Assessment 3 Discretionary (D Use) application Class 1b
Conduct a site visit for a residential, discretionary development that has been advertised for public
comment by your Local Planning Authority. The property must include a three storey, Class 1b
building (a boarding house, guest house, hostel). If you are unable to access a three storey building, you may base your response on a
building with one or two storeys. In that case, your response must include your comments as to
what implications, if any, there may be if the building was three storeys.
You do not have to enter the property for this exercise but if you do, or wish to take
photos, make sure that you have the permission of the owner to do so.
The Task
Submit the following for assessment:
a. Describe the site. Include maps and photos that clearly identify the site and provide
evidence of your attendance: e.g. (photo, video or third party confirmation)
b. Review the information submitted by the applicant relating to the site of the proposed
development. Describe the matters that would take into account in order to determine that
the site was suitable for the proposed works. (one page)
c. Check for possible implications of environmental protection regulations and compliance
issues. List any issues and advise what action you would recommend to the applicant. (two
pages)
d. Outline how ownership of the site was confirmed. Note if the owner was the applicant.
State the legal requirement for the owner to provide consent to an application for
development and planning. (one page)

e. Examine and describe the information that was supplied with the application. Make
particular reference to any external consultants reports that were included with the
application. (three pages)
f. Note if any information was supplied as a result of a request for further information.
Describe the process by which the Planning Authority may request further information from
the applicant. If you were the applicant (on behalf of a client), discuss how would you would
involve your client in the provision of further information. (two pages)
g. Assess the application and advise if the application is valid and public notification
requirements were met (ie: was all mandatory information provided in the application? Was
the public notification in accordance with legislation requirements?). What would be the
result if the mandatory requirements were not met and what action would you recommend
to your client? (two to three pages)
h. Identify and note any areas of non-compliance and suggest alternative solutions that you
might recommend for consideration by the applicants. (two pages)
i. Describe how plans and documentation may be revised during the planning assessment
process, after an application has been lodged with the Planning Authority. How might
revisions arise and what is the formal process for resubmission and assessment for
compliance?

j. Outline how the required amendments to plans and proposed alternative solutions are
documented and communicated to the clients.
Assessment 4 DA assessment and notification
Examine the plans and other documentation submitted for development approval for a three storey
Class 1a dwelling ( a detached house) I have all the documents for this assessment I will attach
a. An application for planning and development is only a valid application if ALL mandatory
submission requirements are met. Check the local planning regulations and provide a list of
documentation that is mandatory for inclusion with an application for planning and
development in your local area. Note whether all required information has been included
with the application. (two pages)
b. Examine the use of drawing symbols, construction terminology and the extent of detail
provided in relation to construction methods and materials. How does this differ from anacceptable submission for a Building Permit? (one page)

documentation for accuracy, currency and completeness according to the Local Planning

d. Describe how ownership was confirmed. (one page)

consequence of the resubmission. Discuss how you would negotiate clarification of design

progress of their development application. (one page)
Assessment 5 Planning Authority meeting
Because of COVID I could not attend any council meetings so this assessment will be based on the below video link

For this exercise you must attend a meeting of the Planning Authority in your local area. The
meeting will be open to the general public and you are only required to sit in the public gallery and
observe the meeting. Alternatively you can attend a meeting of the Development Assessment unit
within your local Council. You will provide a written report that includes the following:
Evidence of your attendance. (e.g. photos, third party confirmation, named in the minutes)
A copy or web link to the agenda/minutes for the meeting.

c. Describe what reports were included in the agenda or provided as background information
to the members. (one or two pages)
d. Discuss how the planning permit was finally approved, including relevant conditions that
ensure protection of the environment, adjacent structures and heritage values. (two or three
pages)
e. Describe the meeting; what were your impressions of the location, behaviour of the
members, public access? Did you think the process was fair and ethical? Who attended themeeting, who contributed and what technical/professional expertise was available to the
decision makers? Were members of the public allowed to make comments or address the
meeting? (three to four pages)
Assessment 6 Permits
Once I get all the documents required for you, you can start assessment 6
For this final assessment, you must provide a report on the process for issuing a development
permit notification once approval has been granted or refused. The application must be for a Class
1a dwelling (A detached house). This must be a different building to that assessed in Task 4.
a. Obtain a copy of a standard permit advice. Note who is authorised to sign the permit and
comment on the language style and vocabulary that was used. (is it legalistic or user friendly
and would you recommend any alternative?). Remove the name and address details and
submit the copy of the permit with your assessment. (one page)
b. What notifications and referrals were required and undertaken by the Planning Authority
during their consideration of the application? Who was advised and how? Were any third
parties notified? (two pages)
c. Provide details of any accompanying consultants report. Summarise the contents of the
report(s) and advise why you think this report is beneficial to assessment of the application.
