Part 1: Scenario - Establish project requirements
To complete this part of the assessment, you must participate in a scenario based activity that will demonstrate your ability to complete skills-based tasks to industry standards. The completed scenarios will be submitted to your teacher/assessor as evidence.
Your responses will be used as part of the overall evidence requirements of the unit.
You should refer to the list of criteria in the assessment checklist to understand what you need to demonstrate in this section of the assessment. This checklist outlines the assessment criteria used to assess your performance.
Once completed, submit this assessment and the tasks and activities you are required to complete to your Teacher/Assessor for marking.
Task 1: Identify project requirements
Task 1.1 Identify the project
Scenario: You are taking on the role as an estimator for the company RB Holdings who are working closely with a client Mr and Mrs Brown to prepare for the build of their dream home.
As part of establishing the requirements for Mr and Mrs Browns project, your manager Joe Lugarno has requested that you identify a number of project requirements; including the required site facilities, communication requirements and temporary boundary fencing requirements, for this build.
These requirements must be determined in accordance with the National Construction Code (NCC) and SafeWork NSW requirements.
In this activity, refer to Mr and Mrs Browns plans and specifications to describe the proposed project as well as the classification of this building according to the National Construction Code (NCC). You will also need to determine the SafeWork NSW requirements required for this project to commence.
To complete this task, you must complete the Project Description tab in the Company Costing spreadsheet. Read the instructions below and complete the required information:
summary of the project type (note classification according to NCC) including its location details
summary of required site facilities, communication and temporary boundary fencing requirements
method of construction including the major building materials to be used
schedule of areas
distinguishing features of the site including contours
identify project specific waste removal requirements.
Task 1.2 Identify relevant codes and standards
Scenario: You have received a message from Joe Lugarno, stating that he is unsure of the relevant codes and standards that Mr and Mrs Browns project must consider and follow. He has asked that you identify the relevant for him.
In this activity, refer to the Browns residential development plans and specifications and interpret the relevant construction regulations, codes and standards required.
Prepare a list of this interpretation on the Legislation Codes and Standards tab of the Company Costing spreadsheet.
Provide links to websites that will enable easy access to relevant Legislation, Codes and Standards for Joe.
Note: The legislation codes and standards list can be added to as the project estimation progresses.
Task 2: Calculate and establish project requirements
Scenario: Now that you have established the project code and standards requirements for the Browns project, Joe Lugarno has asked you commence with the calculation of preliminary costs associated with the project.
Task 2.1 Preliminary Calculations
Scenario: Before the Brown project can begin there are local fees and charges, site set up costs and statutory permissions to be considered.
Joe Lugarno has requested that you calculate the preliminary costs relevant to the Mr and Mrs Brown project to be compliant and to commence construction activities.
All required fees can be found in the Newcastle City Council Fees and Charges Document (Long URL: https://www.newcastle.nsw.gov.au/Newcastle/media/Documents/Reports/Fees_And_Charges_Report-2020-2021.pdf):

The project is complying development with an estimated value of $450,000.
Access the plans and apply the correct aggregated gross area of new works.
Add the necessary approval fees and statutory costs that will be applied to the estimates. These fees can be found in the Newcastle City Council Fees and Charges Document provided.

Task 2.2 Determine labour costs
Scenario: Now that the preliminary costs have been determined for your estimation you have briefly discussed with Joe Lugarno the labour requirements for the Mr and Mrs Brown project. He has asked for a detailed view of the labour costs, including contractors, sub-contractors and directly employed employees to add to the estimate for the Browns residential build.
In this activity, you are required to complete the Labour Resources tab in the Company Costing spreadsheets and complete the following activities. Where necessary, you should refer to the Building and Construction General Site Award 2020 (or most current version) to source the labour entries:
Access the Building and Construction general site award (Long URL: https://www.fairwork.gov.au/employment-conditions/awards/awards-summary/ma000020-summary) to determine the three different types of labour rates and complete the Labour Rates section.
Identify the number of contractors, sub-contractors and directly employed employees appropriate for the Browns project. You will need to consider the size and type of project as per Task 1.1 to inform your estimates.
Use the Productive Hours Calculation section to determine the approximate productive labour time per week. Use this calculation to provide an estimate of labour hours for the Browns residential build for a carpentry contractor if the total requirement for this contractor is three months.
Use the Labour-On-Cost section found in the Labour Resources tab to calculate the on-costs for the Leading Hand Carpenter (inclusive of Workers Compensation). Refer to the Icare HBCF Premium calculator to calculate the Workers Compensation.

Task 2.3 Sundry Materials Consumables and physical resources
Scenario: So now you have the preliminaries and labour costs estimated, Joe Lugarno has requested that you begin the material, consumable and physical resource estimates.
He has referred you to the Mr and Mrs Browns Residential Plans as reference to determine estimated quantities to complete this task.
As a standard process RB Holdings will hire specialised equipment for projects such as the Browns residential build, this approach saves cost as the company does not need to pay for equipment that will not be used regularly, during this process identify plant equipment that you would consider hiring for this build.
In this activity, you are required to access and complete the Sundries and Physical Resources tab in the Company Costing Spreadsheet to:
determine the cost of the required materials
consumables
plant equipment and its transport.
You will need to contact or research real suppliers of the materials, consumables and plant equipment that are provided as examples in the Sundries and Physical Resources that will be required for the project.
As you confirm costings in the spreadsheet, you must reference the name / link or website from which the quote has been obtained from.

The schedule only lists selected examples of materials, consumables and plant equipment and do not represent the actual items that you might need for any real, future projects.
Task 2.4 Hire Terms and Conditions
Scenario: As you will be hiring equipment for this project, it is important to be fully aware of the Terms and Conditions that RBHoldings must agree to. Joe Lugarno has asked that you review the Terms and Conditions of your nominated plant and equipment hire supplier and identify some key aspects of these.
In this activity, you are required to use your nominated plant and equipment hire supplier (from task 2.3) and review the company Terms and Conditions. Access the Hire Terms & Conditions tab in the Company Costing Spreadsheet and complete the following information:
When does the hire period start and end and what are the periods of hire?
Describe the meaning of equipment waiver and what are the implications to the customer.
Describe operational costs that the user will be liable for under the hire agreement
Task 3: Estimated Project Costs
Scenario: Now that you have obtained the various costs associated with the Mr and Mrs Brown project, you must apply the information to the project plans and specifications to estimate the costs to move the build through to lock up stage. Your manager Joe Lugarno would like you to establish the project cost estimates for the following works, and has asked that you use the pricing obtained in Tasks 1 and 2 to calculate these:
the concrete slab
the brickwork
the carpentry fix out
the offsite production costs for the windows.
Joe has referred you to the Browns plans and specifications to complete the following activities.
Task 3.1 a) Concrete quantities
Scenario: Joe Lugarno has provided you with the necessary specifications for the concrete slab per the Mr and Mrs Brown Structural Plan. You are required to calculate an estimate of the reinforced concrete slab using specifications provided. He has asked that you calculate both applied material cost, as well as the concrete net rate.
In the Concrete tab in the Company Costing spreadsheet, calculate the quantities required for the reinforced concrete thickened edge beam and slab, as well as the net rate cost for the concrete slab with the following specifications.
N25 (25MPa) reinforced concrete poured on ground for floor slab and attached edge beams as per footing layout in the Mr and Mrs Browns Structural Plans V919 and AS2870/ AS3600.
Quantities inclusive of floor slab and thickened edge beam Exclusions:

Task 3.1 b) Concrete net rate
In this task, you are required to complete the Concrete Rate tab in the Company Costing spreadsheets and complete the following question:

Task 3.2 Brickwork
Scenario: With the concrete costs calculated, Joe has requested that you continue with costing the required Brickwork using the specifications that he has provided. While reviewing the plans and specifications, he has confirmed that you will need to calculate the quantities required for both the face brickwork and the sill brickwork, and the net rate cost for each.
Task 3.2 a) Brickwork quantities
Refer to spreadsheet tab labelled Bricks in the Company Costing spreadsheet for the following question.
You are required to read the correct plans and specification to calculate the quantities required for the face brickwork, with the following specification:
230 x 110mm selected face (average) bricks veneer to AS3700/4773
Laid in stretcher bond/ 1:4 cement/ sand/ flush joint
All deductions to be included (meter box deduction not required)
Allow 50 bricks per metre square (excludes waste)
Sills laid in 1:4 mortar pointed on top and edge.
(Note: Ancillary installations such as wall ties and DPC are inclusive in the rates).
Task 3.2 b) Brickwork net rate
Refer to spreadsheet tabs labelled Brickwork Net rate and Sills Net rates in the Company Costing spreadsheet for the following questions.
You are required to calculate the net rates for face brickwork and sills as per the quantities calculated in the previous task.
Ensure costings are shown and all references are included in the relevant tab in the Company Costing Spreadsheet.

Task 3.3 Carpentry
Scenario: Continuing with the costing process, Joe Lugarno has requested that you calculate the required quantities and net rate costs for the carpentry required for the Mr and Mrs Brown project. He has reminded you to calculate the separate quantities and net rates for the external door, internal door, architrave and skirting as part of the total carpentry fix out.
Task 3.3 a) Carpentry quantities
Refer to spreadsheet tab labelled Carpentry for the following question.
You are required to read the correct plans and specification to calculate the quantities required for the fix out carpenter, with the following specification:
External doors (average) include double rebated jamb, hinges, lock and deadlock, fitted and finished (BAL as per specification not to be considered). Measure as per all doors are similar.

Included in the specifications are the task that the carpenter will be required to complete, cost, and the estimated time taken to complete each task where applicable.

He has sent you the window specifications and has asked that you calculate the required window quantities and the offsite production cost for the window work for the Mr and Mrs Brown Project.

Using the Rawlinsons construction cost guide 2021 edition 29 and the Window and Door Schedule in Mr and Mrs Browns Residential Plans to determine the costs for the supply of the windows to the Mr & Mrs Brown project.

Delivery charges are calculated on the basis of the number of trucks required to deliver the windows (including labour cost). The delivery charges are $350/truck. Assume that you will need 2 trucks to complete the delivery.

Task 3.5 Finalise estimated project costs
Scenario: Now that you have calculated all the required project cost individually, it is time to finalise the estimated project costs and complete the summary of the project costs for RBHoldings. Your manager has requested that you compile all of the calculated project costs and apply the necessary fixed cost percentages to this total cost. He has also asked that you make consider any risks associated with your estimates and risk mitigations.

With the project cost estimations calculated, you are required to complete the Summary Sheet for inclusion for the tender bill using the following information provided:
List the Approvals and Preliminary items (including site direct labour costs) and extend

Add Profit 15%
Add Overhead - 10%
Add GST where applicable
Total price to be documented at the bottom of the summary sheet.
Identify risks involved with making estimates
Identify a way to mitigate each of the risks you have identified.
Note:
This assessment does not necessarily fulfil the total price to construct a real dwelling. Other predetermined trade costs have been included in the Summary Tab of your spreadsheet to provide a reasonably realistic final price for this project, however other project specific costs may apply to a real project.
