ASSESSMENT RATIONALE
The appropriate management of a project with respect to maintaining an accurate schedule is aligned with the designated program budget. Ongoing quality and continuous improvement are essential to the success of programs, and the closely linked risk management framework should form a key element to use to track throughout the program lifecycle.
Communicating and reporting information to key stakeholders about a programs status, using a range of performance metrics to keep the sponsor updated on program developments, and encouraging buy-in and decision-making, which ultimately leads to overall customer satisfaction. The performance of component project teams, when managed as a project, and conveying regular commentary and feedback to a range of stakeholders across a range of environments in a clear, succinct and carefully managed program landscape, is an essential skill for program managers to master.
Succinctly presenting oral information which is carefully crafted and pitched towards the target audience requires practice, and to be done well requires significant planning, knowledge of the underlying concepts and project, and presentation skills. These issues are captured in the design of the assessment.
INSTRUCTIONS
Overview:
You are required to create a 5-minute recorded video where you will provide your response to a topic statement provided in the instructions below. To do this effectively you will need to understand how quality and continuous improvement link to the management of a program.
The skill in producing an exemplary video for this assessment is in detailed preparation, knowledge of the topics linked to the instructions, and a clear understanding of the arguments you wish to make and their relevance to the instructions. The best submissions also involve technical knowledge of communicating by video including good audio, minimal distractions (noise and background), and a professional on-screen presence. Reading from a script, ambiguous arguments, and repetition often detract from a professional video presentation.
Assessment instructions:
Discuss to what extent the following statement is correct:
'Program management and its structures and offices can increase complexity, be a drain on resources, encourage bureaucratic tendencies, and remove the focus from individual projects. These issues can present challenges to cross-functional collaboration, can risk cost overruns, and can limit project agility.'
Support your ideas with reference to established approaches, theories, practices and contemporary literature, and interpret the material in week 5 and week 6 against the topic statement's focus area.
Deliverables:
Deliverable: Video which uses a maximum of three slides to guide the presentation. Ensure your face is visible on screen throughout the video.
Format: Panopto videolength 5 minutes maximum
Note: Ensure you know how to use Panopto and how to submit a Panopto assessment in Canvas. Avoid leaving this until the last minute as it may delay your submission. See the 'Assignment resources' section below for a Panopto video creation guide.
Additional requirements:
Assignment references:
Your video work must include APA 7th referencing where appropriate.
Consider including a slide (in addition to the 3 permitted for use in the presentation) which displays at the end of the presentation and shows the end text references.
Any use of Artificial Intelligence (such as ChatGPT) should be cited as a reference and indicated where it is being used.
Video length: Please pay attention to the video length. Part of the skill that you are being assessed on is your ability to communicate effectively with stakeholders using an oral format.
PREPARATION ACTIVITIES
Carefully examine the activities and resources in Week 5: Program time and budget management and Week 6: The role of the program management office.

ASSESSMENT RATIONALE
This assessment will evaluate your critical thinking, knowledge of technical skills, and an ability to assess different program management approaches. Knowing how to develop arguments and present them succinctly and logically to peers in both written and infographic formats is a key industry skill to apply. To complete the assessment successfully, you should have a sound understanding of the program management principles and practices, its values, and its principles, and contrast these against the perceptions offered by at least three authors.
INSTRUCTIONS
Overview:
Produce a business report about program management fundamentals and foundations to present to the Executive Board of a marine engineering consortium based in Western Australia. The consortium is called Marine Engineering Services Consortium (MESC). MESC consists of two long-established marine engineering companies and a new project management consultancy operating within the Australian Marine Complex (AMC). MESC companies are all working together to build two medium sized military vessels for the Australian Government.
For information about AMC, visithttps://developmentwa.com.au/projects/industrial-and-commercial/australian-marine-complexLinks to an external site.
When creating the report, assume that you are the program manager.
The report should:
outline, in a persuasive manner, how the assemblage of related projects offers improved value over managing projects individually;
consider the level of technical understanding of the target audience;
be crafted towards advancing the target audiences understanding of value and benefits, whilst also supporting the proposals made through sound scholarly research, academic theory, and project management practice;
be sufficiently detailed for the audience to make an informed decision on whether or not the introduction of program management will be of benefit to MESC.
The report must include an A4-sized infographic (information + graphics) to highlight and summarise complex information for your audience. Assume that the infographic carries a value of 200 words regardless of the actual word count within the infographic.
Note:The infographic can be created outside Microsoft Word but must be pasted in as an image. This is essential as you will submit only one document for this assessment.
Assessment instructions:
Name the business report 'The strategic value to MESC of managing component marine engineering projects as a program.
Begin researching the relevant parts of week 1 and week 2 that deal with program management fundamentals and frameworks.
Note that while the AMC is real, MESC is fictitious. You may assume/infer any reasonable information about MESC based on cited research. Do not dwell on MESCs structure or products.
Compare different frameworks and development approaches used in program management as proposed by at least three authors. See the Standard for Program Management (4th edition) and other supporting texts.
Consider key aspects of program strategy alignment and benefits realisation and develop this information around the organisation's needs as outlined in a business case.
Present your arguments in a succinct and logical way and use the power of your infographic to summarise complex information to help your audience understand the concepts you are describing.
Deliverables:
Deliverable:Business report with a focus on program management fundamentals and benefits that may be realised for the organisation wishing to adopt program management principles and practices. The article must include an A4-sized infographic, with APA 7th references.
Format:Written answer, 1500 (+/- 10%) words. The infographic counts as 200 words within the 1500-word allowance. References are not included within the word limit. Use single-spaced size 11 Calibri or Arial font.
Resources:Use Microsoft Word to produce your written text but consider creating your infographic in Canva, or Visme. Both websites have free accounts for students. Alternatively, Microsoft PowerPoint can be used to create basic infographics. Additional sources to help you are set out in the resources section below.
Additional requirements:
Assignment references:
Your written work must comply with APA 7th referencing protocols including font type and size.
You should include at least 3 sources to support your work. For example, these could relate to the online sources you have accessed or could be a reference to Didinsky or the Standard for Program Management (4th ed.). Description
A program is a collection of component projects, sub-programs and operational change actions that are grouped together to create organisation-wide strategic benefits. This is part of a wider system of value creation. One of the key differences between projects and programs is that a program will deliver resource and scheduling economies and organisational learning benefits that could not be achieved if projects are managed independently of each other. Programs may be organised into diverse portfolios with the aim of managing risk while achieving an overall desirable financial or strategic return. This unit examines the advantages of embedding program management in the organisational context, including engagement with the business, strategic business alignment and the challenges of multi-stakeholder management and resourcing. Students will critique the management of program related risks, with a focus on those associated with interdependencies between different projects.
Non Standard Timetable Requirements
This unit will be offered in an accelerated mode over seven weeks.
Equivalent Rule
This unit is equivalent to MAN6303.
Learning Outcomes
On completion of this unit students should be able to:
Analyse program issues and determine their impact on realising organisation-wide strategic benefits and change.
Evaluate the major alternative global approaches used to manage programs and the considerations involved in choosing which methodology to use.
Assess drivers required to inform program decisions and deliver sustained competitive advantage including strategy, leadership, governance, ethical stakeholder engagement and the management of uncertainty.
Critically review authentic program management issues using strategic program management concepts.
Unit Content
Program management and governance fundamentals.
Program strategy and benefits alignment.
Program stakeholder engagement.
Programs and people.
Programs, budgets, schedules, and success.

Informal vivas may be conducted as part of an assessment task, where staff require further information to confirm the learning outcomes have been met. All marks and grades are to be considered provisional until endorsed by the relevant School Progression Panel.
Academic Integrity
Integrtiy is a core value at Edith Cowan University, and it is expected that ECU students complete their assessment tasks honestly and with acknowledgement of other people's work as well as any generative artificial intelligence tools that may have been used. This means that assessment tasks must be completed individually (unless it is an authorised group assessment task) and any sources used must be referenced.
Breaches of academic integrity can include:
Plagiarism
Copying the words, ideas or creative works of other people or generative artificial intelligence tools, without referencing in accordance with stated University requirements. Students need to seek approval from the Unit Coordinator within the first week of study if they intend to use some of their previous work in an assessment task (self-plagiarism).
Unauthorised collaboration (collusion)
Working with other students and submitting the same or substantially similar work or portions of work when an individual submission was required. This includes students knowingly providing others with copies of their own work to use in the same or similar assessment task(s).
Contract cheating
Organising a friend, a family member, another student or an external person or organisation (e.g. through an online website) to complete or substantially edit or refine part or all of an assessment task(s) on their behalf.
Cheating in an exam
Using or having access to unauthorised materials in an exam or test.
Serious outcomes may be imposed if a student is found to have committed one of these breaches, up to and including expulsion from the University for repeated or serious acts.
ECU's policies and more information about academic integrity can be found on thestudent academic integrity website.
All commencing ECU students are required to complete the Academic Integrity Module.
