Over 45 years the law has sometimes led and sometimes lagged behind public opinion on matters of equality. While prohibitions on certain kinds of discrimination have on occasion helped to change attitudes, it has also become clear that the law alone will not deliver whatever kind and degree of equality society wants: the issues are too complex and too embedded in society and human nature to be solvable only by legal measures.
