appointments and other administrative tasks
- Billing management and other claims
- Data analytics: helps healthcare organisations analyse patient data to identify trends, improve care strategies, and optimise operations.
- Health information management and exchange: help labs manage samples, track results, and ensure quality control.
Withthissolution,MSImustensurethatSaaSprovidershaverobustdataprotectionmeasuresinplace.The organisation must ensure that SaaS solutions comply with strict regulations to protect patient privacy.
Given the level of interest in the product, additional stakeholders are forming to establish a more scalable business for expansion into other Australian markets.
The proposal put to the MSI Board involves theimplementation of a Healthcare SaaS1platform MaternityStreamSystem(MSS)tosupportinformationexchangeinthedeliveryoffourcriticalmaternity services, including pathology, imaging, pharmacy, and telehealth. The preliminary intent is to roll out a one-yearPilotProjectthatwillestablishthe MaternityStream System(MSS)foundation andthen expand onthisthroughthefollowingprojectphases.However,forthemoment,thefocuswillonlybeonthePilotProject.
TheMSIChiefInformationOfficer(CIO)(MrBenDover)isthedelegatedProjectSponsor,andhewillbe reportingdirectlytotheMSIChiefExecutiveOfficer(CEO)(MrsDonnaJenner).Youhavebeenselected astheProject Manager.Thismeansthat youareresponsibletotheCIOforimplementingandoverseeing thePilotProjectfrominitiationtoclosure.Ifthepilotprojectissuccessful,theintentisforyoutoassume the role of project manager for the following phases.
As a first step, you will need to develop key project initiation and planning materials for theBoard's approval (Stage Gate Approval for the Business Case See project timeline provided).These materials must deliver clarity regarding the business case and outline how the project can be implemented successfully(if approved) some of the materials to develop include a project charter and project management plan see details in Assignment 1 Information Sheet.
THEPROJECT
Theobjectivesoftheproject
The aimofthis project is tocreateastable, secure, effective, scalableand user-friendlymaternityservices solutionthatenhancestheprovisionoffourservicestoexpectant
mothers the target services include pathology, imaging, pharmacy and telehealth (remote patient consultations). MSS is a SaaS-based clinical information system2aimed to serve clients in Perth, RockinghamandMandurah.Thesystemwillallowalliedhealthstaff toaccessresources,attendvirtualmeetings,serviceregionalpatients, and engage inpatient-reportedoutcomemeasures deployed overthe Internet.
TosupportMSIsystems,youwillneedtoimplementarangeofother elements.Apreliminarytechnicalarchitecturehasbeendeveloped
for this system.This architecture and some descriptions of key system elements are available throughthe LMSundertheAssessment Informationheading.Youwill needto ensurethat you understand the project deliverable, MSS architecture, and proposed project timeline.
Considerations and regulatory requirements include patient data privacy, security protocols, and identity and access management.
Key issues to be addressedToimplementthisproject,thefollowingimportantissueswillneedtobeaddressed:
- A "Healthcare SaaS" refers to a cloud-based software application specifically designed for the healthcare industry, allowing healthcareproviderstoaccessandmanagepatientdata,clinicaltools,andadministrativefunctionsthroughaninternetconnectioninsteadofrelyingonlocal servers, typically accessed through a subscription model; essentially, it's a software service tailored to healthcare needs hosted on thecloud.
- Aclinical information system (CIS)is a computer-based system used in healthcare settings to collect, store, manage, and readily accesspatient data like medical history, lab results, imaging studies, medications, and clinical notes, allowing healthcare professionals to makeinformeddecisionsatthepointofcareandstreamlineworkflowsbysupportingtaskslikechartingandmedicationadministration;essentially,it's a digital platform that centralises patient information for optimal clinical decision-making.
- The Board is still not convinced that this will be a feasibleThe materials that you provide in this Assignment will, therefore, have to be detailed and convincing, or you may find yourself out of a job.
- You, as the PM, will need to engage one or more experienced contractors who can coordinate/implement this solution under our control. This identification and selection of contractors will be a high priority for your efforts. When conducting this selection process, it is recommended that you implement aweightedanalysisapproachasapartofaRequestforTender (RFT) preparation process.This weighted analysis approach will be discussed later as this is criticalintheselectionofasuitableSaaSproviderandother Third-Partyproviderstoworkonthis
- MSIisnotadedicatedtechnologyConsequently,settingup integratedsystems is beyond the capabilities of MSI.For this reason, outsourcing will be important.Tip: a weighted analysis will need to be conducted to choose the most suitable SaaS provider
- You may also want to think about aspects such as leasing infrastructure and other equipment, if needed, to help minimise up-front costs.
- At the end of the project, we will need to ensure that MSIcan maintain and manage the maternity servicesplatformitcreatedwithoutthe ongoingsupportoftheprojectThiswillbeachieved via a project to support the (P2S) handover process. NB: This is where the SME will provide a handover to the in-house IT support team. This may mean that we need to bring skills and IntellectualProperty(IP)intothecompanyorsetupreliablerelationshipswithotherorganisations, who can do this for us.

Assumptions
