First, you will need to consider the extent to which the programs aims are relevant to this new context (i.e., CALD or First Nations), and whether they would need to be modified to better suit this context. For example, is smoking prevalence in men aged 25-54 years as relevant to First Nations or CALD men aged 25-54? Perhaps not exactly if this is the case, could your program aims be adapted to suit First Nations or CALD men more generally, or more specifically?
Next, you will need to consider the theoretical premise underlying your program. Is this transferrable to this new context? To what extent? Consider how the theories, measures, or approaches, have been used in similar contexts. First Nations research may have been conducted with First Nations people in other countries, but to what extent would this be generalisable to the Australian context? Conversely, is transferability to CALD contexts something you can consider generally, or would you need to consider a specific culture? Draw from the evidence base here look to some of the references provided in the Assessment Information document for some guidance.
After this, you can bring in the cultural and/or ethical issues that would need to be considered in this new context. Be mindful that these need to be applicable to this context, in relation to the SNAP aspect. Draw from the NHMRC National Statement, as well as any relevant literature, to develop this section.
Finally, its time to provide your one sentence recommendation. This needs to be short, sharp, and consistent with the premise of the report it should be specific, and have utility. What is the take-home message for the health policy advisor?
