Project Management Policy and Procedures

1. Purpose

Our company adopts a standard approach to project management to ensure the consistent use of project management procedures and templates.

This policy and procedure is designed to specify the requirements for managing projects to ensure that project scope is articulated, stakeholders are involved, risks are managed and project benefits are maximized.

This policy and procedure applies to all projects.

2. Types of project

Generally, there are three types of project: small project, medium project and large project which is determined through the project amount.

In each of the above cases the following staff are to be involved.

Small Project (under $20,000)

Senior management team to approve project management scope plan and kept informed of progress.

Medium Project ($20,000 - $70,000)

3. Project Phases

All projects should progress through the following project phases.

Stage one

Stage one of theproject management process is triggered when a staff member or teamidentifies the need to solve a problem, improve a process or implement a new service. It defines what the project will attempt to achieve based on appropriate business justification.

At this stage, the staff member or team must complete the project authorisation template to gain authorisation for the detailed project scope management planning.

Stage two

Stage two of the project management includes defining and documenting the project scope in the project scope management plan.

Key tasks involved in this phase include:

Identifying project benefits, outcomes and outputs.

Making an initial assessment of project size and required staff.

Completing a project scoping using the project scope template.

The project scope management plan must be completed within 2 weeks of the project authorisation being given approval.

The project scope management plan must be reviewed by the senior management team prior to final approval.Where any issues are identified from the project management plan scoping, it is possible that the project may not proceed.

Stage three

The purpose of this phase is to determine how the project will be executed. This means developing a project management plan based on the project scope.The project management template should be used. Essentially the preparation of a detailed model of the work required to achieve the project objectives is required and confirmation of the budget and project arrangements suggested in the Business Case. Risks are also defined and documented in a risk management plan. A detailed schedule is also prepared.

Stage four

The purpose of this phase is to implement the project. Regular reports of the progress of the project should be provided to relevant staff, as well as regular meetings as outlined in the project management plan.

Stage five

This is the final phase of the project and is the formal closure of the delivery component of the project. It has two main outcomes:

The handover of project outputs to the operational areas responsible for ongoing support and maintenance (if applicable to the project); and

The evaluation of the success of the project.

The evaluation of theprojectssuccess is important part of the project. The actual project outcomes and cost must be compared with the planned outcomes and determine whether what was achieved by the project was worth the amount invested.

Project recommendations included in project evaluation report should include a recommendation to close project.

4. Project Quality

Project quality is of the utmost importance.The following objectives must be incorporated into all projects and customised according to the specific project:

Effective Project Delivery:To facilitate the delivery of the project on time and within +/- 10% budget to be varied according to project requirements and with successful achievement of the Project Objectives as defined in the project charter.

Effective Project Management:To ensure that the project managementmethodology is adhered to and all key processes involved in project management are undertaken effectively for the project.

Fit for Purpose Deliverables:Project deliverables are efficient, effective and meet the requirements of all project team and stakeholder members.

Customer Satisfaction:Major stakeholders are satisfied with the final project outcome.

Relevant project quality standards must be selected from Appendix A.

5. Project Communication

It is expected that the project team meet at least weekly depending on the size of the project. A brief email summarisingtheoutcomes of the meeting must be sent to senior management.

Weekly reports must also be sent to senior management regarding project progress.

All project issues arising must be documented in the project issues register.

6. Project record keeping

A project folder is to be established for each project.

The overall folder should be the name of the project e.g. Human Resources Information System Project and sub-folders should be created including folders for the business case, project management plan, project reports, minutes and any other relevant folders e.g. briefs to contractors.

All documents should include theauthors name, date and title of document.

7. Projectchange requests

All project changes are to be formally requested using a Project Change Request Form.

Project change requests involving amounts over $2,000 must be authorised by the CEO.

All Project Team members are to receive notice of all authorised changes.

Re-assessment of Result and Academic Appeal Procedures:

If a student is not happy with his/ her results, that student may appeal against their grade via a written letter, clearly stating the grounds of appeal to the Chief Executive Officer. This should be submitted after completion of the subject and within fourteen days of commencement of the new term.

Re-assessment Process:

An appeal in writing is made to the Academic Manager providing reasons for re-assessment /appeal.

Academic Manager will delegate another member to review the assessment.

The student will be advised of the review result done by another assessor.

If the student is still not satisfied and further challenges the decision, then a review panel is formed comprising the trainer in charge and the Academic Manager or if needed, an external assessor.

The Institute will advise the student within 14 days from the submission date of the appeal. The decision of the panel will be deemed to be final.

If the student is still not satisfied with the result, he / she has the right to seek independent advice or follow external mediation option with nominated mediation agency.

Any student who fails a compulsory subject or appeals unsuccessfully will be required to re-enrol in that subject.

The cost of reassessment will be borne by the Institute. The external assessor will base his/her judgement based on principles of assessment. These principles require assessment to be reliable, fair, practical and valid.

Academic Appeals:

If you are dissatisfied with the outcome of the re-evaluation process, you have a right to appeal through academic appeals handling protocol.

To appeal a decision, the person is required to complete the IISs Request for Appeal of a Decision Form with all other supporting documents, if any. This form is available at the admin office. The completed Request for Appeal form is to be submitted to the Student Support Officer either in hard copy or electronically via the following contact details:

The notice of appeal should be in writing addressed to the Chief Executive Officer and submitted within seven days of notification of the outcome of the re-evaluation process.

In emergency circumstances, such as in cases of serious illness or injury, you must forward a medical certificate in support of a deferred appeal. The notice of appeal must be made within three working days of the concluding date shown on the medical certificate.

The decision of Chief Executive Officer will be final.

If a student is not happy with his/ her results, that student may appeal against their grade via a written letter, clearly stating the grounds of appeal to the Chief Executive Officer. This should be submitted after completion of the subject and within fourteen days of commencement of the new term.

Re-assessment Process:

An appeal in writing is made to the Academic Manager providing reasons for re-assessment /appeal.

Academic Manager will delegate another member to review the assessment.

The student will be advised of the review result done by another assessor.

If the student is still not satisfied and further challenges the decision, then a review panel is formed comprising the trainer in charge and the Academic Manager or if needed, an external assessor.

The Institute will advise the student within 14 days from the submission date of the appeal. The decision of the panel will be deemed to be final.

If the student is still not satisfied with the result, he / she has the right to seek independent advice or follow external mediation option with nominated mediation agency.

Any student who fails a compulsory subject or appeals unsuccessfully will be required to re-enrol in that subject.

The cost of reassessment will be borne by the Institute. The external assessor will base his/her judgement based on principles of assessment. These principles require assessment to be reliable, fair, practical and valid.

Academic Appeals:

If you are dissatisfied with the outcome of the re-evaluation process, you have a right to appeal through academic appeals handling protocol.

To appeal a decision, the person is required to complete the IISs Request for Appeal of a Decision Form with all other supporting documents, if any. This form is available at the admin office. The completed Request for Appeal form is to be submitted to the Student Support Officer either in hard copy or electronically via the following contact details:

The notice of appeal should be in writing addressed to the Chief Executive Officer and submitted within seven days of notification of the outcome of the re-evaluation process.

If the appeal is not lodged in the specified time, the result will stand, and you must re-enrol in the unit.

In emergency circumstances, such as in cases of serious illness or injury, you must forward a medical certificate in support of a deferred appeal. The notice of appeal must be made within three working days of the concluding date shown on the medical certificate.

The decision of Chief Executive Officer will be final.

Student would then have the right to pursue the claim through an independent external body as detailed in the students complaint / grievance policy.

Plagiarism:

Plagiarism means to take and use another person's ideas and or manner of expressing them and to pass them off as your own by failing to give appropriate acknowledgement. This includes material sourced from the internet, IIS staff, other students, and from published and unpublished work.

Plagiarism occurs when you fail to acknowledge that the ideas or work of others arebeing used, which includes:

Paraphrasing and presenting work or ideas without a reference

Copying work either in whole or in part

Presenting designs, codes or images as yourown work

Using phrases and passages verbatim without quotation marks or referencing the author or web page

Reproducing lecture notes without proper acknowledgement.

Collusion:

Collusion means unauthorised collaboration on assessable work (written, oral or practical) with other people. This occurs when a student presents group work as their own or as the work of someone else.

Collusion may be with another RTO student or with individuals or students external to IIS. This applies to work assessed by any educational and training body in Australia or overseas.

Collusion occurs when youwork without the authorisation of the teaching staff to:

Work with one or more people to prepare and produce work

Allow others to copy your work or share your answer to an assessment task

Allow someone else to write or edit yourwork (without rto approval)

Write or edit work for another student

Offer to complete work or seek payment for completing academic work for other students.

Both collusion and plagiarism can occur in group work. For examples of plagiarism, collusion and academic misconduct in group work please refer to IISs policy on Academic integrity, plagiarism and collusion.

Plagiarism and collusion constitute cheating. Disciplinary action will be taken against students who engage in plagiarism and collusion as outlined in IISs policy.

Proven involvement in plagiarism or collusion may be recorded on students academic file and could lead to disciplinary actions.

Please ensure that you read the instructions provided with these tasks carefully. You should also follow the advice provided in the Student User Guide. The Student User Guide provides important information for you relating to completing assessment successfully.

For you to be assessed as competent, you must successfully complete two assessment tasks:

This assessment task requires you to establish and maintain a quality system on two occasions. As the work of a civil construction designer focuses on projects, the quality systems you will establish and maintain will be in relation to two projects. You can do this for two real projects at your workplace, or you can use the case study information in the Simulation Pack provided.

Vocational education and training is all about gaining and developing practical skills that are industry relevant and that can help you to succeed in your chosen career. For this reason, basing your project on real relationships with classmates or work colleagues will mean that you are applying your knowledge and skills in a relevant, practical and meaningful way!

If you use your own workplace, read through the assessment requirements in the steps below to make sure you have access to sufficient information. Speak to your assessor to get approval if you want to base this on your own workplace.

If you are basing this assessment on the case study business and projects, read through the Simulation Pack in preparation for this assessment. All the information needed to complete this assessment is contained in the Simulation Pack.

You will be collecting evidence for this unit in a Project Portfolio. The steps you need to take are outlined below. Before you begin, complete page 4 of your Project Portfolio. You must include the name of the organisation you are basing this assessment on and provide the titles of the two projects for which youll establish and maintain quality systems.

Start working on Section 1 of your project portfolio. Steps 2 and 3 form part of Section 1. Please also note that the Project Portfolio includes separate sections for you to document your work in relation to the quality systems you establish for Project 1 and Project 2.

If you are basing this assessment on the case study business and projects, further information to complete the next steps is available in the Simulation Pack.

If you are basing this assessment on your own workplace, you need access to two projects where you will be able to establish and maintain a quality system. You will also need to be able to access:

documentation related to establishing and maintaining a quality system, for example, a quality policy or a project management policy or a strategic plan.

Information about goals and objectives for quality.

quality statistics/trends.

quality activities completed and information to assist with evaluating the system.

Quality system framework.

You are required to establish and maintain the framework for the quality system, as well as establish a collaborative process (to be initiated in the next activity). To do this you are to:

review and confirm the requirements for each project, as well as requirements and information relating to quality systems.

establish a format for a Quality Management Plan to be used for each project. Your Quality Management Plan must include the ability to:

define a purpose.

identify quality system responsibilities for project staff.

include quality standards.

identify the resources required for the project, as well as their source.

outline mechanisms that will be used for collaboration and communication and to ensure quality throughout projects.

quality methods, techniques and tools to resolve quality issues.

procedures to be used to treat quality issues.

plan for reporting quality control and assurance problems to ensure quality issues are resolved.

identify ongoing training that will be provided to ensure quality system requirements are met.

Once you have developed your Quality Management Plan template, you are to use this template to develop a Quality Management Plan for each project. Follow the instructions in your Portfolio.

Make sure you have answered all questions in Section 1.

When you have completed the steps above, you are to prepare to present your work in the next activity.

This means developing a presentation that can be provided to a team (your assessor and fellow students) that addresses all the work you have completed so far.

The purpose of your presentation will be to:

present the framework you have established for the quality system i.e., your quality management plan template.

present the quality management plans you have developed for both projects

collaborate with your project team (your assessor and fellow students) to resolve any issues with the quality management plan framework, as well the project quality management plans you have developed for each project.

Prepare your presentation in a format of your choice such as. PowerPoint for use in the next session. Your presentation will be for approximately 15 minutes and your assessor will advise you of the date and time.

Please note that at the presentation you will need to show that you present information clearly and use active listening skills in relation to issues raised.

You are now to provide your presentation to your team as per the instructions above.

During your presentation, your assessor will be looking to see that you established a quality system for each of the two projects

Your assessor will also confirm that can present information clearly and use active listening skills in relation to issues raised.

Make notes on the feedback provided as you will need to document this in your Portfolio and use it to make improvements/resolve issues.

Monitor quality issues.

Review the information available regarding project progress and quality issues. If you are completing this for the case study this will be as per the information available to you to complete Section 2 in the Simulation Pack. If you are completed this based on your workplace projects, you will need to be able to access suitable information that will allow you to monitor your quality system.

Complete Section 2 of your Portfolio based on your review of the information on quality activities. Discuss the issues identified, comment on inadequacies and identify actions to address quality issues. Communicate with your team on the actions you identify, including the resources allocated.

Make sure you have answered all questions in Section 2.

Start working on Section 3 of your Project Portfolio. Step 5 forms part of Section 3.

Assume that the projects have been completed.

If you are basing this assessment on the case study, further information to complete the next steps is available in the Simulation Pack.

If you are basing this assessment on your own business or workplace, you need information to evaluate the quality system.

Evaluate the quality system.

Review the information available regarding the project outcomes i.e., the outcomes of the quality system established. If you are completing this for the case study this will be as per the information available to you to complete Section 3 in the Simulation Pack. If you are completed this based on your workplace projects, you will need to be able to access suitable information that will allow you to monitor your quality system.

Complete an evaluation of the effectiveness of the quality system that includes:

Consideration of the extent to which the quality system has achieved goals and objectives.

Recommended improvements.

Compliance with legislation and code of practice.

Your own reflections.

To finalise this assessment, you are also required to maintain a quality management system to ensure that quality processes are maintained.Set up a Folder and filing system so that all the project documentation can be stored. Ensure that you have an overall folder for the project, as well as sub folders for different things.

All ofthe documents that you have developed for the project so far should be correctly named and filed logically.

Take a screen shot to show all the folders and documents and include it in your Portfolio.

Work on Section 3 of your Project Portfolio.

Submit your completed Project Portfolio.

Make sure you have completed all sections of your Project Portfolio, answered all questions, provided enough detail as indicated and proofread for spelling and grammar as necessary.

Submit to your assessor for marking.
