Assessment task 1: Case Study Plan
Overview
As part of this assessment you are asked to imagine that the NSW Parliament is seeking submissions from relevant stakeholders in criminal justice (eg, police, corrections, courts, post-release, victims’ support and advocacy groups, offender advocacy rights, psychologists, advocacy groups and researchers) in relation to proposals to make amendments to two core pieces of legislation in NSW as they pertain to offenders.
You are required to choose only ONE (1) of the below proposed amendments and choose to represent ONE (1) stakeholder in criminal justice when making your submission.
The proposed changes are as follows:
-
Amend section 148 of the Law Enforcement (Powers and Responsibilities) Act 2003 (NSW) to remove police powers pertaining to using dogs to carry out general drug detection at music festivals and other public place where entertainment is held.
-
Amend section 5 of the Children (Criminal Proceedings) Act 1987 (NSW) to increase the age of criminal responsibility from 10 to 14.
The purpose of the case study plan is to guide students through the process of researching for and summarising material that is required as part of the final case study report preparation process.

Your submission should use the allocated Case Study Plan template and achieve the following:
-
Provide an informed summary of the amendment, including the stakeholders’ position on the amendment
-
Discuss ONE argument in relation to your selected amendment
-
Apply one peer-reviewed source to support your preliminary discussion.

- A concise summary of the amendment issue, including your stakeholders’ position on the amendment
