RPL ExplainedRecognition of Prior Learning (RPL) may be defined in a number of ways, however all definitions include the key notion that RPL involves the assessment of previously unrecognised skills and knowledge an individual has achieved outside the formal education and training system. RPL assesses this unrecognised learning against the requirements of a qualification, in respect of both entry requirements and outcomes to be achieved.

RPL is essentially an assessment only pathway to obtain formal recognition of the competencies, skills and knowledge that you have acquired and are able to demonstrate through:

Qualifications and accredited training that you have completed that is suitable for direct credit or meets the requirements and outcomes of a qualification or unit of competency;

Informal training you have attended;

Work experience (paid or unpaid work); and

Life experience (voluntary work, hobbies etc).

These elements may be used to demonstrate achievement in a unit/s of competency(s) or qualification without having to attend formal training. Assessment conducted through RPL allows you to receive recognition and credit for the knowledge and skills you have, no matter how and where they were attained.

What matters in the RPL process is that the knowledge and skills you have gained over time help to meet the learning outcomes and assessment criteria of the unit/s of competency or qualification for which you are seeking RPL. In this way RPL assessment can result in a Statement of Attainment/s being awarded for singular or multiple units of competency or a full qualification.

You are encouraged to apply for RPL if you believe you possess the skills and knowledge identified in the outcomes of a unit of competency or qualification. The following factors may help you in deciding whether an application will be successful.

Do you possess the underpinning knowledge required as described in the unit?

Can you demonstrate the skills required in the unit?

Can you apply the knowledge and skills in a range of work situations?

Are your knowledge and skills current?

Can you provide evidence of your skills and knowledge?

Remember, to have skills formally recognised, assessors must make sure you have the skills and knowledge to meet the industry standard. This means you must be involved in a careful and comprehensive RPL process that adequately addresses the requirements of all relevant unit/s of competency or qualification/s. Assessment happens in a variety of ways and being prepared can save you valuable time and make the recognition process stress-free for you.

Here are some tips and hints for you:

Be prepared to talk about your job roles and your work history. Update your resume and jot down a few points about where you have worked, either paid or unpaid, and what you did there.

Bring your position description and any performance appraisals you have from any businesses you currently work for or have previously worked in.

Consider the possibilities for workplace contact. Are you in a workplace that is supporting your goal to get qualified? Would you feel comfortable to have the assessor contact your workplace or previous workplaces so your skills can be validated?

Think about who can confirm your skill level. Think about current or recent supervisors who have seen you work in the past 18 months and will be able to confirm your skills. The assessor may need to contact them. You may also have community contacts or even clients themselves who can vouch for your skill level.

Collect any certificates from in-house training or formal training you may have completed in the past.

You can speak with Noble Training Group about other ways you can show your skills in the business sector. These could be letters from employers, records of your professional development sessions, employers or clients in related industries or government agencies, acknowledgements, workplace forms (as long as they dont show client details) or other relevant documents.

How to use the RPL KitPrior to applying for RPL, candidates are required to complete the Self-Assessment form (Attachment 1) to quickly assess their suitability for RPL. If you regularly utilise some or all of the skills within each unit of competency you are encouraged to apply for RPL by filling in the attached enrolment form (Attachment 2) and contacting Noble Training Group to confirm enrolment and payment of fees etc. Once you have been enrolled, a Noble Training Group assessor will be in contact to discuss your application, the process for RPL and a suitable time for an interview to take place.

The enrolment form is divided up into various sections and the information you provide here will assist the assessor to gain a general understanding of the skills and experience that you may have, as well as potential referee contact details.

Overview of the RPL Process-4508519558000

Step 1: Self-Assessment & RPL ApplicationComplete the self-assessment form (Attachment 1) to identify IF your skills and experience will suit an RPL application. Then using the attached evidence portfolio form (Attachment 3), commence collecting a variety of suitable documents to support your RPL application. Some of the documents that may be of assistance include:

General employment documents such as:

CV, resume or work history

Position descriptions from current and previous roles

Formal qualifications, certificates, statements of attainment and results of assessment

Details of in-house courses, in-service, workshops, seminars, orientations or induction that you have completed

Print outs from site based training management systems

References and letters or correspondence from previous employers and supervisors

Third party reports from verified and appropriate people, preferably from the workplace

The evidence portfolio form provides examples of indicative evidence that would be suitable for submission against each unit of competence, although this list is not exhaustive. Often you will need to provide work records that support your evidence demonstrates that YOU have completed the necessary work, such as project files, emails, meeting notes and diary entries etc.

These documents may or may not provide sufficient evidence to make a judgement of competence in the requirements of the UOC or Qualification and it is up to the assessor to critically assess their relationship to the UOC or qualification.

Step 2: Interview (Phone)The Noble Training Group assessor allocated to your application will contact you and provide some initial assistance to enable you to gather the required evidence. When gathering your evidence to support your RPL application, try to collect enough evidence to demonstrate your knowledge and skills in the unit for which you are seeking recognition. This is your first opportunity, but not your last to provide proof of your variety of experience in the industry. The lists noted above provide you with some guidance on the types of documents that will support your RPL application.

During your initial interview with the assessor, they will discuss with you the evidence you have collected thus far and assess how this evidence relates to the units of competency. In between this interview and the competency conversation you will have more time to gather further evidence to support your RPL application. One example is the 3rd party validation form (Attachment 4) that requires you to nominate and notify two or three referees that have seen you performing the required skills. The assessor will contact the nominated individuals and conduct a very short interview that is similar to a referee report performed when you apply for a new job. A copy of this form (Attachment 4) is included so you can get an idea of the types of questions that will be asked.

Step 3: Competency ConversationThis component of your RPL process involves meeting with the assessor (face-to-face is preferred) to both review your RPL application and demonstrate your competence in the unit/s of competency via a competency conversation. The assessor may tape the conversation (with your permission) to provide a record of the discussion.

The questions that will be asked relate directly to the requirements of the specific unit/s of competency. The interview is conducted in an informal fashion and is not an examination. During the competency conversation the assessor will provide you with prompts if required and will assist you as needed.

To prepare for the interview it is advisable that you review the essential knowledge requirement of the unit/s of competency so that you will have an idea of the topics to be discussed.

Step 4: Practical Assessment (if required)If at the conclusion of the above steps, you have not been able to fully address all the required areas it may be necessary for you to undergo a practical demonstration. The practical demonstration allows you another opportunity to demonstrate competence. It is expected the practical assessment will comprise only those competencies that you have been unable to gain competency in after the documentary review and competency conversation has occurred. Assessing through demonstration, observation and live questioning, particularly in the on the job environment, will speed up and streamline the RPL assessment process.

If at the conclusion of steps 1 through 4 the candidate is still unable to demonstrate all required competencies it will be necessary to have the candidate undertake an accelerated assessment process or alternatively refer the candidate to a training provider.

Note: Requirement for gap training / accelerated assessment

Not all candidates will have skill/knowledge gaps.

If a candidate has skills gaps, a pathway to complete training in the outstanding units can be negotiated to assist the client to gain the full qualification or required UOC. This can take the form of an accelerated assessment process or referral to a training provider.

Step 5: Qualification or Statement/s of Attainment issue:Once all RPL requirements have been completed the RPL process can be finalised and the assessor will make a judgement on whether or not you have achieved competency. If successful, you will be issued a Statement of Attainment for the unit/s of competency or qualification in which you are enrolled. If unsuccessful you will be offered a further pathway to achieve competency that will be managed on an individual needs basis. This will generally be in the form of an accelerated assessment process or a link to a suitable training program to address any gaps in your knowledge or skills. There may be additional costs associated with this process and your assessor will advise you if this is the case.

Appeals

If you are not satisfied with the outcome of your RPL application, you may submit an appeal against the assessment decision. The appeals process is outlined in the Noble Training Group Student Information Handbook and further information is available through the Noble Training Group office.

SupportIf you encounter difficulties or require support/guidance whilst undertaking the RPL process, please contact Noble Training Group Administration or your assessor.

Confidentiality

It is important that you do not disclose sensitive information when you submit your evidence. If the evidence could be considered sensitive, you should:

Obtain authorisation for use;

Enclose sensitive documents in an envelope and mark the envelope Private and Confidential; and/or

If there is confidential information that cannot be included, advise the assessor and make arrangements for it to be sighted by an assessor.

After your evidence has been assessed, it will be retained by Noble Training Group in accordance with our Records Management Policy and our obligations under the AQTF 2007 Essential Standards for Registration.

Questions Model Answers

How would you monitor project quality requirements?

Briefly describe the civil construction activity sequences of road construction, earthworks and drainage.

Briefly explain the process of carrying out pre-start procedures.

Identify 3 ways in which you could coordinate activities with others at the site prior to commencement of, and during, the work activity.

How can you establish the weight load and ensure it is within safe operational limits of the machine?

You will be required to select appropriate attachments in accordance with safe working load requirements. Identify 8 examples of attachments you may need to select.

What are 5 important considerations that should be made in regards to positioning machinery to ensure stability and locate to effectively shift materials

Generally speaking, what is the process for removing and fitting attachments?

Identify 6 actions you may take whilst preparing the skid steer loader for relocation.

Monitoring project quality requirements may include tasks such as (but not limited to):

Reviewing engineering plans against site constraints.

Reviewing the construction work completed against pre-determined quality criteria; such reviews should be completed as a routine part of your day-to-day work, and formal reviews may also be completed by the engineers who planned the underpinning, the organisations managers or the buildings owner/s, etc.

Checking the quality of materials, tools and equipment used in the project against pre-determined quality criteria; quality materials, tools and equipment are necessary if a quality outcome is to be achieved in any construction job.

Checking the training and certifications of those completing the project.

Completing hazard and risk assessments, as described later in this unit.

Ensuring dimensions, tolerances, standards of work and materials are as detailed in the project documentation and meet the clients satisfaction.

Answers may vary, however should refer to the following information:

Road construction:

Road construction typically progresses through the following sequence of activities: permission for the road construction is sought and obtained from relevant authorities survey crews and engineers will conduct preparatory works (e.g. setting reference points, conducting soil density testing, etc.) materials are ordered and delivered, and workers hired the site is set out surface vegetation will be removed any required underground utility works (e.g. water pipes, sewerage pipes, electrical cables, etc.) are completed the site is levelled and compacted using a skid steer loader, wheeled front end loader or skid steer loader a base layer of gravel is laid, and levelled and compacted using a skid steer loader layer/s of asphalt are laid, and levelled and compacted using a skid steer loader other site works are completed (e.g. installing concrete curbs, landscaping, line-marking, etc.) final clean up occurs the road is opened to the public.

Earthworks and drainage

Earthworks / drainage typically progresses through the following sequence of activities: permission for the earthworks / drainage project is sought and obtained from relevant authorities survey crews and engineers will conduct preparatory works (e.g. setting reference points, conducting soil density testing, etc.) materials are ordered and delivered, and workers hired the site is set out surface vegetation will be removed excavation takes place using a wheeled front end loader or skid steer loader temporary shoring is installed to support the excavated area, if required drainage installation and other required construction activities take place the shoring is removed and the excavation back-filled using a wheeled front end loader or skid steer loader the site is levelled and compacted using a skid steer loader, wheeled front end loader or skid steer loader final clean up occurs the area is opened to the public OR the next sequence of construction activities commences.

Answers will briefly explain the following:

Remember: when checking machinery, you should consider checking the attachment (i.e. the bucket hydraulics); fuel, oil, brake fluid and coolant; key parts of the engine (e.g. the battery); belts, hoses, chains and cables; air filters; testing switches (e.g. safety switches to prevent unexpected engine starts); covers and guards; and any connecting, hitching and towing points, etc. The specific pre-start checks you should perform for a particular piece of machinery will be detailed in the manufacturers instructions, and it is essential that you are familiar with these.

When checking a skid steer loader in particular, you should ensure an approved protective roll-over structure (e.g. a roll cage) is in place; tyre condition and pressures (for rubber-tyred units) and the condition and tension of the tracks (for tracked units); and the complex steering mechanisms for correct function. You should also check that the seat is adjusted to the correct position to suit yourself, that safety belts are operational, that mirrors are clean, that you know the function of all the levers and gages in the cabin, and that excessive fumes are not able to enter the cabin, etc.

Answers will provide the following examples:

Holding a pre-construction meeting with all stakeholders involved in the project, to ensure all parties are clear about the projects objectives and constraints, and about the expected sequence in which the project will progress

Discussing with the other machine operators how you will work together to fulfil your duties / responsibilities on the project, in a way which fits in with the broader project sequence and also produces an efficient, high-quality job

Meeting regularly with the team to re-sequence activities if unexpected delays or disruptions occur, where possible, to help the project remain on track

Answers will briefly explain the following:

All skid steer loaders in operation in Australia must have manufacturers instructions which specify their safe working loads.

Knowing how much a load weighs can be complex for example, could the skid steer loader you are using safely lift and move with a car body, a bucket-load of damp soil, or a pallet of construction material, etc.? As you progress in your building and construction career, you will learn how to estimate the weight of an item or substance considering: (1) the type of material it is made from, and (2) its volume in metres cubed (m3). As you are learning, the internet provides an important source of information on the estimated weights of certain items and substances.

Answers will provide the following 8 examples:

A dozer blade.

A multipurpose 4:1 bucket.

Sweepers and sweeper collectors.

Hole diggers, or augers.

Breakers.

Pallet forks.

Compactors.

Trenchers, or chain diggers.

Answers will provide the following 5 examples:

Machinery should be positioned on ground which is flat and level (where possible).

The ground should be dry; otherwise, the machine risks becoming bogged.

Buckets should never be overfilled, or lifted high when the machine is moving.

There should be adequate room to allow the machine to manoeuvre with its load in such a way that it does not risk overbalancing and overturning.

Machines should be positioned squarely in front of the load they are lifting.

Answers will briefly explain the following:

Generally, however, removing and fitting skid steer loader attachments involves a process of: unlocking the nuts which connect the attachment to the skid steer loader adjusting the attachment up or down as required, to ensure it is positioned on the correct angle re-tightening the nuts to lock the attachment in place. Nuts are generally loosened and tightened using a spanner, or a similar tool. On some machines, fine adjustments may be made using a tool called a set bolt.

Answers will provide the following 6 examples:

You may prepare a skid steer loader for relocation in a number of different ways:

By removing any attachments used in the project, if required.

By washing the skid steer loader and its attachments (e.g. using a high-pressure water sprayer), and leaving the attachments out to air and dry.

By tidying the cabin of the machine (e.g. sweeping the floor, removing rubbish, etc.).

By refuelling the machine, if required, so that it is ready for its next task. At this stage, it is also recommended that you check the coolant and engine oil.

By inspecting the machine for faults, and carrying out scheduled maintenance; these processes will be described in detail in a later section of this unit.

By loading and unloading the machine from a float or trailer
