The following scenario is fictitious for the purpose of student coursework.
You are a consultant Rating Surveyor acting on behalf of a small independent retailer who occupies Unit 144 of the Victoria Shopping Centre in Nottingham. Your client has recently moved to the UK from overseas and is unfamiliar with the system of local taxation for non-domestic business premises in the UK.
a) Your client has queried why the Rateable Value in the Valuation List is different from the rent passing under the lease. Prepare a letter to your client explaining the range of hypothetical assumptions which form the basis of a rating assessment drawing your answer from rating legislation and case law.
b) In the same letter, explain to your client the system of “Check-Challenge-Appeal” and the significance of the Valuation Tribunal to the appeal process. 

When writing the letter you should assume the following:
(i) Your client is Mr Hanno Screcker of Unit 144 Victoria Shopping Centre, Nottingham, NG1 3VP
(ii) The name of your practice is Arkwright Consultant Surveyors LLP
