Scenario: Sheffield City Region has issued an Invitation to Tender to seek bids from experienced tourism consultants to develop a tourism strategy for South Yorkshire for the period of 2021-2025 (see below for an extract from the invitation). You are working for a tourism consultancy company, specialised in tourism policy formulation and strategic planning, and sustainable tourism development and management. You are responsible for developing a written proposal document as specified below. This written proposal document is your reportassessment.

Background Information about Sheffield City Region Combined Authority:
The Sheffield City Region(SCR) Combined Authority is located at the heart of the UK. It was formed in 2014 and is comprised of four local authorities (Barnsley, Doncaster, Rotherham and Sheffield) in South Yorkshire. SCR has a diverse economy comprising a dynamic core city, important industrial and market towns, fabulous countryside and a significant rural economy. The City Region encompasses more than 1.8 million people and approximately 800,000 jobs. SCRs economy has an output of more than 34 billion per annum and contains approximately 52,000 businesses. The city regionis on track to achieve its goals and has shown a gain of 37,000 jobs between 2014, when it launchedits Growth Plan, and 2017. Activity led by the Sheffield City Region Local Enterprise Partnership (LEP) and Combined Authority (CA) has contributed 16,000 new jobs to the economy and leveragedapproximately 318 millionof private sector investment. In May 2018 the Sheffield City Region elected a Mayor for the city region. The Mayor will play a pivotal role in driving economic growth and will be a powerful voice representing the city regionon the regional, national and international stage.

Specification:
The Sheffield City Region Combined Authority is seeking to procure consultancy support to developa Tourism Strategy for South Yorkshire. The Combined Authority wants to provide the region's local governments (Barnsley, Doncaster, Rotherham and Sheffield) and tourism industry with an effective, practical and feasible tourism strategy. The new Tourism Strategywill work alongside other relevant strategiesand be basedon a sustainable approachto tourism development, which aligns with international best practice and our wider economic policy.
The tourism strategy will help the City Region strengthen its tourism industry andincrease the contribution of tourism to the regions economy by :
enhancing tourist experience
ensuring sustainability
promoting inclusiveplanning
diversifying products and creating new regional and/or niche tourism products, and
strengthening tourism governance for policy, destinationplanning, and management
ensuring the benefits are distributed throughout the region
Responses to the invitation to tender should include a written proposal. The written proposal should be maximum 3000 words with visual abstracts (infographics) that summarise the key points of the proposal and include:
A proposed methodology for developing the strategy which includes timescales, planning
process and details of stakeholder engagement.
Two sample case-studies laying out potential projects for tourism development in the region;
Any additional information that the consultantconsiders appropriate to assist the City Region in developing a tourismstrategy.

Tourism industry knowledge relevant to the delivery of a strategy;
A thorough knowledge and understanding of:
Tourism strategy development, implementation and evaluation
Challenges involved in tourism planning and development

An ability to support stakeholders to achieve strategic tourism objectives
Outputs:
The successful tender should deliver the following outputs:
Interim report highlighting progressto date
Delivery of workshops to raise awareness and encourage dialogue among identifiedstakeholders
Final strategy in a MS Word Format with supporting data workbook
One presentation to the LEP Boardand one presentation to the internal SCR team

Assessment criteria
Your report is assessed against the following assessment criteria and weighting:

An assessment grid is provided that indicates the standard of work against the above four assessment criteria in different grade bands (50-59%, 70-79% etc).
You need to achieve a minimum of 50% (combining the two coursework tasks) in order to pass this Module.
Word count: 3000 words (+/- 10%)
Markers will stop reading after the + 10% point (3300 words) and the grade will be based on what the marker has read up to this point. If you are including any tables and appendices (not required), please ensure that they are only used as reference points not to present new information.

Instructions to students for submission of coursework
The submission deadline is Tuesday 7th January 2020 15:00. You must submit your work via BOTH the Assignment Submission Point and Turnitin on the Blackboard site.
In the Assessment folder, you will find
Online submission: The submission point will be available for you to upload your work.
Turnitin submission: You can upload your work as many times as necessary to Turnitin to check your referencing before you upload the final version by the submission deadline.
Coursework submitted within one working day (i.e. up to 24 hours) after the deadline date and time without an authorised extension will receive a mark capped at the minimum pass mark. Coursework submitted over 24 hours late without an authorised extension, will be considered a non-submission.
Assessment feedback & feed-forward arrangements
The module has several designated assessment support sessions (please check the Schedule of Study). There will be an early briefing on your assessment at the beginning of the module and this
will be revisited throughout the module. You will have opportunity to discuss your assignment with the tutor before submission of your work.
After submission you will receive individual written feedback on your performance, with a clear illustration of how your work was marked against the marking criteria. You will be provided with an indication of what you should continue to do in future assessments and what you should consider doing to improve.
You will be also offered the opportunity to meet with your tutor after you receive feedback if you wish to discuss the feedback in more detail.
In-Module Retrieval: Deadline 11th February 15:00
This module offers In-Module Retrieval for students who have achieved a mark below the minimum pass mark (50%) at their first attempt to rework the assessment task. This opportunity is only offered where students have made their initial attempt and the maximum mark available is 50%. If a student does not participate in the IMR attempt or does not achieve the pass grade at the IMR, a referral opportunity will be given during the reassessment period.
