Part One: Policy and Procedure

Read the Ethical Dilemma case study below, answer the written questions and, using Appendix One, develop a Client Transport policy and procedure needed for the organisation to support future staff in this situation.

Ethical Dilemma Scenario

You are a manager in an organisation that supports people with mental illness. The ages of the clients vary from people under the age of 18 to older people. Your staff have just run an evening event. This is the first event of its kind, and although you are not able to attend, you are on-call.

After staff have packed up the venue, they find a lone young boy who had been at the event, hanging around outside. The young person lives about 5km away, wants to go home, but says that there is nobody who could come and pick him up. The young boy is 15 years old and has a diagnosis of depression.

It is midnight, it is dark, it is an isolated area and there is no public transport - not even taxis at that time. There is no Mission Beat, Salvos, outreach or "youth bus" type service in the district.Your agency does not normally transport clients, and the event advertising had stated that all people would need to arrange their own transport home.

However, several staff had their own cars there, and one staff member decides to drive the young person home herself. When the worker arrived at the house there is no-one home. The boy is dropped off and the worker leaves.

Provide a complete step by step contingency plan to be implemented for future events, include strategies to be undertaken. (125 words)

Policy and Procedure Format

All policy documents will adhere to a standard policy template (which this document is based on), and so will have the same look and feel as this document.

The format of the policy template will include the following headings:

Heading Definition

Policy Number Each policy document has a unique number, starting at 001. This is referred to in the contents page of the policy manual.

Policy Name A few unique words that describe the general subject matter of the policy.

Introduction Background information on why this policy exists.

Purpose What this policy seeks to achieve.

Policy The actual content of the policy; the details of the position held by the organisation on the topic.

A policy document may include several sub-headings under this topic, depending on the complexity of the policy matter.

Responsibilities Identifies who is responsible for adhering to, implementing, and monitoring relevant aspects of the policy or procedure.

Procedures Outlines how the policy is implemented on a day-to-day basis.

Related Documents Identifies any other documents that are relevant or important to the policy. While all written material within the organisation is related in one way or another, there will often be particular documents that should be read in conjunction with the policy. Examples may include other policies, Acts of Parliament (or sections of relevant text), the organisations Constitution (or sections of relevant text), etc. Not all policy documents will have Related Documents.

Scenario 1:

You are the Coordinator of a Youth Refuge providing short-term crisis accommodation to young people aged 14-24. It has come to your attention that one of the Youth Workers, Renee, has provided contact details of ex-clients to a friend of hers. Renees friend is completing a research project as part of her University studies and wants to interview young people who have left home. When you talk to Renee, she tells you she thought it was OK as they were clients who had left the service, and that she only gave out details of young people who were doing well now. Her friend was doing an ethical project anyway, she says.

Scenario 2:

You are the Manager of a Nursing Home with 55 residents, the Happy Valley Nursing Home. Changes to Aged Care legislation require Nursing Homes to provide ageing in place so that residents can remain in the same location as their needs change from low care to high care. Happy Valley has traditionally been a low-care facility, and you are gradually implementing changes to ensure compliance with the new requirements. In the past few weeks, however, staff have reported a number of residents, specifically residents with dementia, who have begun wandering, and on two occasions in the evenings, have escaped from the Home. This has resulted in Police being contacted, concerned family members searching for their relative and in general, raised a serious duty of care concern for the facility.

Scenario 3:

You are employed as a Team Leader of volunteers at a local Neighbourhood Centre. A free community lunch is held twice a week and usually 50 people attend. A team of volunteers organize the lunch with your support, and most have been involved with the Centre for many years. After the lunch last week, Akeela, one of the people attending, complained about a conversation she overheard between two of the volunteers. Akeela tells you she heard the volunteers making racist comments about Africans and their large families moving into the area, relying on handouts and free lunches.

Part 1: Adam Case Study

To complete this part of the assessment, read the scenario and complete your responses to the questions in the spaces provided. Please ensure you take note of the volume of response requirement where indicated.

Scenario:

Adam presents to your service today for his initial assessment interview with you. The receptionist at your service has obtained the following information from Adam:

Adam was recently released from jail where he served 4 months for a drink driving conviction (DUI). The conviction was the result of Adam being apprehended for a third DUI offence.

Adam is 23 years of age; Adam is currently estranged from his long-term partner Billie. Billie is pregnant with their child and about to give birth. Adam has been told by Billie he has to clean up his act and get his life together if he wants to rekindle their relationship and live with her and their child.

Adam is currently seeking employment; he is a qualified tradie but cant find anyone to take him on because of his past history of drink driving convictions. He will also be without a Drivers Licence for a further 12 months.

Adam is getting a bit down about his inability to find employment and to get his relationship back on track with Billie. Since leaving jail, Adams friends have been trying to get him to go out and start drinking again, he believes if he starts again, he wont know when to stop and he will lose Billie and their child. He is here to see if you can help him, you are a community service worker at the local Community Centre.

Part 2: Benny Case Study

Benny is a young 17-year-old man who was diagnosed with Autism Spectrum Disorder (ASD) at a very young age. Benny and his family recently moved into the local area from interstate.They do not know anyone in the area or what services are available.

The family consist of Dad who was recently promoted to the position of Manager of a local hardware firm, mum who is currently unemployed and two younger siblings who recently commenced Year 7 at the local High School.Benny was in a support unit at his previous school but the local high school does not have a unit.

Benny has minimal language skills and some compulsive behaviours but enjoys spending time with others his own age. In addition to living with ASD, Benny also has some physical health problems including a seizure disorder and gastrointestinal problems.

Bennys parents accompany Benny to the Youth Centre today seeking advice and help regarding local service options for Benny. You are a Youth Worker.

Scenario:

Amaara is a young West African refugee of Muslim faith who was settled into the local area with her family 9 months ago. Amaara was referred to the Centre because she is suffering from anxiety and depression. You are a Community Support Worker with a local community organisation.

Today, you have completed your initial assessment of Amaara. Throughout the assessment interview Amaara demonstrated behaviours consistent with anxiety; she stated she felt terrible initially but after a while her anxiety settled and she was able to tell you her story.She is fearful that her father will find out that she is talking to someone outside the home about personal business. She has a mistrust with authority figures like Police and government agencies as in her own country these people shared information with the community which led to public ridicule and sometimes public torture.

Amaara demonstrated a good level of English language skills including being able to complete all the required forms prior to the interview.
