Context
When an area is to be developed, or redeveloped, it goes through a design process leading to a Structure Plan. A StructurePlanis a document containing text and maps, which indicates broad land use options for the development and subdivision of an area and provides a policy framework for future subdivision or development.
The Structure Plan for the Project site should be considered as a draft for the purposes of this exercise. You may be guided by the content but can also propose alternatives that you think improve the sustainability outcomes for the site.
I have included a land-use yield in the Project resources and provided a spreadsheet to calculate resource demands (Unit resource demands.xlsx). Determining and quantifying land use is the first part of a structure plan.
The second part is the policy framework, which is the focus of the Project in this unit. You are a consultant hired by the local government to produce a report that outlines the sustainability approach to be taken in redeveloping the project site in respect of the topic you have been allocated. Although your report is for local government, the audience is wider, i.e. the WA Planning Commission, Utilities, Developers and the community.
Overview
Your project report involves the preparation of one component of a sustainability strategy for an urban precinct. A sustainability strategy is conventionally prepared as part of a Structure Plan for a new urban precinct or one to be re-developed. Your Groups topic will determine the nature and scope of your individual Project Report:

GreenStarCommunities
The core guidance for these reports is the Green Star Communities v1.1 Submission Guidelines. This document provides extensive guidance on each topic and references to other sources of information. The Green Star Communities scorecard is also provided illustrates how each project element is scored. Students are reminded that this document is copyright and has been made available by the Green Building Council of Australia strictly for educational purposes. Students may not use the document for any other purpose.
WesternAustraliapolicydocuments
State Planning Policy 7.2 Precinct Design (and associated Precinct Design Guidelines) is the Western Australian Planning Commissions (WAPC) primary policy for the design and assessment of precinct structure plans for new urban (predominantly residential) areas in throughout Western Australia.
Yieldandresourcedemands
An Excel spreadsheet is provided that sets out the yield of the structure plan area and contains information necessary to facilitate basic resource demand calculations, e.g. energy, water and waste demand per person or m2.

Reports
General guidance on preparing a report is set out in Appendix A to this document. A basic template for each plan is included as Appendix B to this document. Each student will prepare a report (no greater than 5,000 words) containing their plan in two parts:

In Part A of your report, you are just setting the scene by describing to your broader audience (who you should assume know nothing about the project):
