Indigenous peoples, in exercising their right to self-determination, have the right to autonomy or self-government in matters relating to their internal and local affairs, as well as ways and means for financing their autonomous functions.

- How has this policy issue been dealt with previously?
- How is the policy issue or problem now being represented (i.e. what is the dominant policy discourse)?
- What are the assumptions about this policy issue?
- What values and ideology are evident in discourses and assumptions?
- Policy politics
- How did this issue get on the policy agenda?
- Who are the key and influential players/agencies involved in this policy case episode?
- What interests do they represent?
- How have the different politics and interests of this issue been managed? (i.e. what if any compromises have been adopted?)
- Policy process
- What have been the key policy development processes and stages?
- Who has been involved and consulted in these processes and stages?
- Has this been a successful policymaking process? Why/why not?
